    Senior Administrative Officer

    Duties and Responsibilities:

    • Formulate administrative procedures and regulations to aid in the provision of administrative services.
    • Budget and coordinate resources to ensure smooth operations in the division.
    • Supervise transport services to ensure efficient movement of staff and supplies
    • Supervise health and safety of staff, building & equipment to ensure a conducive work environment.
    • Supervise ground maintenance and janitorial services to ensure a clean work environment
    • Conduct performance appraisals to measure performance targets.
    • Sign performance contracts with administration officers and head of sections to set annual performance indicators.
    • Manage staff welfare matters pertaining to housing, health and safety to ensure their wellbeing.
    • Provision of office accommodation to ensure that staff have comfortable work stations
    • Oversee provision of secretarial services to facilitate smooth office operations.
    • Oversee efficient and effective utilization of office resources to ensure prudent use of the same.
    • Supervise security matters to ensure safe environment

    • Oversee construction of offices, laboratories, and farmer’s resource centres to aid in research implementation and dissemination of research information.
    • Coordinate provision of water and maintenance of sewage systems for efficient utilization of resources.

    Requirements for Appointment:

    • Minimum nine (9) years’ administration experience with at least three (3) years in the grade of three (3) years in the grade of Administrative Officer I or in a comparable position in a similar institution;
    • Bachelor’s Degree in any of the Social Sciences from a recognized institution;
    • Certified Public Secretaries of Kenya (CPSK) OR Higher Diploma in Management or its equivalent from a recognized institution;
    • Certificate in computer applications skills from a recognized institution;
    • Kenya Certificate of Secondary Education mean grade C+ (plus) or its equivalent from a recognized Institution; and
    • Have clearance certificates as contained in Chapter six of the Kenya Constitution 2010 from Kenya Revenue Authority (KRA), Ethics and Ant-Corruption Commission (EACC), Police, Higher Education Loans Board (HELB), an approved Credit Reference Bureau and Commission on University Education (CUE) for degrees obtained outside Kenya.

    Internal Auditor I

    Duties and Responsibilities

    • Develop individual audit engagement plan including scope and objectives of the audit and audit procedures.
    • Undertake audit assignments to confirm the adequacy and effectiveness of governance, risk management and internal controls systems by performing substantive and compliance testing of accountable records and documents and preparing working papers.
    • Undertake fraud investigations to confirm whether there are material breaches in policy, procedures and relevant regulations through review of accountable documents and records and preparing working papers.
    • Performing risk assessment to determine appropriate levels of risk appetite and recommend appropriate mitigating actions through risk reviews and developing risk maps.
    • Provide input in preparation of audit reports for given assignments by capturing relevant audit findings and recommendations from working papers to give an assurance on the adequacy and effectiveness of systems within the Institute.
    • Undertake reviews and reports on Anti-corruption activities.
    • Undertake consulting and advisory services to offer advice and guidance to management in the development of control systems.

    Requirements for Appointment:

    • Minimum six (6) years’ audit experience with at least three (3) years in the grade of Internal
    • Auditor II or in a comparable position in a similar institution;
    • Certified Public Accountant (Kenya) or its equivalent from a recognised institution;
    • Bachelor of Commerce Degree (Accounting Option/Finance) or its equivalent from a recognised institution;
    • Member of Institute of Certified Public Accountants of Kenya (ICPAK) or its equivalent;
    • Kenya Certificate of Secondary Education mean grade C+ (plus) or its equivalent from a recognized Institution; and

    Librarian

    Duties and Responsibilities:

    • Head library services in the Institute
    • Supervise the library staff
    • Custody, security and maintenance of library materials
    • Issue and return of library materials

    • Coordinate and guide satellite libraries in KEFRI eco-regions
    • Organize, manage and undertake current awareness services
    • Classify, catalogue, index and digitize information resources.

    Requirements for Appointment

    • Served satisfactorily for a minimum period of three (3) years in the grade of Senior Library Assistant or comparable position;
    • Bachelor’s Degree in Library Studies or its equivalent from a recognized institution;
    • Member of a library association
    • Worked in an automated library
    • Certificate in computer applications skills from a recognized institution.

