    Chief Manager - Supply Chain Management

    Direct reports: 

    Manager, Sourcing(CAPEX), Sourcing(OPEX)

    Responsible for:

    Managing the Authority’s procurement process to ensure that it is in line with the Procurement Act and accompanying Guidelines.

    Deliverables and Accountabilities:

    • Develop, formulate and review of procurement policies, procedures and processes.
    • Ensure that the processes and procedures are in line with the Procurement Guidelines issued by the Public Procurement Oversight Authority Kenya.
    • Application of deep knowledge and implementation experience of procurement policy objectives in sourcing projects and operations
    • Liaise with the Deputy Commissioner, Supply Chain Management and Heads of department to prepare and update the annual procurement plan. Monitor the procurement plan vis-à-vis the budget.
    • Coordinate and supervise the tendering process to ensure it is fair and transparent.

    • Member of the Evaluation and Management Tender Committees and participates in the evaluation of bids for goods and services including review of proposals, quotations and evaluation reports.
    • Ensure preparation of regular procurement reports on various procurement status/activities as and when requested.
    • Manage and develop staff capacity including participating in recruitment, setting and review of performance targets, managing disciplinary issues and ensuring that the Procurement and Evaluation section is adequately staffed in terms of skills and numbers.

     

    Skills required:

    Academic Qualifications:

    • A Bachelor’s degree in Procurement, Supplies Management or related discipline.
    • A Master’s degree in Procurement, Supplies Management or related discipline is an added advantage.

    Professional  Qualifications:

    • Professional qualifications is an added advantage.
    • Professional Membership with the Kenya Institute of Supply Management is an added advantage.
    • Training in Supply Chain Management is an added advantage.

    Working experience:

    • At least seven (7) years of progressive work experience in Procurement for a government agency or large and reputable organisation, three (3) years of which must have been at a senior management level.

    Required competencies:

    • Strong leadership and managerial skills.
    • Well-developed capacity for strategic, critical thinking and analytical skills.
    • IT proficiency.
    • Strong communication and interpersonal skills.
    • Ability to cultivate, build and maintain strong relationships with internal and external parties.
    • Excellent decision making capabilities.
    • Resilient, focused and results oriented.
