Project Officer - VMMC at Elizabeth Glaser

Job Summary

Reporting to the VMMC Technical Advisor, ensures efficient management and coordination of the VMMC/EIMC program in the Sub County region, consistent with program goals. Works in close collaboration with the VMMC advisor, QA coordinator, the Mobilization, data and surgical teams to ensure efficient operation of activities and achievement of client safety and target within the sub county.

Essential Duties and Responsibilities

• Serves as a liaison to the Technical Advisor, the surgical staff, the clients and the Ministry of Health.
• Provides leadership in enforcing compliance to adherence to SOPs and guidelines and continuous quality improvement practices for VMMC/EIMC/Devices.
• Ensure efficient management of day to day sub-county VMMC/EIMC operational activities of the program in order to deliver targets in time and within budgets.
• Facilitate institutionalization of EIMC services as a component of MNCH in eligible health facilities.
• Facilitates and co-coordinates subcounty VMMC/EIMC steering committee meetings, county QA meetings, quarterly joint CHMTs QA assessment and supervisions of the VMMC sites.
• Coordinates monthly CME activities for the VMMC/EIMC program at the sites.
• Prepares VMMC/EIMC implementation workplan and supervises its implementation by the trained facility staff Work together with the mobilization team to ensure constant client flow for services.
• Ensure regular and timely communications are maintained between the surgical teams and the head office and that the VMMC supplies and commodities are constantly available in the facilities.
• Ensure the program technical and logistic systems/procedures are in place within the subcounty, maintained and adhered to so that all support functions are carried out effectively and efficiently.
• Directly supervises the surgical staff in the sites and refer any necessary HR issue, technical issues to the relevant office.
• Work together with SCHMTs and HMTs in ensuring uninterrupted provision of VMMC/EIMC services at the fixed and outreach facilities
• Co-ordinates VMMC counselling program services and ensures linkage and referral of all HIV positive clients.
• Ensure Mc guidelines and protocols are well followed by the surgical teams.
• Prepares monthly VMMC/EIMC/Device service delivery budget, monthly summary operations report and quarterly comprehensive operations report for the subcounty.
• Supervises the financial monthly expenditure on field service delivery and ensures timely liquidation and strict compliance to the approved budget.
• Ensures maximum integration of VMMC/EIMC services into the health facilities within the subcounty.
• Prepares regular leave schedules and rota for the VMMC surgical teams.
• Any other duty assigned by the supervisor

Qualifications (Preferred)

• Degree or Diploma in Clinical Medicine or Nursing. Masters will be an added advantage.
• At least 3 years of experience in supporting VMMC Services
• Trained and certified in VMMC/EIMC/device/Quality assurance.
• 2 years of experience coordinating VMMC Program activities in Kenya.
