    Ward Administrators

    DEPARTMENT OF ADMINISTRATION, CORPORATE SERVICES AND STAKEHOLDER MANAGEMENT

    J/G ‘N’

    DUTIES AND RESPONSIBILITIES

    The sub-county Administrator shall be responsible for:-

    • Coordinating, managing and supervising the general administration functions at the ward level.
    • Develop policies and plans at the ward level;
    • Ensuring effective service delivery at the ward level;
    • Initiate developmental activities to empower the citizenry at the sub-county;

    County Structural Engineer

    J/G ‘K’

    DUTIES AND RESPONSIBILITIES

    • Planning and design or counter checking structural engineering designs of buildings and other public works being implemented by the County Government prepared internally or externally consultants;
    • Preparing or supervision of preparation of all structural drawings and bar bending schedules for all structures being put up by the County Government;
    • Check structural drawings submitted alongside building plans by anybody planning to erect a building within the county;
    • Construction supervision/inspection and reporting all structural works to ensure standards are adhered to for safety and economy;
    • Preparation of structural engineering specifications;
    • Assessing existing buildings structural status for purposes of ascertaining safety of structures on ability to carry any preferred modifications and or extensions and advising the developer accordingly;
    • Supervising other staff under him/her in the department section;
    • Advising the project team on any structural changes necessary on plans/designs developed;
    • Performing of any other duties as assigned by the County works officer.

    REQUIREMENTS AND COMPETENCIES

    • Be a Kenyan Citizen;
    • Must have a Bachelor of Science/Engineering (BSc./ BEng.) degree in civil and structural engineering from a recognized university;
    • Must be a registered Professional Engineer by Engineers Board of Kenya with current practice licence;
    • Must be a cooperate member of Institution of Engineers Kenya (MIEK);
    • Must have not less than 6 years’ experience in similar operations;
    • Must have thorough knowledge on AutoCAD drafting operations;
    • Should have basic knowledge on Microsoft office operations;
    • Must have knowledge on use of latest structural design software’s;
    • Must have excellent oral and written communication skills;
    • Must be highly skilled person with an eye for details and quality;

    Sub-County Water Officers

    JOB GROUP ‘L’

    DUTIES AND RESPONSIBILITIES

    • Identifies project designs of new projects in consultation with the county director;
    • Carry out emergency needs assessment, rapid and long term responses related to water needs and facilities in consultation with the supervising Engineer and County director;
    • Prepare regular field visit, fortnight, monthly and annual reports;
    • Advice on operation, maintenance and performance of equipment’s of all water projects;
    • Keep up-to-date with changes in regulatory legislations and guidelines;
    • Preparing bills of quantities and advertising tender documents and managing contracts in consultation with supervising Engineer and County director.
    • Liaising with clients, contractors, government agencies, and suppliers;
    • Supervising and training of staff and workers at the project sites;
    • Conducting public awareness of current sanitation and environment issues;
    • Ensuring work is done as per specification, on schedule and required standards;
    • Supervising all water works within the area of jurisdiction.

    REQUIREMENTS AND COMPETENCIES

    • Be a Kenyan citizen.
    • A diploma in water technology, water engineering, or any other related field from a recognized institution.
    • A Bachelor’s degree in the relevant field will have an added advantage.
    • Experience in water development program /water services provision gained in professional work of a minimum of 5 years.

    • Provision of drilling engineering service during drilling operations;

    The holder of this position reports to the Director Water and Sanitation.

    DUTIES AND RESPONSIBILITIES

    • Assist in assignment of work, check and manage work allocated to the staff under his supervision;

    • At least 5 Years relevant experience of which 3 years should be in senior management position in the Water sector.

    • Perform hydraulic modelling and pipeline design.
    • Must be computer literate in relevant computer aided design knowledge and skills.

    County Attorney

    DUTIES AND RESPONSIBILITIES

    • Giving legal advice to and undertaking complete litigation on behalf of the County Government and undertaking complex arbitrations;
    • Drafting and reviewing complex documents, local and international contracts and agreements;
    • Providing legal advice and opinions to departments in the County Government;
    • Drafting of complex Bills and subsidiary legislation; advising the County Government on legislative matters; and undertaking legislative drafting on behalf of the County Government Departments;
    • Initiating and undertaking research on complex and emerging legal issues and preparing legal opinions briefs.
    • Advising the County Government departments on legal policy issues; ensuring compliance with county, national, regional and international instruments;

    REQUIREMENTS AND COMPETENCIES

    For appointment to the position of County Attorney one should:-

    • Be a Kenyan citizen.
    • Must have a Bachelor of Laws (LLB) degree from a recognized institution.
    • Must be an advocate of the High Court of Kenya having a current practicing certificate.
    • Must be a member of the law society of Kenya.
    • Must have over ten (10) years professional and legal experience at a senior level in the Public Service or in a reputable private organization.
    • Should have administrative and management experience at a senior level.

    Chairperson, County Public Service Board

    (TERMS OF SERVICE: SIX (6) YEARS CONTRACT, NON-RENEWABLE)

    MAIN DUTIES AND RESPONSIBILITIES

    • Overall in charge of the Board;
    • Chairing Board meetings and signing of Board Minutes;
    • Establish and abolish offices in the county public service;
    • Appoint persons to hold or act in offices of the County Public Service and to confirm appointments;
    • Exercise disciplinary control over and remove, persons holding or acting in those offices as provided for in law;

    • Evaluate and report to the County Assembly on the extent to which the values and principles outlined in Articles 10 and 232 are complied with in the county public service;
    • Perform any other relevant duties as per the County Government Act.
