    Project Coordinator

    Details:

    Reports To:  Head of Programs

    Position Type: Fixed Term

    Duration:1 year (Renewable based on successful completion)

    Job Summary:

    Reporting to the Head of programs, the Project Coordinator is responsible for the overall planning, coordination, implementation and reporting of the project ensuring that team members effectively undertake their roles within defined project strategies and approaches and that project risks are managed. The project coordinator will ensure that adequate systems are in place, staff are well trained to undertake their roles, staff are supervised and account for their results, resources are optimally utilized and properly accounted for, project objectives are being addressed and that project successes are documented and managed. He / she shall ensure that linkages with the local, sub county and county stakeholders on OVC is effective and responds to the case management and coordination of care approach for service delivery.

    Specific Responsibilities:

    • Project Coordination and Supervision
    • Works with the project team members to develop responsive monthly workplans and ensures prudent allocation and utilization of resources.
    • Holds regular staff and community meetings to review progress, address emerging issues and plan for subsequent actions.
    • Coordinate all support supervision activities by staff ensuring that CHVs and field agents are adequately provided with the support they need to undertake their roles.
    • Continually communicates to the MWENDO technical officers on project progress, challenges and support required to deliver on the project objectives.
    • Ensures that all the activities being implemented are conducted within a process that enhances community ownership, participation and contribution for sustainability.
    • Takes lead in developing working relationships and linkages with national and county government line ministries as well with other OVC actors in the region of implementation including the Kisumu Street Children Consortium
    • Participate in proposal writing and grant budget development.
    • Service delivery to OVC and their caregivers
    • Supports project team members to recruit, assess, develop case plans, implement and monitor and exit OVC including Street Connected Children (SCC) and their caregivers who have achieved their household care goals.
    • Takes lead in the implementation of the case management and coordination of care approaches to OVC and their households.
    • Supports project team members to work with the community based workforce to deliver services to OVC and their caregivers. These services shall include but not limited to health and nutrition, education support and vocational training, psychosocial care and support, protection, house hold economic strengthening and provision of care and shelter, rescue, rehabilitation and reintegration of SCC with their families
      Supports the project team to design, initiate and implement sustainability actions for caregivers and CHVs for long term support to OVC.
      Works with the project team to ensure that quality improvement practices are adopted and responds to the service standards for OVC programing in Kenya.
    • Capacity strengthening of the implementation structures
    • Takes lead in all the capacity strengthening actions ensuring that capacity building is structured and responds to the needs of the caregiver forums, CHV cluster groups, locational and sub county area advisory councils, SILC groups among other entities as may be defined.
    • Works with project team members and the organization management to address capacity gaps as identified through the SRFMA and HOCAI ensuring that capacity strengthening actions responds to the gaps and that desired results are being realized.
    • Train, coach and support the project team so as to deliver on project outcomes.
    • Coordination of Care to OVC Including Street Connected Children
    • Works with the DCS to strengthen the capacity of sub county and locational area advisory councils as well as that of volunteer children officers to undertake their functions and support HOVIC – MWENDO Programme interventions.
    • Supports case conferencing activities by the area advisory councils and or technical working groups established to deliver integrated care services to OVC and their households.
    • Continually updates and guides project team members on emerging issues in OVC programming, alignment to national strategic plans and policy directions as well as on compliance to the child protection and child safe guarding policies.
    • Monitoring, Evaluation and Knowledge management
    • Conducts routine support supervisions and spot checks to project sites and project teams to ensure compliance to standards and quality service delivery to OVC and their caregivers.
    • Works with M&E team to ensure that the they adequately undertake their M and E functions within the acceptable project standards for effective reporting and accountability for results.
    • Supports project team members to identify, document, and disseminate knowledge products to build on evidence based practices in OVC programing including SCC program
    • Responsible for timely monthly and quarterly donor reporting. Ensures that the M and E team effectively utilize CPIMS, manage data and use data for decision making.
    • Provide monthly, Quarterly and annual reports on the programs progress for the donors and for internal use

    Supervisory Responsibilities

    Supervises Household economic strengthening officer, M and E officer and social workers.

    Required Qualifications and Experience:

    Academic Qualifications

    A Bachelor’s degree in sociology, community development, project management or related field from a recognized institution of learning with at least 3 years’ experience.

    Knowledge

    • Relevant experience on project management techniques, sustainability approaches, quality improvement, financial management practices, sustainable livelihood approaches and approaches to project monitoring, evaluation, accountability and learning
    • A solid foundation in the fundamentals of entrepreneurship. Working with start-up businesses or academic training in business methods will be an added asset
    • Familiarity with PEPFAR guidance and minimum service standards for OVC programming.
    • Excellent analytic and computer skills; skilled in MS Office Suite including Word, Excel, PowerPoint and Access.

