    HRM & Development Director

    To be appointed to this position one must:

    • Have served in a comparable and relevant position in the public service for a minimum period of ten (10) years;
    • Be in possession of a Bachelor’s degree in Social Sciences in Human Resource Management/Development, Industrial Relations, Labour Relations or any other relevant qualification from a recognized institution;
    • Be in possession of a Master’s degree in Human Resource Management/Industrial Relations/Public or Business Administration /Government or any other relevant qualification from a recognized university;
    • Be in possession of a Certificate in Strategic Leadership Development Programme (SLDP) lasting not less than six (6) weeks from a recognized institution;
    • Must be a Member of IHRM;
    • Must have knowledge of payroll administration;
    • Have a certificate in computer application skills from a recognized institution;
    • Demonstrated a high degree of professional competence, administrative capabilities and initiative in the general organization and management of Human Resource Management and Development function; and
    • Have a thorough understanding of national goals, policies, development objectives and the ability to translate them into human resource development policies and programmes.
    • Have a thorough understanding of the emerging Human Resource trends, techniques and practices.

    Responsibilities

    • The officer shall be responsible to the County Chief Officer Public Service Management, Administration and ICT of the County Government of Tana River for Planning, Organizing, Co-ordination and Administration of Human Resource activities within the county;
    • Performing liaison duties with the County Secretary, County Chief Officer Public Service and the County Public Service Board in the implementation of Human Resource management policies, rules and regulations;
    • Overseeing all delegated Human Resource Management and development matters in the county;
    • Analyzing the effectiveness of the Human Resource policies, rules and regulations;
    • Advising the Authorized officer on the delegated powers and ensuring their implementation;
    • Maintain Professional Human Resource Management standards in the county and advising on succession management, Human Resource planning and utilization of Human Resources;
    • Advising the County Government on career development, and general government policies on Human Resource Management and Development;
    • Interpretation of labour laws and other statutes that impact on Human Resource in the County Government;
    • Shall be the Secretary to the County Human Resource Advisory Committee (CHRAC); and
    • Perform any other duties and responsibilities as shall be assigned from time to time.
