 Duties and Responsibilities

Strategic/ Policy Responsibilities

• Initiate the implementation of the Commission’s Strategic plan within the Directorate.
• Initiate the implementation policies, procedures and regulations for the Commission;
• Coordinate the implementation of policies and procedures on HR strategies and plans for the Commission;
• Enact policies, procedures and regulations for stakeholder management and development partners;
• Provide guidance on the formulation policies and procedures on performance management system for the Commission;
• Coordinate the development and operationalization of HR framework for the Commission.
• Guide the development of appropriate legal and institutional frameworks for efficient and effective provision of services at the Commission
• Execute the Commission’s HR strategies, decisions and policies.
• Provide regular, thorough and prompt communication to the CEO on key technical, and HR matters.

Managerial Responsibilities

• Management of the day to day operations of the Directorates;
• Ensure compliance with relevant HR Policies and Legal Instruments;

• Initiate the Implementation of the Human Capital Management and Legal processes of the Commission;
• Provide leadership in financial decision making that affects the Directorates;
• Initiate the preparation of the Directorates yearly work plans;
• Oversee compliance with principles of good governance, human rights, transparency, accountability, ethics and integrity and advising the Commission on legal policy issues.

Requirements for appointment

•  Master’s degree from a University recognized in Kenya
• Proven relevant experience in any of the following fields; management; law; change management; governance; public administration;
• Membership of a Recognized professional body;

• A Strategic Leadership Development Programme lasting not less than six (6) weeks from a recognized Institution;
• At least Fifteen (15) years relevant experience with at least ten (10) years in a proven senior management Position; and
• Meet the requirements of Chapter Six of the Constitution of Kenya.
