    Senior Technical Officer-Lab

    Reports To: Deputy Chief of Party

    Program: Afya Nyota ya Bonde Program

    Job Summary

    The Senior Technical Officer (STO), Laboratory Technical Specialist will provide laboratory support and guidance to staff and partners for a public health project in Kenya. S/he will implement and monitor laboratory systems strengthening initiatives according to international standards, funder and Government of Kenya requirements. S/he will implement a laboratory capacity building and networking strategy and support laboratory training, mentorship, technical assistance, and quality assurance activities to build the capacity of facility staff, government counterparts and local partners in supported laboratory facilities. The STO will support the development and adoption of laboratory procedures and manuals and train staff in their use. S/he will also evaluate programmatic effectiveness and provide laboratory technical assessment reports to include corrective actions and capacity building plans. S/he will take lead in the lab-clinical interface to improve patient monitoring and use of laboratory results for clinical decision making.

    ESSENTIAL JOB FUNCTIONS: DUTIES AND RESPONSIBILITIES:

    • Prepare and oversee implementation of laboratory work plan in consultation with County and subcounty Laboratory coordinators
    • Liaise with the various CMLTS/SCMLTs in order to improve delivery of lab services for HIV care including EID, PCR tests, CD4 tests, Hematological tests and Biochemistry tests Provide technical assistance/guidance on laboratory testing processes, infection prevention and control, and quality of HIV testing and HIV/TB care and treatment
    • Will be a member of the regional technical team and will take part in the donor review meetings on a quarterly basis and SIMS sites visits
    • Development, implementation and review of laboratory standard operating procedures (SOPs) to be applied in HIV Care and Treatment services
    • Work closely with the STOs/TOs to ensure all facilities are provided with their lab related targets and dash boards, and ensure that these are updated on a monthly basis
    • Conduct training and on-site mentorship for laboratory personnel
    • Support laboratory sample transport networking in supported facilities
    • Provide technical support for the purchase of laboratory equipment, reagents and controls
    • Support commodity forecasting, quantification, reporting and redistribution/buffering in supported facilities in partnership with county teams
    • Coordinate performance and documentation of daily internal quality control and participation in External Quality Assessment to MOH supported facilities
    • Work closely with the HTS lead to ensure all HTS providers undergo proficiency testing to assure quality of HIV testing
    • Identify and mobilize NGOs/ FBOs / CBOs and other stakeholders that will coordinate with HSDA in laboratory activities.
    • Participate in the various relevant TWGs in the county and supra county levels

    Knowledge, Skills, Abilities, Expertise And Competence

    • Experience in supporting laboratory activities in a donor funded project
    • Working knowledge of USG funded programs and reporting requirements

    Minumum Requirement Standards

    BS/BA Degree in Medical Laboratory Sciences with a Minimum 7-9 years’ experience in implementation of HIV related medical laboratory activities in a donor funded project or MS/MA/MPH in relevant filed with 5-7 years of experience. Registered with KMLTTB.

    Senior Technical Officer- HTS

    Program: Afya Nyota ya Bonde Program

    Job Summary

    The Senior Technical Officer will be responsible for providing leadership, technical oversight, and strategic direction for HIV counselling and testing services and QA/QI to ensure achievement of project HTS targets while ascertaining quality of the program. The candidate will provide mentorship, coaching and regular updates to technical officers and HTS providers, mentor’s HTS providers with a goal of increasing access to HTS services. They will be responsible for working closely with the project technical team and service providers to ensure that the quality of care is sustained across the program as defined by the MOH quality standards.