    Building Inspector II

    Duties and Responsibilities

    • Reading and interpreting Architectural and Engineering drawings.
    • Examine plans to ensure structures comply with building codes.
    • Ensure efficient utilization of resources and budgetary control.
    • Undertake general routine inspection and service of electrical, mechanical and buildings.
    • Maintain, service and repair buildings; electrical installations, firefighting equipment, generators and general electrical items.
    • Ensure that repairs and alterations are performed correctly.
    • Ensuring that construction work in progress is in accordance with specifications and taking details of provisional items.
    • Compile quarterly and annual reports on maintenance and services.

    Requirements for Appointment

    • A minimum of three (3) years relevant experience in the grade of Building Inspector III or in a comparable position;
    • Have Kenya Certificate of Secondary Education (KCSE) of at least mean grade ‘C (Plain)’ or its equivalent;
    • Have Diploma in Building, Construction and Civil Engineering or its equivalent from a recognized institution;
    • Be accredited as a Construction Site Supervisor with the National Construction Authority (NCA); and
    • Certificate in computer applications from a recognized institution.

    Corporation Secretary / Senior Legal Officer

    Purpose:

    Responsible for ensuring Institute’s compliance with the required legal standards and maintenance of good corporate governance through Provision of Board Secretarial services, Legal advice, and compliance to operations within the Public Service.

    Duties and Responsibilities

    • Provide high quality, professional Board secretarial and legal support to enhance the administration of good governance functions and ensure compliance with relevant statutory obligations;
    • Develop and operationalize effective and efficient institutional corporate and legal system;
    • Establish and implement mechanism for dealing with litigation matters;
    • Liaising with the Board Chairman and the Chief Executive Officer in scheduling of meetings and preparation of agenda for Board meetings;
    • Coordinating Board matters by preparing, confirming, filing and dispatching Board Agenda, Board minutes and Board action reports;
    • Advising the Institute and staff on new legislations, best legal practices and likely impacts on the Institute’s operations;
    • Act as the legal custodian and use of Institute’s seal, legal documents, board and Board
    • Committee minutes;
    • Provide legal advisory services to all areas of the operations with regard to contracts, Compliance, procurement, Memorandum of Understandings (MOUs), and other areas of potential risk to the Institute to ensure compliance with existing law and regulatory requirements;
    • Offer legal advice during negotiations and interpreting documents within the Institute;
    • Coordinate the preparation and review of contractual agreements and (MOUs) within the
    • Institute;
    • Lead, advise and manage litigations and disputes between various stakeholders and the
    • Institute to protect the Institute’s assets & reputation;
    • Liaise with the Attorney General’s office on legal suits against the Institute;
    • Advise on appointment of external lawyers to represent the Institute or handling court cases on behalf of the Institute;

    Requirements for appointment:

    • Minimum nine (9) years’ relevant legal experience with at least three (3) years in senior management.
    • Bachelor’s Degree in Law (LLB) from a recognized University
    • A post Graduate qualification in Law from the Kenya School of law
    • An advocate of the High Court of Kenya
    • Valid Membership to the Law Society of Kenya
    • Certified Public Secretary of Kenya CPS (K)
    • Valid Membership to the Institute of Certified Public Secretaries of Kenya (ICPSK)
    • Should have experience in property rights and patents
    • Certificate in computer applications skills from a recognized institution;
    • Kenya Certificate of Secondary Education mean grade C+ (plus) or its equivalent from a recognized Institution; and

    Senior Human Resource Management Officer

    Duties and Responsibilities:

    • Deputize the Head of Human Resource division;
    • Provide input in the preparation of draft budgets and work plans to ensure that expenditure of the division is aligned to the budget;
    • Support the development and implementation of human resource policies and procedures to enhance workplace relations;
    • Provide input in the preparation of monthly progress reports for the Division and ensure action against planned targets;
    • Contribute in reviewing and implementing employees terms and conditions of service to ensure that they meet best practice;
    • Participate in the development, implementation and evaluation of strategic human resource management plans;
    • Plan, monitor and evaluate the performance of staff against set targets and objectives in order to implement development action plans aimed at building the capacity of employees;

