    Director

    Job Description

    • Developing, implementing and evaluating strategic plans, programmes and projects in collaboration with other Departments and stakeholders.
    • Preparing professional and quality standards for construction of water supply and sewerage infrastructure;
    • Overseeing the construction of water and sewerage works undertaken directly or by contractors.
    • Planning and supervising the programmes and activities.
    • Organizing, directing, controlling and the co-coordinating the functions of the department.
    • Interpreting and applying National and County laws and other related statutes in the department in line with the County goals and objectives.
    • Developing appropriate County departmental policies, legal and institutional frameworks for the implementation of the mandate of the Division.
    • Handling administrative, Human Resource and asset management issues.
    • Overseeing preparation of annual work plans and financial budgets.Ensuring strict compliance with all financial, budgetary and procurement procedures.
    • Co-coordinating production, documentation and dissemination of the relevant division’s information.
    • Providing advice and guidance in recruiting, hiring and staff development.
    • Performing other duties that may be assigned from time to time by the Chief Officer.

    Qualifications

    • Be a Kenyan Citizen
    • Be a holder of at least a Bachelor’s Degree in Civil Engineering or any other relevant field from a recognized university in Kenya
    • A Master’s degree in the relevant field will be an added advantage
    • Be registered by Engineers Registration Board of Kenya as an Engineer
    • Have current valid annual Practicing License from the Engineers Registration Board of Kenya
    • Be a member of the Institution of Engineers of Kenya (IEK)
    • Have relevant knowledge and experience of not less than seven (7) years in a senior Public service or the Private sector
    • Demonstrate a high degree of professional and technical competence as reflected in work performance and results
    • Demonstrate general administrative ability required for direction, control and implementation of water and sewerage engineering programs and projects
    • Demonstrate a thorough understanding of devolution, the County Development objectives and Vision 2030
    • Be conversant with Policy formulation and implementation
    • Be a strategic thinker and result oriented.
    • Satisfy the requirements of Chapter Six of the Constitution of Kenya 2010 on leadership and integrity
    • Have certificate in computer applications from a recognized institution.

    Mechanical Engineer

    Job Description

    • Maintain a comprehensive preventive maintenance schedule for plant(s)
    • Allocate duties and supervise both machinery and fleet maintenance teams
    • Diagnose faults and ensure timely repairs of the county machinery, equipment and its fleet of vehicles
    • Requisition and verification of quality spares ordered both for machinery and fleet maintenance

    Water Engineer

    Job Description

    • General coordination of all water activities/projects at the sub-county
    • Producing designs, both initial outlines and full plans, of sewerage, water treatment and water structures such as pump systems and pipe networks
    • Managing and maintaining water and sewerage infrastructure operations
    • Presenting project details and technical information to the Chief officer
    • Writing reports
    • Preparation of project proposals
    • Liaison with staff from other departments working at the sub county
    • Preparation of bills of quantities
    • Interpretation of bills of quantities and drawings to the residents

    • Bsc Civil Engineering/Bachelor of Engineering (Water) or Equivalent
    • A postgraduate qualification in the engineering field for graduates without relevant first degrees
    • Registration with relevant bodies
    • At least 1 years’ experience in related fields
    • A training in various engineering design soft wares will be an added advantage
    • Management skills
    • Ability to learn/use of survey equipment such as GPS, Theodolite, Total Station/Real time kinematic
    • Ability to demonstrate a genuine knowledge and interest of the water industry and environmental issue
    • Certificate in Computer application skills from a recognized institution

    Job Description

    • Explore/Study the Earth’s structure and natural processes Across the county and advise on viability of underground water in various wards;
    • Advise on the relevant regulations and laws in line with ground water;
    • Collect and analyze data, report findings;
    • Be responsible for researching job – related subjects and writing reports;
    • Submission of research to journals and industry related print resources for publication consideration;

    Job Description
