    Manager Human Capital Management Officer

    V/ No. 12/ 2020

    (Discipline & HR Audit, RAW, Promotions.& Transfer, Civilian Mgt, KPS, APS, DCI,)

    Duties and Responsibilities

    Managerial Responsibilities

    • Analyze the Human Capital Management and Development structures and systems, Human Capital metric reports and research findings;
    • Ensure implementation of Human Capital Management and Development policies, regulations and procedural manuals;
    • Ensure compliance with the Pay and Benefits Policy;
    • Ensures implementation of the Human Capital Management strategy;
    • Implement the work plans derived from the Human Capital strategy in line with the overall Commission strategy;
    • Monitor and implement the human capital budget;
    • Implement the Performance Management Systems and culture to ensure the overall achievement of National Police Service Commission strategic objectives;
    • Implement employee Career Progression guidelines;
    • Implementation of welfare Schemes & Program for Commission staff and NPS;
    • Monitor Human Capital metrics to ensure effectiveness of the HR initiatives which contributes to the Commission’s overall performance;
    • Managing employee discipline and ensure compliance; and
    • Ensure a conducive employee work environment that promotes employee motivation, team work and helps to maximize employee productivity.

    Operational Responsibilities

    • Administer staff benefits in line with the Commission policies, procedures and best practice;
    • Monitor and evaluate the effectiveness of training programs in the Commission;
    • Undertake employee discipline and grievances handling process to ensure compliance to the employment laws, Commission policies and procedures;
    • Coordinate preparation of Committee and Commission agendas;
    • Empower the employees to meet challenging organization goals;
    • Manage salaries and pension administration;
    • Develop the unit/section work plan;
    • Identify areas of review in the National Police Service training curriculum;
    • Undertake formulation and preparation of Personal Emoluments budget;
    • Ensure the Performance Appraisal of staff is conducted efficiently and effectively;
    • Monitor the implementation of Human Capital Management rules, regulations and procedures;
    • Provide and handle staff welfare;
    • Facilitate research on Human Capital and Development best practices that will guide the development of Human Capital Management and development policies, standards and regulations; and
    • Guide on the process of recruitment, promotion and deployment of staff to ensure proper processes and procedures are adhered to for enhancement of good HR practices.

    Requirements for appointment

    • Master’s degree in social sciences from a recognized University in any of the following fields; HRM, Business Administration, or Public Administration;
    • Bachelor’s degree in social sciences from a recognized University in any of the following fields; HRM, Business Administration, or Public Administration;
    • Higher Diploma in Human Resource Management;
    • Have a certificate in Senior Management Course lasting not less than four
    • (4) weeks from a recognized institution;
    • Ten (10) years of service, of which three (3) should be in a comparable position from a reputable organization;
    • A member of a relevant Human Resource Management professional body; and
    •  Meet the requirements of chapter six of the Constitution of Kenya