    • Receive and analyse employee grievances and disciplinary cases, and assist employee in order to find satisfactory solutions to personal problems through counselling;

    • Institute strategic plan and human resource policies, procedures and practices;
    • Support the Head of Human Resource in the recruitment, appointment, placement and deployment of staff in the Institute to ensure that the right candidate is matched to the right job;
    • Conduct training needs analysis, design and implement relevant training programs in order to build capacity by providing staff with necessary knowledge, skills and behavior characteristics in line with the strategic plan and human resource management policies, procedure and practices;
    • Take part in conducting job analysis, and develop job descriptions and job specifications to be used as the basis for recruitment and selection, performance management, training and development, job evaluation, career planning, work design and human resource planning;
    • Contribute in conducting workload and workforce analysis to minimize duplications of tasks/activities, determine optimum staff numbers and re-design jobs in line with the approved strategic plan and human resource management policies, procedures and practices ;
    • Conduct baseline surveys in order to determine the quality and relevance of human resource development programs in order to identify areas of improvement.

    Requirements for Appointment:

    • Minimum nine (9) years’ relevant human resource management experience with at least three (3) years in the grade of Human Resources Management Officer I or in a comparable position in a similar institution;
    • Bachelor’s Degree in Social Sciences from a recognized institution;
    • Higher National Diploma in Human Resource Management or its equivalent from a recognized institution;
    • Practicing Certificate with the Institute of Human Resource Management (IHRM) or its equivalent;
    • Certificate in computer applications skills from a recognized institution;
    • Kenya Certificate of Secondary Education mean grade C+ (plus) or its equivalent from a recognized Institution; and

    Senior Internal Auditor

    Duties and Responsibilities

    • Provide input in the development of strategies, policies and procedures to ensure objectives are met as planned and actions are properly guided in reaching decisions.
    • Review audit reports prepared by subordinates to ensure all the requisite audit areas are covered and details captured.
    • Allocate work to subordinates to ensure targets are met and that time is properly utilized.
    • Prepare performance contracts with subordinates to direct their efforts to meet the required targets which contribute to achievement of the Institute’s mandate.
    • Evaluate the performance of subordinates to ascertain efficiency and effectiveness in work performance in meeting the objectives of the Unit.
    • Provide input in the preparation of risk based audit work plan and programs for audit engagements.
    • Provide input in the preparation of the draft budget for the unit to help in allocating financial resources.
    • Coordinate the implementation of the Institute’s risk management strategy to promote effective management of risk within the Institute.
    • Coordinate the implementation of the Institute’s counter corruption strategy to promote effective management of corruption within the Institute.
    • Mentor, guide and supervise subordinates through coaching and training to improve performance.
    • Lead a team undertaking audit assignments to confirm the adequacy and effectiveness of governance, risk management and internal controls systems.
    • Lead a team in fraud investigations to confirm whether there are material breaches in policy, procedures and relevant regulations.
    • Undertake risk assessment to determine appropriate levels of risk appetite and recommend appropriate mitigating actions through review of developed risk registers.
    • Follow up with management on the implementation of audit recommendations to ensure that all pending audit issues are implemented or closed.
    • Work with the Board Audit Committee secretary to compile quarterly reports and minutes to assist the Committee to effectively carry out its oversight function.
    • Lead a team when undertaking consulting and advisory services to offer advice and guidance to management in the development of control systems.
    • Monitor the implementation of the Institute’s Corruption Prevention Plan to effectively identify and manage corruption risks.
    • Work with the secretary to the Anti-Corruption Committee of the Institute in preparing the minutes of the meetings of the committee, reports on Anti-corruption activities and compiling quarterly reports to the Ethics and Anti-Corruption Commission.

    • Minimum nine (9) years’ audit experience with at least three (3) years in the grade of Internal Auditor I or in a comparable position in a similar institution;
