    Consultancy for the Research on Replicable and Scalable Cross Border Collaborations Models and Best Practices for Improved Programming SRHR HIV Migration (KNB Phases II)

    TERMS OF REFERENCE

    Sexual Reproductive Health: HIV Knows no Borders Project (KNB II 2021 - 2026) 

    Consultancy for the Research on Replicable and Scalable Cross Border Collaborations Models and Best Practices for Improved Programming SRHR HIV Migration (KNB Phase II)

    Background

    The SRHR-HIV Knows No Borders (KNB) project Phase II was launched in April 2021 as a partnership between Save the Children International (SCI ESARO) specifically through the Regional Programming Unit (RPU) and the International Organization for Migration (IOM). The partnership collaborate to implement a holistic, regional project to improve sexual and reproductive health and HIV (SRH-HIV) related outcomes amongst migrants, sex workers and young vulnerable people YVPs) as well as non-migrant adolescents, young people, sex workers and their clients in migration-affected communities in Southern Africa with funding support from the Ministry of Trade and Industry, Government of the Kingdom of the Netherlands through the Embassy in Maputo. The six implementing countries in the SADC region Lesotho, Malawi, Mozambique, South Africa, Eswatini and Zambia have been maintained into the second phase of the protect.

    The consortium members are responsible for the implementation of project interventions in the six countries with the following objectives:

    • Objective 1: Healthy Choices: Young vulnerable people (YVP), including migrants and sex workers living in migration affected communities in six countries in Southern African region have greater freedom of choice about their HIV and SRH rights by December 2026.
    • Objective 2: Access to Services: Young vulnerable people (YVP), including migrants and sex workers living in migration affected communities in six countries of Southern Africa have increased access to and utilization of quality SRH-HIV and other support services by December 2026.
    • Objective 3: Creating an enabling environment: Young vulnerable people (YVP), including migrants and sex workers living in migration affected communities in six countries of Southern Africa have their SRH-HIV rights and needs progressively addressed in changed socio-cultural norms, policy reforms and implementation at local, national and regional levels by December 2026.

    Purpose of the Assignment

    The program has established and hosted bilateral and multilateral cross border collaborations between neighboring countries; two tripartite cross border collaborations forums, for national and provincial stakeholders, have been established between Eswatini, Mozambique and South Africa as well as between Malawi, Mozambique and Zambia. These two forums are supported by bilateral cross border district collaboration which involves duty bearer at service delivery level across neighboring countries.

    Anecdotal accounts point to the success of these collaborations, while operationally the program has established essential requirements for valuable collaborations, the complex mechanisms and processes requisite for success have not been documented. Additionally, the basic building blocks and essential have not yet been fully elucidated. In order to build understanding of basic elements and mechanism for functionality and sustainability of cross border collaborations, we require services of a consultant or consultancy firm to conduct Research on Replicable and Scalable Cross Border Collaborations Models and Best Practices for Improved Programming SRHR HIV Migration along migration corridors in six countries within the Southern Africa Region (SADC).

    Major Tasks to Be Accomplished

    The process will include the following key activities:

    1. Conduct a desk review of the existing project documents, regional technical consultative forum reports, tripartite cross border forum reports, capacity building materials, change agent tools, policy review research report and other relevant regional and national documents.
    2. Develop data collection tools for any available or collectable qualitative and quantitative data from the relevant sources.
    3. Develop KII tools for program staff, implementing partners, government and development partners and other role players involve in border programming.
    4. Conduct consultative interviews with selected members of the regional and country teams as well as any implementing partners and change agents, to appreciate the land scape of SRHR and HIV services.
    5. Analyze and document mechanism and basic elements for success and sustainability of cross border collaborations.
    6. Analyze and document basic elements for healthy and safe cross border transit for migrating YVP.
    7. Analyze and identify gaps in the current practices and recommend strategies to address the gaps.
    8. Develop models and approaches for replicating cross border collaborations and to scale up existing practices.
    9. Develop and identify research dissemination strategy.
    10. Present the draft reports to the Cross Border Collaboration Research Reference and Technical Support Working Group (RTSWG) team for review, comments and feedback.
    11. Amend the drafts in line with feedback provided.
    12. Conduct a 1-day validation workshop among project team and implementing partners and for buy in and final technical review.
    13. Produce the final research report for handover and sign.

    Deliverables

    • An inception report outlining the consultant’s understanding of the assignment, the proposed the data collection tools.
    • The consultant should produce a project implementation plan which outlines the major steps to be followed to complete the research.
    • Produce a report documenting various models that can be applied to enhance cross border collaborations.
    • A synthesis of current practices with gaps and strategies to address the gaps.
    • A replication and scale up approach modelling for cross border collaboration success.
    • Draft reports and dissemination strategies
    • A validation workshop and final research report

    Duration and Deadlines

    We estimate that the consultant will commit 30 working days in September/October 2021 to complete the project