    ESSENTIAL JOB FUNCTIONS: DUTIES AND RESPONSIBILITIES:

    • Provide technical support and quality assurance to the project, including for activities that mobilize stakeholders to support HIV testing services for men, and children and empower adolescents to seek HIV testing services and for support of quality HIV testing and treatment services for children
    • Identify capacity gaps in line with project deliverable and conduct capacity building of service providers and managers through trainings, orientation, mentorship and supportive supervision for quality HTS service delivery
    • Take lead in mentoring HCWs and HTS providers on assisted partner notification services (aPNS) across all supported sites with a view to achieving elicitation ratio of at least 1:3
    • Support strategies to strengthen linkage, adherence and retention of the pediatrics, adolescents and adults including men especially for newly diagnosed patients
    • Observe critical collaborative relationships required for the project, with HSDSA and other project stakeholders including County and Sub-Counties health teams, health care workers, and the community to scale up HTS
    • Manage development of annual, quarterly and monthly work plans; monitor and report on progress towards project milestones on regular basis and document lessons learnt
    • Ensure compliance with FHI360 policies, Donor rules and regulations and MOH policies, guidelines and SOPs
    • Ensure presence and effective use of guidelines, SOPs, relevant commodities and data tools in the facilities
    • Ensure ALL HTS providers are qualified and that they undergo quality assurance through proficiency testing (PT) as per national guidelines

    • Demonstrated understanding of national policies, strategies and guidelines especially for HIV testing and treatment for children and adolescents

    Senior Technical Officer-Senior Technical Officer- Key Pop/GBV

    Program: Afya Nyota ya Bonde Program

    Job Summary

    Reporting to the DCOP, ANYB, the Senior Technical Officer- HIV Prevention, KP and Priority Populations organizes, implements, coordinates and supervises HIV/AIDS activities of various programs addressing at-risk populations (Fisher folks, Female Sex workers, MSMs, and other vulnerable populations including discordant couples, adolescents and young people). The incumbent works closely with the Care and Treatment Technical team to ensure alignment of key populations activities and interventions across the project to the 90:90:90 Strategy. He /She will also coordinate closely with other ANYB staffs to ensure all project sites have the capacity to deliver evidence-based, high quality bio-behavioural interventions offering KPs friendly services, establish integrated drop-in centres (DICEs) as appropriate and ensure that those experiencing GBV receive optimal services including linkage to legal services, linkage with law enforcement to bring to justice perpetrators of GBV and ensure that reporting is done as per MOH guidelines S/he will ensure those needing PrEP or PEP receive services as needed. As Key Populations specialist, the incumbent will provide leadership to FHI360-Kenya’s efforts towards reaching these populations and represent the organization in national, regional and international forums that focus on HIV prevention, Key Populations and GBV.

    ESSENTIAL JOB FUNCTIONS: DUTIES AND RESPONSIBILITIES:

    • Provide technical leadership in developing strategies and interventions to improve the quality and responsiveness of HIV prevention programming and service delivery for KP/PP.
    • Provide technical assistance and mentorship to other project team members and facilitate technical capacity assessments in efficacious, evidence-based HIV prevention for key populations.
    • Identify and map different categories of KPs in the targeted geographic areas in the county and work with STOs/TOs to set-up integrated DICEs as guided by annual plans and the donor.
    • Provide comprehensive community-based HIV prevention services through Peer education and outreach for behavioral HIV prevention among KPs.
    • Provide prevention package of services at facility and community level for HIV negative KPs.
    • Provide information and training on the use and promotion of male/female condoms and lubricants (demonstration, skills building in negotiating condoms with sex partners, and ensure easy access to uninterrupted supply of condoms and lubricants).
    • Expand and improve testing services for Key Populations using targeted outreach strategies as per the national guidelines
    • Implement Test and Treat model as per the national KP guidelines
    • Support early enrollment into Anti-Retroviral Treatment (ART) for KPs and monitor viral load (VL) suppression in the established cohorts in collaboration with health facilities (Support initiation and retention of KPs on ART under the new National guidelines of Treatment as Prevention (TasP)).
    • Provide and facilitate access to Post Exposure Prophylaxis (PEP) and Pre-Exposure Prophylaxis (PrEP) to KPs in need in all health facilities.
    • Provide comprehensive positive health dignity and prevention (PHDP) interventions for KPs.
    • Develop a system to link and track KPs enrolled in care and treatment program (i.e. unique identifiers, document mobility trends of KP's work location, etc.)
    • Establish routine monitoring and surveillance system in KPs to demonstrate program effectiveness and inform program improvement over time.
    • Provide other identified evidence based prevention intervention (sister-to-sister, RESPECT SHUGA and EBAN) for KPs as appropriate.
    • Facilitate problem solving and action planning within the project to address critical challenges and barriers to improving HIV prevention programming and service delivery to key populations.
    • Prepare all required reports related to Key Population activities, including periodic progress reports, and donor reports, as appropriate.
    • Participate and represent HSDSA project in national, regional and county prevention technical working groups
    • Maintain collaboration with donor and other organizations engaged in HIV/AIDS prevention for key population

