    National Project Coordinator

    Each of these programmatic fields of activity contains a number of individual programmes, which are implemented in a holistic manner to achieve effective outcomes and impacts through UNIDOs four enabling functions:

    • technical cooperation;
    • analytical and research functions and policy advisory services;
    • normative functions and standards and quality-related activities; and
    • convening and partnerships for knowledge transfer, networking and industrial cooperation. Such core functions are carried out in Departments/Offices in its Headquarters, Regional Offices and Hubs and Country Offices.

    The Directorate of Programme Development and Technical Cooperation (PTC) is responsible and accountable for providing technical cooperation services to enhance the capabilities of developing countries and economies in transition to promote ISID in the areas covered by five departments: Department of Programmes, Partnerships and Field Integration; Department of Agri-Business; Department of Trade, Investment and Innovation; Department of Environment; and Department of Energy.

    This position is located under the Department of Agri-Business (PTC/AGR) in the Food Systems and Nutrition Division (PTC/AGR/FSN), which promotes Inclusive and Sustainable Industrial Development (ISID) through the promotion of sustainable food systems that deliver food and nutrition security without compromising economic, social, and environmental bases to generate food security and nutrition for future generations. The Division is responsible for identifying, developing and managing programmes to improve the competitiveness of the agro-food processing sector (meat, milk, fish, fruits and vegetables, sugar, cereals and pulses, tubers, as well as Novel Foods) through access to support services, markets and trade opportunities.

    Project Context

    The EU, in partnership with the EAC, has launched the Market Access Upgrade Programme (MARKUP) to support member countries improve market access of agro-food products to the EU and regional markets. The MARKUP is structured around two intervention levels: the EAC Window and the Partner States Window with country specific projects.

    UNIDO is the implementation partner for the Kenya-Partner States Window.

    The main purpose of this project is to contribute to the economic development of Kenya by increasing the value of both extra- and intra-regional agricultural exports in selected horticulture sub sectors; (snow peas and peas, mangoes, passion fruit, chilies, herbs and spices, nuts).

    Recent studies have analysed the reasons for low productivity and competitiveness in these value chains such as the need of specialised extension services and a diffuse lack of knowledge on appropriate good agricultural practices. These value chains for exports are also lacking compliance with market requirements and standards. National quality infrastructure have an advanced Quality Infrastructure, however some conformity assessment services are not yet fully recognized by the targeted international markets.

    This project will address these challenges through an intervention, which aims to:

    • Improve the institutional and regulatory framework for better conformity assessment services in Kenyas horticultural sector.
    • Increasing revenue and MARKUP for Kenyas smallholder producers and enterprises in export-oriented horticulture sectors.

    The current project will build upon the success of the SMAP project to further strengthen the market potential of high value horticulture.

    The Kenya MARKUP will focus on the horticulture sector and in particular UNIDOs component will address the challenges in the following value chains: snow peas and peas, mango, passion fruit, chilies, herbs and spices and nuts. Exact value chains and target locations will be determined during the inception phase and after a detailed gap analysis.

    The Kenya project is expected to work in up to 10 counties and in priority horticultural sectors.

    Responsibilities

    Under the supervision of the Project Manager, assist in appraising, adjusting and presenting project proposals, and monitoring programme implementation, identifying problems and utilizing information as an input to corrective actions to promote effective project management. Develops and administers technical cooperation projects by:

    • Locating and analysing specific economic and social data and distilling and synthesizing information relevant to proposed projects;
    • Identifying, describing and justifying project possibilities related to a particular project and consistent with approved technical cooperation programmes and ongoing activities;
    • Appraising, reviewing and adjusting project proposals to ensure consistency with national, sub regional, regional and sectoral priorities and programmes, and with available resources; formulating and presenting such proposals on the basis of technical and substantive inputs in accordance with required format for final review and approval;
    • Developing schedules, arrangements and methods for the management of the implementation of individual project/s, in consultation with project personnel, technical, substantive and administrative service units;
    • Exchanging information required for project formulation and implementation with government officials in planning, finance, donor input coordination and sectoral functions, as well as with representatives of multilateral and bilateral donor agencies;
    • Monitoring and expediting project implementation systematically through discussions and correspondence with technical, substantive and project staff, field visits, analysis of periodic project progress reports, participation in tripartite reviews and mid-term project evaluations; utilizing information obtained as an input to correctivedecision-making and revisions;
    • Organizing and conducting briefings and debriefings on projects with special regard for the country, sub regional and regional aspects, resources and development characteristics, with a view to maximizing project performance levels.