    Household Economic Strengthening Officer

    Reports To: Project Coordinator

    Position Type: Fixed Term

    Job Summary:

    Reporting to the LIP Project Coordinator, the HES project officer is responsible for overall rollout of economic strengthening activities, ensuring the project meets its objectives and targets. The HES officer working closely with relevant government ministries and other technical agencies and private sector to provide training and technical support to Field agent supervisors with focus in implementing SILC activities, financial education to the caregivers, support caregivers initiate Income Generating activities, profiling of smallholder farmers to increase production and engage with markets.  The HES Officer will directly supervise field Agent supervisors and the data capture clerk, and indirectly supervises a team of SILC Field Agents. He/She will develop HES operational plans, monitors their execution, and prepares periodic project performance reports.

    Specific Responsibilities:

    Knowledge

    • Specialized knowledge of and experience with savings group programming—with a preference for community-agent and/or fee-for-service approaches.
    • Relevant experience in Community development focusing on sustainable livelihood approaches, project monitoring, evaluation, accountability and learning.

    Social Worker-Case Management

    Department: MWENDO Project - Programming

    Reports To: Project Coordinator 

    Duration: 1 year (Renewable based on successful completion)

    Job Summary:

    As a key member of the HOVIC programming team in the county, you will monitor and report on all project activities related to case management and service delivery with respect to OVC and their families in support of MWENDO’s work to ensure improved access to health and social services to the OVC and their families. Your OVC service-oriented approach will ensure that the project consistently applies the new Case Management approach to the delivery of quality and time bound services to the OVC and their families as well as enhance their participation in their best interest to constantly work towards improving the impact of the benefits to the project beneficiaries. You will be reporting to the LIP Project Coordinator, work and coordinate closely with other MWENDO Project staff, key staff form the relevant ministries, Lead Community Health Volunteers, Community Health Volunteers and Link Desk Person to contribute to a holistic, integrated, and comprehensive project implementation.

    Job Responsibilities:

    • Support the coordination, implementation, and monitoring of all assigned project activities as outlined in the LIP Detailed Implementation Plan in line with organizations principles and standards, donor and GOK requirements, and good practices.
    • Monitor and report any challenges and/or gaps identified to inform adjustments to plans and implementation schedules.
    • Support the project volunteers in their efforts to reflect on project experiences.
    • Collect and analyze project data per specified mechanisms and tools. Collaborate with other organization staff and volunteers to prepare reports per established reporting schedule and guidelines.
    • Provide technical support and monitor capacity building and technical support activities to the LCHVs, CHVs and Link Desk Persons to ensure effective and quality service provision.
    • Actively engage in identifying and documentation of project promising practices, case and human-interest stories, dissemination and use of relevant knowledge in the field.
    • Represent the organization and MWENDO project in meetings at county, sub county, ward and locational levels, working groups, and other events as requested, to support forging relations with the GOK, other stakeholders, the community and project beneficiaries.
    • Ensure accurate and timely reporting of all assigned project activities per donor and CRS standards and established schedules.
    • Ensure community case workers (CCWs – project volunteers) complete required case management forms and ensure case filing system is developed and maintained
    • Create community linkages for broader community engagement in case management.
    • Conduct joint support supervision with relevant GOK representatives to forge better working relationships
    • Conduct regular home visits with the LCHVs and CHVs to ascertain service provision to the project beneficiaries as well as providing support to the volunteers as package for care of carers 

    Typical Background, Experience & Requirements:

     Education and Experience

    • Bachelor’s degree in Social Science, International Development, Community Development or a related field or a Diploma holder with 3 years’ experience
    • At least 2-3 years of work experience in project support in the field of OVC, HIV/AIDS and other health-related projects in Kenya and for an NGO.
    • In-depth understanding of program results, outcomes, impact, and reporting.
    • Experience in participatory action planning and engagement of stakeholders at various levels.
    • Experience monitoring projects and collecting relevant data preferred.
    • Excellent understating of GOK and PEPFAR OVC guidelines and standards.
    • Experience using MS Windows and MS Office packages (Excel, Word, PowerPoint).

    MEAL Officer

    Reports To: Project Coordinator

    Position Type: Fixed Term

    Duration: 1 year (Renewable based on successful completion)

    Job Summary:

    Reporting to the Project Coordinator, the MEAL Officer is responsible for the day-to-day tracking and reporting of activities under MWENDO project. The role includes rolling out standardized data collection tools and database systems; monthly data collection; verification of results reported; analysis and presentation of findings and project progress; set up of project accountability and learning mechanisms; and documentation of feedback and response from and to LIP and project beneficiaries.

    The MEAL Officer will ensure that systems are in place to measure the project’s impact and progress and that data is readily available to be used as a foundation for programmatic adjustments and evidence-based decision-making. The MEAL officer will ensure that the capacity of project team is enhanced, beneficiaries and other stakeholders have opportunity to give and receive feedback, and documentation of project learning is consistent with project learning agenda.

