    Manager, Human Resource & Administration

    Job Purpose:        

    Provide leadership and coordination of human resource and administrative functions in the Institute as guided by relevant policies, guidelines, strategies and legislation to enhance productivity.

    Requirements:

    • A minimum period of ten (10) years relevant work experience in matters relating to the management of human resource or administration three (3) of which must have been in a supervisory position;
    • Bachelor’s degree in any of the following disciplines: - Human Resource Management/Development, Business Administration (Human Resource option), Commerce (Human Resource option), or equivalent qualification from a recognized institution

    OR

    • Bachelor’s degree in any of the following disciplines: Economics, Sociology, Public Administration, Political Science/Government, Anthropology or equivalent qualification from a recognized institution AND a Diploma/ Higher Diploma in Human Resource or Certified Human Resource Practitioner-K (CHRP-K);
    • Master’s degree in any of the following disciplines: Human Resource Management, Public Administration, Business Administration, Anthropology or equivalent qualification from a recognized institution;
    • Leadership course lasting not less than four weeks (4) from a recognized institution;
    • Membership to a relevant Human Resource professional body and in good standing;
    • Demonstrated merit and ability as reflected in work performance and results;
    • Proficiency in computer applications; and
    • Meet the requirements of Chapter Six (6) of the constitution.

    Job Specification

    Key Duties & Responsibilities

    • Coordinate the development, review and implementation of human resource management and administration policies, regulations, plans, strategies, human resource instruments and guidelines;
    • Provide advice on human resource management and administration;
    • Undertake human resource planning, recruitment, selection, induction, placement and manage separation;
    • Manage the staff benefit schemes for instance medical, pension and various insurances scheme;
    • Ensure institutionalization of performance management including performance appraisal system;
    • Plan and budget for the Institute personnel emoluments and staff development;
    • Manage the staff compensation and rewards;
    • Prepare relevant human resource reports for submission to the Board whenever required in a timely manner;
    • Coordinate and evaluate the impact of staff training and development;
    • Handle staff disciplinary matters and grievances in accordance with the existing policies, procedures and laws;
    • Manage staff establishment to ensure optimal staffing level;
    • Oversee the development and implementation of human resource management information systems;
    • Manage employee relations and staff welfare; and
    • Coordinate the management of the service’s fleet, equipment and assets in liaison with security function.

     Terms of Service

    • The successful applicant will be appointed for five (5) year contract term renewable subject to satisfactory work performance and retirement age.
