    Chief Executive Officer (CEO) and Secretary to the Board.

    JOB PURPOSE

    The CEO provides overall leadership and strategic direction for KYEB. He/she is the Chief Advisor and Secretary to the Board of Directors.

    DUTIES AND RESPONSIBILITIES
    Key responsibilities of the CEO of KYEB are to: -

    • Perform the functions of the Accounting Officer in line with the Public Finance Management (“PFM”) Act, 2012, PFM Regulations, 2015 and the Public Procurement and Asset Disposals Act, 2015;
    • Co-ordinate development, review and implementation of KYEB’s policies, strategies and plans;
    • Ensure proper internal controls, as well as an effective risk management framework;
    • Ensure execution and communication of KYEB’s strategies, decisions and policies;
    • Oversee development of KYEB’s annual Business Plan;
    • Ensure that the organization has an effective management structure, including succession plans;
    • Serve as the link between the Board and the Management;
    • Put in place effective administrative structures, processes and systems;
    • Provide regular, thorough and prompt communication to the Board on key technical, financial and administrative matters;
    • Enhance stakeholder management and KYEB’s corporate image;
    • Foster a corporate culture that promotes ethical practices, good corporate citizenship and compliance with the law;
    • Report to the Board.

    MINIMUM QUALIFICATIONS AND EXPERIENCE
    Interested applicants must have: -

    • Kenyan Citizenship;
    • Bachelor’s Degree in any of the following disciplines: - Publishing, Design, Mass Communication, Journalism, Business Administration, Commerce, Marketing, Economics, Finance or a relevant qualification from a recognized institution;
    • Master’s Degree in any of the following disciplines: - Publishing, Design, Mass Communication, Journalism, Business Administration, Commerce, Marketing, Economics, Finance, or a Relevant qualification from a recognized institution;
    • Have at least fifteen (15) years of experience, five (5) of which must be in a senior management position;
    • Professional qualifications and membership where applicable;
    • Leadership course lasting not less than four (4) weeks;

    SKILLS AND COMPETENCIES

    • Good understanding of the mandate of KYEB and its role in the realization of the national development agenda;
    • Good interpersonal communication skills;
    • Strong Analytical skills;
    • Strong Leadership skills;
    • Ability to mobilize resources;
    • Exceptional Negotiation skills.

    Method of Application

    TERMS OF SERVICE

    • The appointment to this position is on contract terms of three (3) years renewable once, subject to satisfactory performance and mutual agreement.
    • Salary, allowances and benefits will be paid as per the Government Policies and Guidelines.

    The successful candidate shall be required to provide the following documents before issuance of the offer letter in compliance with Chapter 6 of the Constitution 2010:

    • Valid Police Clearance Certificate from the Directorate of Criminal Investigations (DCI).
    • Self-declaration form duly executed by the Ethics & Anti – Corruption Commission (EACC).
    • A tax compliance certificate from the Kenya Revenue Authority (KRA).
    • Clearance Certificate from the Higher Education Loans Board (HELB).
    • Clearance Certificate from an approved Credit Reference Bureau (CRB).