    Specific Responsibilities:

    • Ensure accurate data collection, data entry, data cleaning & maintaining the OVC filing system
    • Ensure MWENDO MEAL systems comply with both CRS global and regional policies, procedures, standards, and strategic initiatives, as well as core team standards
    • Ensure roll out of standardized forms and tools to collect relevant disaggregated data on project monitoring indicators, effects, and impacts using CRS’ SMILER methodology (Simple Measurement of Indicators for Learning and Evidence-based Reporting).
    • Systematically collect, validate, and analyze data and ensure that it is accurate and of the highest quality by conducting regular data quality assessments and verifications
    • Work closely with MWENDO LIP staff to produce high-quality data and progress reports as per the reporting intervals (monthly, quarterly, semi-annually, annually)
    • Support other key LIP staff to design and implement project assessments including, gender analysis, stakeholder analysis, hotspots mapping and other data regular and adhoc data collection and analysis activities.
    • Ensure that all project monitoring arrangements comply with the project and donor agreements and ensure that agreements are concretely operationalized.
    • Work with MWENDO CRS MEAL staff to identify community defined indicators that will show success in the eyes of the project beneficiaries
    • Work with MWENDO CRS MEAL staff to set up feedback and response mechanisms that will allow the project to receive and respond to feedback from the project beneficiaries
    • Coordinate documentation of lessons learned, best practices, program data, evaluations, and other information to generate donor communication pieces, success stories, case studies, and other high-quality, results-based documentation at LIP level
    • Facilitate the use of Project data by Project staff, and other stakeholders to inform decision-making and to identify lessons learned and promising practices
    • Participate in regular site monitoring and support supervision through administration of the SIMS to help track quality of services to the OVCs and their households
    • Coordinate monthly data review meetings at LIP level

    MEAL COMPETENCIES

    Project Accountant

    Reports To:                            Head of Finance and Administration

    Position Type:                        Fixed Term

    Duration:                                1 year (Renewable based on successful completion)

    Purpose of the position:

    This position is responsible for the Finance & Accounting function in the MWENDO project to ensure sound Financial Practices with adequate internal controls are in place.

    Planning & Budgeting

    • Provide input during the budgeting process for the assigned projects.
    • Coordinate the planning and budgeting process to ensure quality and realistic budgets are developed
    • Ensure Planning & Budgeting guidelines are adhered to
    • Ensure compliance with MWENDO guidelines and other standard
    • Conduct financial analysis for management decision making.
    • Develop realistic cash flow forecasts in line with the plans
    • Participate in proposal writing and grant budget development.
    • Periodically monitor and advice management on budget utilization

    Financial Reporting

    • Prepare financial data transactions into the Accounting System.
    • Prepare and submit accurate project funding requests.
    • Prepare bank reconciliation statements monthly
    • Prepare financial analyses for management decision making
    • Prepare and submit accurate and timely financial reports.
    • Management of balance sheet accounts

    Cash Management

    • Ensure safe custody of cash and cheque book
    • Ensure maintenance of up to date records of cash disbursement.
    • Cash flow management to ensure compliance with target low.
    • Maintain an accurate and updated fixed assets register for the Programs/Projects.
    • Ensure that assets are properly utilized and safe guarded.

    Human Resources and Administration:

    • Establish and manage a comprehensive employees training program regarding staff tools, policies and procedures;
    • In consultation with the Head of Finance and Administration and the Executive Director, maintain and review all systems related to HR management in the organization (leave, payroll, medical payments, staff loans, employee files, job description, staff appraisals).
    • Work closely and transparently with all external partners including third-party vendors and consultants.
    • In consultation with the Head of Finance and Administration oversee administrative functions as well as facilities to ensure efficient and consistent operations.

    Field Agent Supervisor

    Reports To: HES Officer

    Job Summary:

    Reporting to the HES project Officer, the Field Agent supervisor is responsible for supervising field agents and ensuring the quality of the SILC groups they form and roll out of other economic Strengthening activities; ensuring the project meets its objectives and targets, Training and mentorship of Field Agent and certifying them as PSPs; overseeing their work as PSPs and organizing them into networks. He/she will support SILC Field Agents to conduct sensitization meetings on HES initiatives, develop individual work plans, monitors their execution and prepare monthly project performance reports.

    Specific Responsibilities:

    • Works with the Field Agents to develop responsive monthly workplans and ensures implementation of the plans and prudent utilization of resources.

    • Excellent analytic and computer skills; skilled in MS Office Suite including Word, Excel, PowerPoint and Access.
    • Excellent report writing skills.

     

    Skills and Abilities

    • Willingness to be based in the field and to travel long distances
    • Fluency in one or more languages of the operating area
    • Good community mobiliser and facilitator
    • Strong interpersonal and communication skills
    • Ability to ride a motorcycle – (Added advantage)
    • Valid motorcycle permit
