Learning Manager - Addressing the Root Causes of Conflict (ARC) Programmes at Saferworld

Job Purpose: The post holder will lead in the development and implementation of a learning strategy across the ARC programmes that supports a cross-organisational agenda and links to programmes and policy staff throughout the organisation.

This will include consulting on the design and planning of a five-year programme of work with key staff, coordination of learning activities and outputs, management of a MEL budget-line, and creating and sustaining effective relationships with relevant internal and external actors.

The main focus of the role will be the ARC projects in East Africa in liaison with colleagues in Pakistan.

Key areas of responsibility

• Lead on design, planning, implementation, monitoring and reporting of a learning strategy for the ARC programmes, and ensure learning is widely shared.
• Coordinate/develop methodologies and systems for evaluation to capture learning from our work, based on country results and the overall ARC results framework and ensure Saferworld has the right tools and guidance to support learning.
• Promote a culture of active learning within Saferworld’s methodology, building and sustaining links across policy, programme and core teams.
• Analyse policy issues relevant to designated country teams’ programming areas, including assessment opportunities to enhance impact
• Develop and maintain an innovative dissemination and feedback approach that reaches out to active knowledge networks, think tanks, policy influencers, and regional decision-makers, and successfully bridges programme and policy practitioners.
• Manage the budget for the learning components of the ARC programmes, in consultation with Country Managers

Person Specification

Knowledge and Experience

• Demonstrable experience in developing and implementing strategies and platforms for learning – organisational, programmatic, and policy-oriented – in a conflict-affected/development-focused setting
• Demonstrable programmatic experience in using outcome-focused approaches to show impact in contexts that are volatile, conflict-affected or experiencing protracted conflict
• Proven experience of innovative thinking to engage staff and partners to become active learners and evaluators of their work
• Experience providing remote support to colleagues and partners
• Experience of participatory field research, preferably in a conflict-affected/development-focused setting
• Experience in sub-Saharan Africa, specifically East and Horn of Africa
• Relevant university degree; MA or equivalent professional experience in a relevant field

Skills

• Good analytical skills, and ability to translate practical experience into learning and policy research into practice
• Ability to convey ideas clearly and succinctly, create good practice guidance, and produce influential products for a range of audiences, from partners to donors
• Strong group facilitation and training skills and understanding of how these skills can be applied to the planning, delivery, and evaluation of learning platforms
• Excellent interpersonal skills and ability to support and engage with highly experienced staff
• Demonstrated skills in prioritising and balancing multiple competing tasks, projects, and deadlines
• Excellent communication and fluency in both written and spoken English
• Budget management and use of Excel

Terms and conditions

• Hours: 37.5 per week
• Salary: £35,000 – £41,000 gross per annum
• Contract: Open, dependent on funding
• Holidays: 28 days per annum plus statutory holidays
• Pension: 9% contribution to pension
