Manager: Planning, Strategy and Performance at Lake Victoria South Water Services Board (LVSWSB)

The position is responsible to the Senior Manager Research, Strategy and Performance for the following:

• Reviewing the Agency’s Strategic Plan.
• Carrying out economic review and evaluation of infrastructure development projects and programs.
• Data collection, analysis and reporting relevant to the Agency’s strategic and operational planning.
• Review of Agency’s investment and business proposals.
• Identification of opportunities for investment and growth and developing strategies for timely action.
• Impact evaluation of the Agency’s interventions.
• Assessment of the water and sanitation coverage status within the Agency’s area of jurisdiction.
• Regular monitoring, evaluation and reporting of the Agency’s projects, programs, activities and performance contracts.
• Consolidating annual work plans, capital expenditure budget and performance contracts.
• Disseminating the Agency’s Strategic Plan and annual operational plans.
• Networking and liaising with relevant ministries, departments and agencies on medium to long term national and sector priorities and initiatives.
• Establishment, maintenance and enhancement of productive internal and external stakeholder linkages and engagement towards achievement of the Agency’s strategic goals.
• Facilitating the preparation, cascading, implementation and reporting of the cascaded annual performance contracts.

Requirements

To effectively perform the outlined duties, the Agency seeks to recruit a candidate with the following qualifications:

• Bachelor’s Degree in economics, statistics or equivalent from arecognized university.
• Post graduate diploma in economics, statistics, monitoring and evaluation, project management, business administration, strategic planning or equivalent from a recognized institution.
• Attending a management or leadership course lasting at least four weeks.
• Be a member of a relevant professional body in good standing, where applicable.
• Be a licensed practitioner, where applicable.
• At least ten years of relevant experience in long range planning, strategy formulation, economic evaluation of projects or performance measurement.
• Five years of relevant experience in a supervisory position within a medium to large organization.
• Demonstrable negotiation, communication, networking, technical, analytical, strategic thinking, report writing, mentoring, coaching, problem solving, presentation and team leadership skills.
• Track records of achievement of set performance targets.
• Meet requirements of Chapter Six of the Constitution.
