    Director of Human Resorces Management Development

    Duties and Responsibilities

    1. In charge of overall coordination of County Human Resource function;
    2. Implement policies, guidelines on designed Organizational Structures and Staff Establishment in the County Public Service;
    3. Management of human resource services to ensure that staff are properly facilitated with a view to maintaining high motivation for effective performance and high productivity;
    4. Lead in Human Resource functions which include recruitment, communication, change management, performance management, discipline, remuneration, staff welfare, human resource planning and staff development;
    5. In consultation with authorized officers, determine optimal staffing levels and utilization of human resource in the County Public Service;
    6. Initiate and coordinate research on market labour trends and develop strategies for best practices in human resource management and development;
    7. In liaison with the County Public Service Board develop staffing norms, organization culture and modelling for optimal use of human resource;
    8. Advise the Chief Officers on human resource matters;
    9. In consultation with CPSB, prepare and review Schemes of Service and career progression guidelines;
    10. As an assistant to the Secretary of the County Human Resource Management Advisory Committee (CHRMAC), ensure timely deliberation on HR implementation issues; and
    11. Any other duties as may be assigned assigned from time to

    Requirement for Appointment

    1. Served in the grade of Senior Assistant Director of Human Resource Management, Job Group ‘Q’ for a minimum period of three (3) years in the Public Service or its equivalent from the private sector;
    2. Bachelor’s degree in Human Resource Management or any Social Science from a university recognized in Kenya;
    3. Master’s degree in any of the following fields: Human resource Management, Busi ness Administration, Public Administration or its equivalent from a university recognized in Kenya;
    4. Current Membership of good standing at the Institute of Human Resource Management (IHRM)
    5. Certificate in Strategic Leadership Development Program from Kenya School of Government or any other recognized institution;
    6. Possession of CHRP (K) qualification will be an added advantage;
    7. Demonstrated a high degree of professional competence, administrative capabilities and initiative in the general organization and management of Human Resource and a thorough understanding of HR issues and emerging HRM practices & techniques;
    8. Demonstrate a thorough understanding of national goals, principles and development goals; and
    9. Meet the requirements of Chapter Six of the Constitution on Leadership and
