    Consultant – Protection Referral

    Background and Justification

    IOM Kenya in partnership with the Ministry of Health, Ministry of Interior and Coordination of National Government and other key stakeholders such as National Coordination Mechanism on Migration (NCM) and Counter Trafficking Secretariat (CTiP) in Kenya is implementing Strengthening Capacity to respond to the needs of vulnerable migrants in Migrants Response Centres (MRCs) in East and Horn of Africa. The Project seeks to strengthen the IOM’s regional response to mixed migration flows in the Horn of Africa through strengthening the capacity of Migration Response Centres to identify, refer and provide direct assistance to vulnerable migrants. To improve data management on mixed migration in the region through research and capacity building.

    In Kenya MRCs Referral Directory mapping will demonstrate increased capacity to identify, refer and provide direct assistance to migrants in vulnerable situations and provide a missing link in regards to ensuring IOM staff and government interlocutor in key sites are fully capacitated and empowered to provide and report on the services provided to the vulnerable migrants, and that the data collected is analyzed to support interventions.

    Capacity building will support the government of Kenya to develop referral directory and Migration to enhance protection to vulnerable migrants in Eastleigh community and broadly in Nairobi County. The project is funded by IOM Migration Resource Allocation Committee (MiRAC) and based on a request from the Government of Kenya (GoK), through the Ministry of Health and Interior National Coordination, to provide technical and financial support to develop a referral directory. Having no referral directory for migrants in Kenya, the MiRAC project will build upon ad hoc referral in place, contextualizing and work on its components to reflect referral directory, urban migrants and migrants in Kenya, migration trends and stakeholders’ needs. Through consultations with the Ministry of Health, Department of Immigration and National Coordination Mechanism (NCM) and technical working group meetings, IOM will work closely with relevant stakeholders to develop the referral directory and Training of Trainers (ToT) on referral directory in such a way that ensures streamlining of government approach to respond to the needs of vulnerable migrants in Migrants centres. The referral directory will align with international instruments including the 1990 UN International Convention on the Protection of the Rights of All Migrant and Members of their Families. To align with gender mainstreaming policies, the referral directory will incorporate gender considerations, considering gender components and addressing them to respond to the needs of both men and women vulnerable migrant. Key partners will include Ministry of Health, Department of Immigration Services, National Coordination Mechanism, Counter Trafficking Secretariat (CTiP), relevant CBOs and NGOs in Eastleigh, Nairobi

    Objectives

    The objective of the consultancy is to map out comprehensive referral directory for migration protection, guide the review process of draft referral directory 2015 and to build upon ad hoc referral mechanism in place, contextualizing and updating its components to reflect current referral directory on migration trends and stakeholders’ needs. Further the consultancy will guide and facilitate Training of Trainers (ToT) on referral directory to 20 participants.

    Specific Tasks of the Consultancy

    Under the overall guidance of the Head of Kenya Country Office in IOM Kenya Country Office, in coordination with the Regional Health Assessment Programme Coordinator for Sub-Saharan Africa and the direct supervision of the National Program Officer and in coordination with the Regional Protection Thematic Specialist, the Consultant will be responsible providing oversight in the completion of referral directory mapping.

    He/she will.

    • Provide expert support for referral directory drafting sessions.
    • Conduct inception planning meeting.
    • Undertake situational analysis and needs assessment on referral directory mapping in conjunction with the GoK.
    • Facilitate regular technical working group meetings.
    • Facilitate workshops with the GoK to outline referral directory mapping content and determine the format of directory.
    • Facilitate workshops with the GoK to outline referral directory.
    • Provide recommendations and technical expertise to the GoK while developing referral directory.
    • Facilitate the stakeholder consultation and validation meeting.
    • Provide technical assistance for the development, review and validation of referral directory and facilitate ToT to 20 participants
    • Tangible and Measurable output
    • 1st month
    • Inception brief inclusive of proposed methodology and proposed work plan.
    • Recommendations for chapters/sections to be reviewed with linkage to BBM report.
    • An inception planning meeting with the Technical Working Group (TWG).
    • Undertake situational analysis and needs assessment in conjunction with the GoK
    • Facilitate regular technical working group meetings bi-weekly.
    • Facilitate a ToT workshop with the stakeholders on referral directory mapped out and printed booklet.
    • 2nd month
    • Provide recommendations and technical expertise to the GoK while developing referral directory and mapping out.
    • Facilitate one-day validation meeting and finalize referral directory.
    • Facilitate three– day training of ToT on referral directory on finalized and printed booklets
    • Deliverables and Timelines
    • Deliverable 1 due by the end of 1st Month**. 30% of** consultancy fees
    • · Inception brief inclusive of proposed methodology and proposed work plan
    • · Recommendations of areas for referral directory mapping.
    • · An inception planning meeting with the Technical Working Group (TWG).
    • · Undertake situational analysis and needs assessment in conjunction with the GoK.
    • · Facilitate regular technical working group meetings.
    • · Facilitate a workshop with the stakeholders to outline referral directory content and determine the format of referral mapping out.
    • Deliverable 2 due by the end of the 6th week. 40% of consultancy fees**
    • · Provide recommendations and technical expertise to the GoK while finalizing the referral directory mapping.
    • · Facilitate one-day validation meeting/workshop.
    • · Incorporate inputs from validation meeting and finalize referral directory
    • Deliverable 3 due by the end of the 2nd month. 30% of consultancy fees**
    • · Facilitate ToT training on referral directory with support ministry of health and IOM -RTs

    QUALIFICATION AND COMPETENCIES REQUIRED

    Education and experience

    • Completed Master's degree from an accredited academic institution preferably in Law, Political or Social Sciences, International Affairs, or related fields.
    • Fluency in both written and spoken English.
    • Knowledge of labor migration, especially protection is desirable.
    • Excellent drafting ability and analytical skills, the ability to draft papers of high quality primarily in English.
    • National expertise with fluent migrants’ local language and culture will be added advantage.
    • Proven experience as a trainer, facilitator, and presenter on the topics of migration.
    • At least seven years of knowledge and working experience in research or in migration governance and previous experience in migration-related research is an advantage.
    • Experience with raising awareness in the public domain and working with governmental institution is required.
    • Experience in data management, including good knowledge on databases and electronic tools.

    Technical

    Delivers on set objectives in adequate short time of two months; b) effectively coordinates actions with other government department; c) works effectively with Ministry of Health, Department of immigration services-National mechanism coordination (NCM) and stakeholders, and wider consultation to advance IOM office and regional objectives.

    Languages**

    Fluency in both written and spoken English required.

    Fluency in Kiswahili is highly desirable.
