    Assistant Director/Monitoring And Compliance (Central & Eastern Region)

    Mandatory Requirements

    For appointment to this grade, an officer must have : -

    • Bachelor’s degree in Electrical/Electronic/Telecommunications Engineering, Information Technology and Computer Science, Software Engineering, Physical Sciences Commerce, Economics or Equivalent qualifications;
    • Master’s degree in Electrical/Electronic/Telecommunications Engineering, Information Technology and Computer Science, Software Engineering, Commerce, or any other relevant qualifications;
    • Attained atleast twelve (12) years’ work experience, three (3) of which should have been in a supervisory position or in comparable position;
    • Membership to a relevant professional body where applicable;
    • Served for atleast Three(3) years in the position of Principal Officer
    • Valid practicing license where applicable;
    • Leadership Course Certificate lasting not less than four (4) weeks from a recognized institution;
    • Proficiency in computer applications; and
    • Shown merit and ability as reflected in work performance and results.
    • Fulfilled the requirements of Chapter Six of the Constitution of Kenya 2010

    Duties & Responsibilities

    • An Officer at this level will work with the guidance of an Deputy Director. The duties and responsibilities for this position shall entail: -
    • Spearheading the development and institutionalization of procedures and processes for
    • Inspections and monitoring activities for frequency licensees;
    • Overseeing spectrum and broadcast monitoring inspections and enforcement activities,
    • Leading the inspection activities for monitoring spectrum and broadcast licensees adherence to the licence terms and conditions, guidelines, regulations and the Act;
    • Coordinating inspections of for spectrum and broadcast licensees to ascertain the accuracy of compliance returns submitted to the Authority as may be necessary
    • Spearheading the Authority’s inspections and monitoring activities in order to ensure that technical and regulatory standards are adhered to by all licensees;
    • Coordinating the programs for inspecting licensees’ radio and broadcast equipment installations to ascertain adherence to laid down installation standards
    • Overseeing the programs for inspecting broadcast licensees’ content to ascertain adherence to laid down broadcast content standards
    • Ensuring that all monitoring equipment and maintained in the correct working conditions and in line with maintenance contract in force
    • Identifying specific national interest, developing national positions and champion the same at international fora, treaty and non-treaty conferences
    • Coordinating formulation and/or reviewing regulatory framework in terms of policies,
    • legislation, Regulations, guidelines on telecoms inspections and monitoring activities.
    • Spearheading the development and institutionalization of procedures and processes for
    • Inspections and monitoring activities for telecoms, postal and courier licensees;
    • Overseeing telecoms, postal and courier monitoring inspections and enforcement activities,
    • Coordinating the measurements, analyses and publication of the results of the Quality of Service (QoS) offered by telecoms and postal licensees;
    • Spearheading inspection monitoring of Licensees’ rollout obligations to ensure adherence to infrastructure roll out targets
    • Leading inspection activities for monitoring telecoms, postal and courier licensees’ adherence to the licence terms and conditions, guidelines, regulations and the Act;
    • Coordinating inspections of for telecoms, postal and courier licensees to ascertain the accuracy of compliance returns submitted to the Authority as may be necessary
    • Coordinating the Authority’s inspections and monitoring activities in order to ensure that technical and regulatory standards are adhered to by all telecoms, postal and courier;
    • Spearheading the programs for inspecting telecoms licensees’ equipment installations to ascertain adherence to laid down installation standards
    • Identifying specific national interest, developing national positions and champion the same at international fora, treaty and non-treaty conferences
