    Finance Officer

    Managerial

    1. Participate in the preparation of financial reporting policies to conform to the existing government regulations to ensure the delivery of quality reports in the Commission.
    2. Prepare budget proposals, costs and solicit for funds for new capital development projects to ensure additional funding for the activities of the Commission and maintain longevity of business operations.
    3. Coordinate the general accounting and payables functions, such as purchasing, banking, petty cash, fixed-asset and payroll functions and ensure these functions are in line with the departments objectives and strategy.
    4. Compile and review pending bills required for approval by management to ensure timely payment in accordance to the financial department strategy.
    5. Facilitate the proper utilization, custody and maintenance of assets to ensure the efficiency and effectiveness quality of service to the department and reduce on the wastage of resources provided.

    Operational

    1. Prepare quarterly and monthly expenditure reports for review by management, to provide information on the current usage of the Commission’s budget, necessary for decision       making on budget utilization.
    2. Prepare cash requirement projections for authorization by management, to ensure timely allocation of funds for the implementation of the commission activities.
    3. Evaluate reviews on public expenditure and prepare reports for use by management to make recommendations on how to improve the utilization of funds in the Commission.
    4. Prepare financial commitments, issue local purchase orders (LPOs) and Local Service orders (LSOs), for timely payments and service delivery to the Commission.
    5. Examine the expenditure and financial commitments reports, to show the variances on the budget for further review by management.
    6. Prepare and submit the income and expenditure reports to the controller of budget and the national treasury, for transparency and audit purposes of the Commission.
    7. Ensure compliance with both the Commission’s budget control policies and government regulations by conducting regular spot checks to ensure adherence to the laid down           procedures.
    8. Coordinate budget costing activities in line with the set budget control policies, to ensure effective and efficient utilization of funds within the Commission.
    9. Determine budgetary constraints on financial expenditures on the
        Commission budget, and make decisions in line with the department’s strategy on the allocation of funds.
    10. Participate in preparation of sound financial policies in line with the government regulations to ensure proper financial guidance in the Commission in terms of reporting and           adherence.
    11. Evaluate the public expenditure reviews for use by management to make recommendations on how to improve the utilization of funds in the Commission.
    12. Review and analyze each item in the departmental proposals as recommended by the budget committee to project forecasts for the next financial year and ensure proper               allocation of funds.
    13. Examine the expenditure and financial commitments reports to show the variances on the budget for further review by management.
    14. Lead the development and performance management of staff that report to the position to ensure the achievement of both individual and commission goals.

    Financial

    Qualifications Knowledge and Skills

    1. Bachelor’s degree in Finance, Accounts or Economics.
    2. Certified Public Accountant (CPA II) or Association of Chartered Certified Accountant (ACCA II) or Chartered Financial Analyst (CFA) level II.
    3. Computer literacy.
    4. Knowledge in budgeting.
    5. Knowledge of relevant legislation e.g. PFM Act, PPD Act.
    6. Knowledge of Public Finance management act.
    7. Communication skills.
    8. Interpersonal skills.
    9. Organizational skills.
    10. Ability to work under pressure.
    11. Ability to lead and manage teams.
    12. Problem solving skills.
    13. Supervisory skills.
    14. Compliance with Chapter Six of the constitution of Kenya.
    15. Ten (10) years of service, of which three (3) should be in a comparable position from a reputable organization.

    ADDITIONAL CRITERIA FOR SELECTION

    2. In addition to the qualifications set out in the Constitution and the Enabling Statutes, applicants must further furnish clearance certificates from:
    a) Director, Ethics and Anti-Corruption Commission (EACC);
    b) Commissioner General, Kenya Revenue Authority (KRA);
    c) Chief Executive Officer, Higher Education Loans Board (HELB);
    d) Professional bodies (where applicable) to which the applicant belongs such as LSK, ICPS (K), ICPAK, AAK, IEK, etc.;
    e) Certificate of Good Conduct.
    NB: These criteria are applicable only to the Senior Positions NPSC 5 to NPSC 8.

    DISQUALIFICATION CRITERIA

    No person shall be qualified for appointment in any of the above posts if the person:

    a) Has previously been convicted of any criminal offence;
    b) Has violated the Constitution;
    c) Is an undischarged bankrupt;
    d) Has been adversely mentioned in any report by a Commission of Inquiry or any Parliamentary Committee;
    e) Canvasses directly, indirectly, by proxy, by emissary, by ethnic or clan whipping, by pressure groups, by other associations or in any other way;
    f) Knowingly, willingly and blatantly lies, misrepresents, cheats and fails to disclose material facts.

    SECURITY REPORT

    In addition, the National Intelligence Service (NIS) may be requested by the
    Commission to provide a report on all shortlisted applicants.