    • Fluency in written and spoken English is required. Fluency and/or working knowledge of another official UN language desirable. Fluency in Swahili and local languages in Kenya desirable.

    Qualifications

    • At least five years of professional experience in technical cooperation project management or portfolio project management including some exposure at the international level.
    • Exposure to the needs, conditions and problems in developing countries.
    • Ability to research and analyse information independently and recommend solutions.
    • Ability to write in a clear and concise manner.
    • Ability to work effectively in multi-cultural teams.

    The United Nations Industrial Development Organization (UNIDO) is the specialized agency of the United Nations that promotes industrial development for poverty reduction, inclusive globalization and environmental sustainability. The mission of the United Nations Industrial Development Organization (UNIDO), as described in the Lima Declaration adopted at the fifteenth session of the UNIDO General Conference in 2013, is to promote and accelerate inclusive and sustainable industrial development (ISID) in Member States. The relevance of ISID as an integrated approach to all three pillars of sustainable development is recognized by the 2030 Agenda for Sustainable Development and the related Sustainable Development Goals (SDGs), which will frame United Nations and country efforts towards sustainable development in the next fifteen years.     Under the guidance and supervision of the Project Manager, the Senior Driver/Clerk provides reliable and safe driving services ensuring high accuracy of work. The Senior Driver/Clerk demonstrates a client-oriented approach, high sense of responsibility, courtesy, tact and the ability to work with people of different national and cultural backgrounds. The Senior Driver/Clerk provides driving services to the project/programme staff, consultants and experts and UNIDO staff on mission.

    Duration: EOD: 01 March 2019, COB: 29 February 2020 (with possibility of extension)

    Responsibilities

    • To drive project personnel and on demand, other authorized people, in a safe, secure and reliable manner.
    • To respect traffic regulations and the rules of the United Nations on driving in the country of the assignment.
    • To daily and regularly inspect the condition of the project vehicles. To arrange for the regular professional service maintenance and repair of the UNIDO vehicles. This includes maintaining a high-level of cleanliness and ensuring that oil, water, battery, brakes and tyres all meet the authorized safety regulations.
    • To log all official travel, daily mileage, gas consumption and oil changes, in an official form.
    • To searches and identify the lowest cost and most reliable source of high quality spare parts and service shops, in order to facilitate the purchasing of the parts.
    • To ensure the security and guard the project vehicles.
    • To ensure that immediate steps, as required by rules and regulations, are taken in case of involvement in an accident.
    • To deliver and collect official mail and other documents as required, ensuring that all deliveries and collections are made in a timely manner.
    • To meet official personnel at the airport.
    • To facilitate immigration and customs formalities.
    • To carry out clerical and administrative assignments as requested.
    • To maintain a high level of accuracy and confidentiality in performing clerical and logistical support services.
    • Perform any other duties as assigned.

    • Completed secondary education or equivalent Driver’s training with a valid driver’s licence

    Qualifications

    • Minimum of 3 years of work experience as a driver.
    • Good/safe driving record.
    • Knowledge of driving rules and regulations, and skills in minor vehicle repair.
    • Good knowledge of the area and up-to-date information on current conditions of roads and highways.
    • Proficiency in map reading and land navigation systems.
    • Willingness to travel occasionally also to remoter locations outside of duty station.
    • Understanding of office procedures and practices, preferably within the UN system or in a multicultural environment.
    • Experience with providing clerical support.
    • Experience with driving government officials, other UN staff, or diplomatic staff is an asset.
