    Deputy Director Planning, Research & Policy Development

    Managerial

    1. Develop systems and policies that aligns the overall departmental strategy with the strategic objectives of the Commission.
    2. Develop policy-related documents, manuscripts, reports and plans for dissemination to division heads according to the prescribed schedules and guidelines in the Commission and forward for approval by the Director.
    3. Undertake planning of the activities of vetting secretariat and ensure the implementation of the periodical work plans to maintain compliance of work standards.
    4. Review programs for approval in order to achieve divisional objectives and ensure alignment to the Commission’s overall strategy.
    5. Support the provision of technical services for various departments by developing long-range plans, current policy analysis and identification of gaps to ensure efficient running of the division.
    6. Coordinate the development of the annual reports of the Commission for submission to the head of public service office in line with the government standards and regulations.
    7. Conduct regular research on various issues to aid the panels during the vetting interview so as to ensure efficiency during the overall process.
    8. Undertake on regular basis the Monitoring and Evaluation of vetting secretariat`s strategies and processes to be able to identify areas of possible interventions by the commission.
    9. Conduct preview interviews to all panelists in order to familiarize them with the information of officers who are to undergo vetting to ensure alignment of what is to be achieved through the process.
    10. Coordinate the preparation of pen pictures and interview forms for the vetting secretariat to ensure accurate information is displayed.
    11. Coordinate the budgetary process for the vetting secretariat in liaison with other departments to ensure proper utilization of funds.

    Operational

    1. Analyze and process disciplinary letters for use by the panelists during the vetting interview to ensure correct processes and procedures are followed.
    2. Mentor and coach staff within the research and vetting department to enhance work performance as set out in the appraisal schemes.
    3. Ensure individual staff annual work plans are implemented and are within the estimated budget, timelines and quality standards to achieve effective and efficient performance in the division.

    Financial

    1. Preparation of divisional budget.

    Qualifications knowledge and skills

    1. Master’s degree in economics, statistics or social sciences.
    2. Certificate in Strategic Leadership Development Programme.
    3. Computer literacy.
    4. Knowledge of statistical packages such as SPSS, EViews, STATA.
    5. Knowledge of budgeting process.
    6. Leadership skills.
    7. Communication skills.
    8. Interpersonal skills.
    9. Organizational skills.
    10. Ability to work under pressure.
    11. Negotiation skills.
    12. Ability to build and lead cohesive teams.
    13. Problem solving skills.
    14. Meet the requirements of Chapter Six of the Constitution of Kenya.
    15. Twelve (12) years of service of which three (3) should be in a comparable position from a reputable organization.

    ADDITIONAL CRITERIA FOR SELECTION

    1. Applicants should attach a copy of National Identity Card or Passport, testimonials, or any other evidence of proven relevant expertise herein being sought;
    2. In addition to the qualifications set out in the Constitution and the Enabling Statutes, applicants must further furnish clearance certificates from:
    a) Director, Ethics and Anti-Corruption Commission (EACC);
    b) Commissioner General, Kenya Revenue Authority (KRA);
    c) Chief Executive Officer, Higher Education Loans Board (HELB);
    d) Professional bodies (where applicable) to which the applicant belongs such as LSK, ICPS (K), ICPAK, AAK, IEK, etc.;
    e) Certificate of Good Conduct.


    NB: These criteria are applicable only to the Senior Positions NPSC 5 to NPSC 8.

    DISQUALIFICATION CRITERIA

    No person shall be qualified for appointment in any of the above posts if the person:

    a) Has previously been convicted of any criminal offence;
    b) Has violated the Constitution;
    c) Is an undischarged bankrupt;
    d) Has been adversely mentioned in any report by a Commission of Inquiry or any Parliamentary Committee;
    e) Canvasses directly, indirectly, by proxy, by emissary, by ethnic or clan whipping, by pressure groups, by other associations or in any other way;
    f) Knowingly, willingly and blatantly lies, misrepresents, cheats and fails to disclose material facts.

    SECURITY REPORT

    In addition, the National Intelligence Service (NIS) may be requested by the Commission to provide a report on all shortlisted applicants.