      KNOWLEDGE, SKILL, ABILITIES, EXPERTISE AND COMPLEXITY:

    Minumum Requirement Standards

    BS/BA Degree in social sciences /Public health or related field with 7-9 years' experience in providing technical leadership in HIV Prevention, KP and GBV services at national or regional level or MS/MA/MPH in social studies/Community Health or related field with 5-7 years relevant work experience will be an added advantage

    Senior Technical Officer-Community Services

    Job Summary

    The Senior Technical Officer- Community Services will be responsible for providing leadership, technical oversight, and strategic direction for community and patient engagement in linkage, retention in and adherence to HIV services towards achievement of the Activity targets across the three 90s while ascertaining quality of the program. The candidate will provide mentorship, coaching and regular updates to technical officers, peer educators, mentor mothers and fathers, adolescent champions, community health volunteers with a goal of increasing access to ART, Viral Load and psychosocial services while tailoring HIV care for pediatrics, adolescents and adults in supports sites. The position works with all project teams across the five counties of Baringo, Kajiado, Laikipia, Nakuru and Samburu .

    ESSENTIAL JOB FUNCTIONS: DUTIES AND RESPONSIBILITIES:

    • Works closely with HTS providers to ensure successful linkage and adequate treatment preparation of newly identified HIV clients
    • Works closely with peer educators, community volunteers and mentor mothers/fathers to support PLHIV to stay in care especially in the first 1-6 months after ART initiation
    • Plans and oversees the initiation and implementation of retention activities and stigma reduction/adherence strengthening at HSDSA supported health facilities.
    • Ensures training of HCW, PE, mentor mothers/fathers in stigma reduction, with emphasis on National approaches.
    • Provide leadership in the design and coordination of training activities in retention, adherence support and linkage for community health workers and PLHIV
    • Advise and oversee the implementation of Standard Operating Procedures (National and project specific) for PE, Mentor Mothers/Fathers Community linkages and defaulter tracing at within HSDSA.
    • Ensures adoption and implementation of the defaulter tracking tools and tracing system as per SOPs at all HSDSA supported sites
    • Provides technical assistance to health care facilities for planning, implementation and evaluation of proactive patient tracing and retention systems 9including text for adherence T4A) and related data management, data quality assurance, data summarization and analysis
    • Provide TA and facilitate the establishment, growth and graduation of psychosocial support groups for PLHIV (PMTCT, Pediatric, General, and Adolescent) and to ensure greater involvement of peer educators, expert patients, community gatekeepers in Stigma Reduction, adherence and psychosocial support of people living with HIV and patient tracing activities.
    • Strengthen HIV community mobilization activities and linkages with community- based organizations to increase support for HIV activities and to demystify HIV in the community to include graduations of HEI and PLHIV
    • To roll out PHDP concepts at HSDSA supported health facilities
    • Lead and participate in treatment literacy sessions for PLHIV in supported sites.
    • Identify best practices on Community Facility linkages, Stigma reduction and defaulter tracing activities in project sites for demonstration of success.
      KNOWLEDGE, SKILL, ABILITIES, EXPERTISE AND COMPLEXITY:
    • Three (3) years project management experience working in adherence, counseling and psychosocial support and community linkages in HIV care and treatment/PMTCT.
    • Familiarity with the Kenya Health system including NASCOP HIV program implementation and documentation.
    • Possess adequate facilitation, mentoring and counseling skills.
    • Familiarity with HIV community programs and facility retention programs including peer education.
