    County Director Sanitation

    JOB GROUP 'IR" 0 POST)

    The director will be answerable to the Chief Officer Health Services and Sanitation for the following duties;

    Duties and Responsibilities

    The Director will be responsible to the Chief Officer for administration and coordination of all activities

    • Formulating, implementing, interpreting and reviewing sanitation policies, guidelines, standards and procedures;
    • Planning and ensuring implementation water and sanitation programmes;
    • Liaising with relevant Departments and other stakeholders in the implementation of sanitation projects and programmes;
    • Monitoring and evaluation of sanitation projects and programmes;
    • Ensuring compliance to international sanitation regulations and rules;
    • Providing technical advice on water and sanitation;
    • Overseeing the development and management of public and private mortuaries, cemeteries and crematoria;
    • Providing leadership in research on sanitation, trends and other emerging issues;
    • Mobilizing resources and fostering collaboration and partnerships with bilateral and multilateral agencies in support of sanitation programmes;
    • Inculcating innovation and modem technology in the provision of sanitation services;
    • Representing the Chief Officer in statutory, regulatory, research, standards and other relevant coordinating bodies;
    • Developing and implementing strategic and work plans; Planning and budgeting for the department and
    • Overseeing capacity building and performance management in the department.

    Requirements for Appointment For appointment to this grade, a candidate must have:

    • Served as Assistant Director Public Health lob Group law and above for a minimum period of three (3) years and above or in a comparable and relevant position either in the public service or Private;
    • Masters Degree in any of the following: Environmental Health, Public Health, Food Safety and Quality, Community Health, Occupational Health and Safety, Health Promotion and Education, Solid Waste Management or Disaster Management from a recognized institution:
    • Post-Graduate Diploma in any of the following disciplines: Environmental Health, Public Health, Food Safety and Quality, Community Health, Occupational Health and Safety, Health Promotion and Education, Solid Waste Management or Disaster Management from a recognized institution; OR
    • Bachelor's degree in either Environmental Health or Public Health or equivalent qualification from a recognized institution;
    • Masters Degree in any of the following: Environmental Health, Public Health, Food Safety and Quality, Community Health, Occupational Health and Safety, Health Promotion and Education, Solid Waste Management or Disaster Management from a recognized institution;
    • Must be a bonafide member of the following professional bodies: APHOK(Association of Public Health Officers Kenya) and PHOTC (Public Health Officers and Technicians Council);
    • Certificate in Strategic Leadership Development Programme lasting not less than six (6) weeks from a recognized institution;
    • Certificate in Computer Application Skills from a recognized institution;
    • Demonstrated high degree of professional competence and administrative capability required for the effective planning, direction, control and coordination and
    •  A thorough understanding of national goals, policies and objectives and ability to relate them to the Public Health Functions and aspirations of Vision 2030.
