Background and Justification
Covid-19 pandemic continues to place increasing demand on the fragile health systems in the African Region. However, countries should ensure continuity of essential health services, including reorganizations based on the stage of the outbreak and the health systems capacity to mitigate the impact of COVID19 on reproductive, maternal, newborn, child and adolescent health (RMNCAH).
In the context of the COVID-19 response, awareness-raising and advocacy for continuity of essential services is considered a priority by UNICEF and partners to prevent/avoid secondary impacts of COVID-19 on the most vulnerable groups including newborns, children, adolescents and women.
Scope of Work
Goal and Objective: Under the supervision of the Health System Strengthening Specialist and in collaboration with Maternal and Newborn, Community / Child Health, Immunization, and HIV Specialists, the consultant will provide Routine Health Information Systems/Continuity of Essential services data management and analytical support.
The scope of work will focus on supporting the ESARO health team in managing, visualizing and analysing information gathered on multi-year trends in continuity of essential RMNCAH services pre and post COVID-19 outbreak.
Activities and Tasks: The consultant will work closely with the Regional Health team in undertaking the following tasks:
Set up and trouble shoot system for data gathering from 21 ESAR countries on the status of essential health service delivery (administered from Q3 2020 to Q2 2021);
Develop data analytics (trend line charts, generation of maps and other visualization templates) of monthly continuity of essential services utilization data for 21 ESAR countries;
Support design and planning of a web-based dashboard for data aggregation and analytics of the information gathered for 21 ESAR countries
Support development of country profiles across the 21 ESAR countries drawing from finance, human resources, child mortality and RMNCACH data (e.g. Countdown 2030 profiles)
Support the visualization and dissemination of the Continuity of essential health services and country profile data products through web-based dashboards and slides posted on the UNICEF ESAR Health Sharepoint Collaboration Site/Knowledge Hub
Work relationships: The consultant will work under the technical guidance and supervision of the Health System Strengthening Specialist, and collaboratively with the RO Health Section team and other relevant sections (Nutrition, Education, Child Protection, HIV, C4D, ICT4D).

Administrative issues
The consultant is expected to work remotely and use his/her own IT equipment (laptop, cell-phone etc.), where operating communication costs – long-distance calls, internet if any should be part of the overall quoted fees (no reimbursement will be applied).
Conditions
The consultant will use own equipment (computer, digital voice recorder, etc.) to produce deliverables.
As per UNICEF DFAM policy, payment is made against approved deliverables. No advance payment is allowed unless in exceptional circumstances against bank guarantee, subject to a maximum of 30 per cent of the total contract value in cases where advance purchases, for example for supplies or travel, may be necessary.
The candidate selected will be governed by and subject to UNICEF’s General Terms and Conditions for individual contracts.
For international consultant outside the duty station, signed contracts must be sent by fax or email. Signed contract copy or written agreement must be received by the office before Travel Authorization is issued.
The selected candidate will be governed by and subject to UNICEF’s General Terms and Conditions for individual contracts and the consultancy will be conducted in accordance with the UN Evaluation Group Code of Conduct and ethical standards.
Risks
Risks include irrelevant and unfeasible guidance due to a variety of reasons including subjective interpretation of strategic information and objectives of this consultancy; inability of consultant to finish on time.
ESARO will safeguard against this by ensuring regular communication with the consultant to sharpen the deliverables and identify mitigating measures to address the risks mentioned above as well as unpredictable ones.
