    Assistant Data Commissioner -Registration

    Job Specification
    Requirements for Appointment

    For appointment to this grade, an officer must have;

    • Kenya Certificate of Secondary Education (KSCE) minimum mean grade C+ (plus) or its equivalent from a recognized institution;
    • Six (6) years’ experience in a related field, three (3) of which must be in a managerial position;
    • Bachelor’s degree in any of the following fields: Information communication technology, Computer Science, Informatics or an equivalent qualification from a recognized and accredited institution;
    • Master’s degree in any of the following fields: Information technology, computer science, information systems, informatics, data security, Project Management, Monitoring & Evaluation, Public Policy, Public Administration, Business Administration or its equivalent from a recognized and accredited institution will be an added advantage;
    • Either of the following ICT Certificates from a reputable institution will be an added advantage; Certified Information Systems Auditor, Certified Information Security Manager, Cyber Security or Certified Data Privacy Solutions, Certificate in Systems Audit
    • Membership with relevant professional body;
    • Certificate in Management Course from a recognized Institution;
    • Shown merit and ability as reflected in work performance and results;
    • Proficiency in computer applications;
    • Experience in Software Development is an added advantage; and
    • Experience in data protection is an added advantage.

    Duties and Responsibilities

    Specific duties and responsibilities at this level will entail:

    • Coordinating the registration and certification of data processors and data controllers;
    • Develop, review and implement registration and certification strategies, policies and procedures;
    • Ensuring establishment and maintenance of up-to-date register of data controllers and data processors;
    • Ensuring issuance of certificate of registration to data controllers and data processors;
    • Reviewing and verifying the registration applications;
    • Participating in establishing criteria for cross-border data transfers
    • Reviewing evidence submitted by data controllers and data processors relating to information privacy and security safeguards for cross-border data transfers;
    • Publishing the list of registered Data Controllers and Data Processors; and
    • Perform any other duties as may be assigned by the Deputy Data Commissioner, Compliance.
