    HR Officer - Consultant

    ORGANIZATIONAL CONTEXT

    The Regional Bureau of Nairobi (RBN) provides strategic guidance, policy/technical support and direction to WFP operations and activities in nine countries: Burundi, Djibouti, Ethiopia, Eritrea, Kenya, Rwanda, Somalia, South Sudan and Uganda.

    JOB PURPOSE

    The Regional Bureau is looking for a highly qualified and dynamic HR Officer specialized in organizational design, project management and change management, who can be deployed to support WFP Country Offices across the RBN Region in conducting organizational alignment reviews to optimize the delivery on Country Strategic Plans (CSPs). The HRO will play a key role in RBN HR’s effort in supporting the Country Office teams in the review of organizational structures and workforce composition, conducting a skills review and identify gaps, facilitate talent reviews and formulate recommendations on how to effectively align organizational strategies and maximize operations.

    Country Office will be able to formulate structures with the CSPs in a more systematic and structured way, embedding workforce planning principles and identifying opportunities for long-term skill and talent solutions including the opportunity to review and implement appropriate contract modalities and incorporate gender-based recommendations into Country Office staffing plans.

    STANDARD MINIMUM QUALIFICATIONS

    Education: Advanced University Degree in Human Resources, Organizational development, Industrial relations, Business Administration or other related fields. First University degree may be accepted with additional relevant courses and/or experience. Organization Design training or courses are desirable.
    Languages: Excellent knowledge of English. Good working knowledge of the second UN language preferably French, Spanish or Arabic is desirable.

    KEY ACCOUNTABILITIES (not all-inclusive)

    Talent and Organizational assessment, design and implementation.

    Under the direct supervision of the Senior Strategic HRBP- RBN, the HR Officer (Organization Design) will:

    • As a key player in the Regional organizational alignment team, deploy a project management approach in planning organizational alignment reviews providing advice on the governance, scope and timelines in liaison with the Country offices
    • Prepare and provide presentations to managers and/or staff on the organizational alignment process including technical advice on related issues such as communication and engagement while adapting content to different audiences, transition options, etc.
    • In liaison with the Heads of Unit, formulate recommendations and detailed structural options ensuring coherence among all functions, identifying and analyzing any associated risks and feasibility of proposed options, and maximizing operational efficiencies in line with the available budget.
    • Support the Heads of Unit in conducting a skills assessment/ review and facilitate the development of appropriate solutions and sourcing strategies to close the skills and talent gaps.
    • Contribute to building Line manager effectiveness through providing simple to apply on the job leadership and people management tools and advice to managers and employees, based on a deep understanding of their needs while aligning to available policies, procedures, processes, systems and tools
    • Lead and provide input to the change management process and capture lessons learned to contribute to refining organizational alignment guides and/or tools.
    • HR Strategy & Projects Execution; Process Improvement
    • Identify Continuous improvement opportunities in our processes and coordinate the implementation of approved plans timeously.
    • Under the guidance of the Snr Strategic HRBP, execute the HR strategy project plans and other associated activities in RBN and selected countries. The projects will cover:
    • Development of the HR team by promoting a learning culture, expertise sharing, HR Knowledge Management and other creative methods
    • HR Communications, Stakeholder Management & Knowledge Management
    • Lead our diversity and inclusion strategy including defining the vision and strategy, goals, internal and external communications, and coordinating with existing employee groups
    • Provide Change Management support to units in RBN and COs undergoing organisational change
    • Support new leader & Team integration efforts
    • Other, as required.
