    LHSS East Africa - Health Financing Consultant

    RESPONSIBILITIES:

    The consultant will lead the execution of the following tasks:

    • Conduct a desk review of previous financing assessments and studies conducted by CB-HIPP and other regional actors pertaining to cross-border health financial protection options or products;
    • Conduct key informant interviews with RIGOs and national government stakeholders as needed to triangulate data and obtain additional information on current cross-border risk pooling and other financing schemes;
    • Develop a report on cross-border health financing options, tailored to the region and relevant cross-border context;
    • Present financing options to RIGOs and national government representatives and facilitate discussion/consultation, reviewing the feasibility of each option;
    • Incorporate stakeholder feedback into a revised report, including agreed-upon and prioritized options for cross-border health financing options for future piloting and testing by RIGOs and member states; and
    • Participate in disseminating report findings by presenting to and facilitating discussions with a high-level stakeholder audience, including heads of state or ministerial representatives, offering the momentum needed for future pilot testing and advocacy.

    QUALIFICATIONS:

    • Master’s degree in social sciences, public health, health policy, health management, health economics and/or financing
    • Minimum of 7 years’ prior experience working in the public and/or private sectors within the East African region
    • Working experience and/or knowledge of cross-border health financing or social protection issues
    • Working experience with RIGOs and/or national health financing stakeholders is preferred
    • Experience in qualitative analysis to interpret and analyze results for decision-making
    • Ability to work independently with minimal supervision and as part of a team
    • Fluency in writing and speaking in English
