Job summary:
This is a leadership role that leads the design of Data architecture and Data governance processes within an environment with diverse and dynamic Data sources and platforms
This position has responsibility for improving Data availability, accessibility, quality and utilization as well as managing protection of sensitive Data and information assets.
The position support establishment of a robust 360 view of our customers to addition to supporting all critical enterprise Data requirements
Key responsibilities:
Data Governance
- Establish practices and procedures that ensure adherence to the Data governance framework for Data policies, standards and practices, both at the business and corporate levels, to achieve the required level of consistency, quality and protection to meet overall business needs.
- Provide vision, expertise, and long range planning in enterprise Data architecture, Data integration, master Data management, enterprise Data governance to support advanced analytics & Business Intelligence.
- Develop & maintain inventory of the enterprise Data maps, including authoritative systems, owners
- Facilitate the development and implementation of Data integrity standards, Data protection standards and adoption requirements across the enterprise
- Build and maintain a detailed profile of KRA core systems and Data assets held in these systems, as well as the teams and processes that use them.
- Create and maintain a framework for corporate Data ownership, accountability and access
- Manage access and provisioning of Data from the domain; define an access permission plan, monitor distribution of Data from the domain, approve Data provisioning to authorized users, support Data consumers as subject matter expert, negotiate Data Service Agreements and ensure Data access and provisioning comply with standards and controls
- Identify and find sources of third party Data needed to enhance Data quality
- Identify improvements through reducing Data redundancy and appropriate Data reuse
- Ensure alignment to relevant statutory frameworks applying to Data governance
- Prepare and present Cost Benefit Analysis of new Data platforms and tools.
Data Architecture Management
- Determine official sources of Data in scope of the domain
- Define and validate business metadata for each Data element
- Develop and periodically review Data Architecture and quality management & oversight
- Develop business rules and Data quality standards
- Execute Data quality rules and definitions consistent with Business strategies.
- Develop Data quality metrics that identify gaps and ensure compliance with standards across the organization
- Define standards for Data within assigned domain
- Manage domains business glossary; business relationships, new elements & metadata
- Lead Data migration activities including Data cleansing, Data creation, Data conversion, issue resolution, and Data validation
- Identify and source third party Data sources required to enhance Data quality
- Leverage existing and implement new technologies in the Data quality management
- Engage and partner with third party vendors, IT and other parties as required
Data Literacy and Culture
- Lead and develop teams to ensure data governance policies and practices are embedded throughout the institution
- Initiate programs that promoting data culture and literacy
- Communicate and Promote the Value of Data Assets
Academic and Professional qualifications
- A Master’s degree in Data governance , Data Science, Information Management, Statistics, or a related field
- Membership of a relevant Professional Body
Relevant work experience required
- Minimum Ten (10) years experience in Data Governance and/or Management Five (5) of which must be at a leadership position
- Must have working in organizations with mature Data governance capabilities
- Specialist knowledge of Data governance Principles and practices
- Working knowledge of process design and re-engineering.
- In-depth knowledge of Data and information management practices, including but not limited to:
- Data governance principals and practices, including Data governance program lifecycles
- Data stewardship practices
- Metadata and Data quality management
- Data modeling and master Data management
- system testing
- principles of IT security and Data protection
- Knowledge of Informatics Tools Suite, Tableau, SAS, ETLs, SQL, ORACLE etc
- Understanding of the Experience in project management
- Experience in Big data, cloud and advanced analytics is an added advantage.
- A clear understanding of the Kenya Revenue Authority’s mandate, and automation journey and business systems
Other Skills Required
- Proactively scans the environment and keeps updated with current emerging trends in Analytical tools and skills
- Ability to communicate complex technical concepts to non technical audiences
- An understanding of relevant statutory frameworks applying to Data governance
- Familiarity with Revenue collection practices and policies
- Excellent communication and interpersonal skills
- Ability to liaise with staff at all levels across departments in KRA
- Strong analytical and problem solving skills
- Excellent writing skills, with the ability to create clear requirements, specifications and documentation
- Strong ability to communicate information, business process and system changes to both and a technical and nontechnical audience
- Ability to work under pressure and manage conflicting priorities
- Ability to develop people, skills in coaching, mentoring, teaching on the job, identify and recruit talent
- Effectiveness in building trust, respect and cooperation among teams
- Excellent problem solving skills to assist in issue resolution.
