    Manager - Health and Nutrition

    Reports to: Senior Manager – Health and Nutrition (Marsabit)

    Job Summary:

    The incumbent will provide technical leadership and support in the implementation of the health and nutrition programme

    Main Duties & Responsibilities:

    • Health and Nutrition Programme Management
    • Participate in the assessment and selection of appropriate partners for programme implementation;
    • Provide organizational and technical support to MoH and local partners in the implementation of High Impact Nutrition Interventions (HINI) and health services;
    • Liaising closely with the County health management teams (CHMT) and Hospital Management Teams (HMT) to develop joint work plans and ensure MoH ownership and integration into the existing health systems;
    • Work closely with the CHMT to oversee and review the implementation of County work plans and activities
    • Support MoH and local partners to strengthen planning, implementation and review of health and nutrition programme activities at the County level
    • Work with stakeholders at County level to establish health and nutrition complementary interventions while actively promoting inter sectoral linkages and integration with other programmes as necessary
    • Ensure programme quality through active role in M&E of health and nutrition programme interventions including developing and utilizing context specific M&E tools, using data for decision making, field monitoring and joint support supervision
    • Monitor the health and nutrition situation in the County including coordination of nutrition surveys, supporting with surveillance and assessments as required
    • Contribute to the development of programme strategies and new project proposals
    • Develop and implement county level health and nutrition programme budgets, budget revisions, costed work plans among other financial planning tools as required.
    • Documentation of the programme process and compiling programme reports including generating lessons learnt and case studies
    • Represent Concern at Sub County Health and Nutrition meetings and fora and support advocacy initiatives in line with the programme strategy
    • Programme Support and Management/Head of Field Office Duties
    • Monitor programme budget and partner grants and account for expenditure through timely financial reporting
    • Provide coordination to all programme activities by channeling communication and resources to all departments at Sub County level
    • Represent Concern in relevant meetings and fora at County and Sub County level and supporting advocacy and lobbying initiatives in line with programmes strategy

    Job Specification:

    • A bachelor degree in Food, Nutrition and Dietetics, Health, Nursing or related field
    • At least five (5) years’ experience in health and nutrition programme management in the delivery of High Impact Nutrition Interventions (HINI) and health services; with at least two (2) years’ experience in a supervisory or managerial role
    • Solid understanding and experience with integrated program approaches
    • Significant experience/knowledge of MoH systems, particularly at County level and working with and through local partners
    • Excellent programme planning, monitoring and evaluation, interpersonal and report writing skills
    • Fluent in both oral and written English and Kiswahili.
    • Proficient in computer applications
    • Ability to work independently with minimal supervision and supervise new staff members
    • Proactive problem solver and solutions oriented management style
    • Although not required, having an understanding of the context, prior experience working and/or living in Turkana is highly desirable

    Community Health Officer

    Job Summary:

    The incumbent will support facilitation and coordination of community level workforce as guided by the community health strategy. S/he will ensure the community-based delivery of health & nutrition services through effective coordination and function of the community health volunteer system inter-phasing with the link health facilities. As such, s/he will directly oversee the work of CHVs and the CHEWs while actively engaging and providing technical support to health facility management committees. The incumbent will ensure routine conduct of health data feedback forums with community leadership members. Moreover the incumbent will coordinate with the Community Conversations (CC) focal persons at the community level to ensure integration between the community health workforce and the CC and/or organized community groups.

    Main Duties & Responsibilities:

    • Provide technical and hands-on support for implementation of Quality Assurance/Quality Improvement of nutrition and livelihoods interventions within the community.
    • Provide technical support and supervision for implementation of quality community Nutrition, Livelihoods and WASH activities.
    • Support the establishment and strengthening of systems and structures to enhance community-facility linkages in project area for improved outcomes among project beneficiaries
    • Monitor the performance and reporting by community health volunteers (CHVs), CHEWs, community units and community focused activities towards realization of program outcomes.
    • Support the identification of training needs among CHVs and other community groups, plan trainings and facilitate training sessions on the various program focus areas.
    • Ensure project activities within the community is compliant with national guidelines and policies
    • Develop and distribute appropriate job aids and education materials relevant to the program focus areas for community health volunteers and other targeted community groups
    • Facilitate meetings between key facility and community to review CHS performance on a monthly, quarterly, semi-annual and annual basis at facility level.
    • In liaison with the community strategy focal person and Community Health Extension Workers, provide technical support and supervision to CHVs and Community Health Committees in discharge of their mandate.

    WASH Manager

    Job Summary:

    The incumbent will be responsible for the management, implementation and supervision of the WASH project implemented in Marsabit County and related activities ensuring proper coordination with the other departments to promote integrated approaches. Responsibilities will include coordinating with County and local WASH management and promotion structures, and community mobilization around WASH issues. S/he will work with relevant stakeholders to build local capacity to implement key WASH activities. The manager will work closely with the County Government department of water and department of public health which are crucial partners in the delivery of WASH related services

    Main Duties & Responsibilities:

    • Ensure overall management and implementation of WASH project in all the project sites.
    • To ensure the overall co-ordination, planning, monitoring and management of the WASH project activities;
    • Support the development and setting of the strategy and approach for overall WASH interventions at CONCERN
    • Contribute and/or develop sector project proposals in close collaboration with the Senior Manager Health and Nutrition.
    • Ensure adherence to government standards, SPHERE standards, programme schedules; plan the activities of the section and ensure effective implementation of the programme schedules;
    • Conduct necessary needs assessments in Marsabit for development of the WASH Country program strategy.
    • Prepare appropriate and acceptable designs, develop contract documents including drawings, specifications and bills of quantities for approved project activities;
    • To coordinate closely with other Concern programmes, relevant local administration and technical Government Departments and other NGOs doing similar activities in the project areas.
    • Ensure quality of materials and workmanship in the programme activities;
    • Support and develop the capacity of MoH, MOW and community workers and volunteers;
    • Liaise with other parts of the team to ensure consistency of messages, communication and practices with the community and beneficiaries;
    • Represent CONCERN in all Field Coordination and WASH sector meetings and liaise with other organisations working in the area with WASH projects.
    • Develop and document standards and techniques through demonstration models with the aim of developing water and sanitation facilities that can be provided to beneficiaries cost effectively;
    • Prepare internal and external/donor quality and timely reports for the project as required.
    • Participate in project evaluation and contribute to the technical evaluation components of the project.
    • To contribute to planning and budgeting for future technical phases of the project
    • To undertake site visits to check work progress and ensure compliance with project design, proper construction standards, health and safety requirements and adherence to schedules. It will be the manager’s responsibility to ensure that all construction works are completed to the high international standards expected by CONCERN and its’ donors.
    • To develop implementation plans and to ensure these plans and CONCERN policies are used in the project implementation, including budget controls, procedures, activity coding etc.
