Principal Surveyor, Navigation & Hydrography at Kenya Maritime Authority

Key Responsibilities

• Enforce safety of shipping, including compliance with construction regulations, maintenance of safety standards and safety of navigation rules;
• Establishing and maintaining all established by the Authority and such other government owned navigational aids as may be under the control of the Authority;
• Ensuring that all other navigational aids are established in compliance with the prescribed conditions and specifications and are maintained in proper working order;
• Promulgating any information on changes to or deficiencies in any navigational aid;
• Promulgating information on any developing or existing situations which may adversely affect maritime safety;
• Determine the extent of application of Safety of Navigation provisions to warships, naval auxiliaries or other ships owned or operated by Government and ships operating in inland waters.
• Investigate dangers to navigation.
• Issue navigational warnings in accordance with IMO/IHO World-Wide Navigational Warning Service standards.
• Process the application for, and grant exemptions or equivalents, accordingly.
• Prepare a report summarising all new exemptions and equivalents granted and communicate the same to the IMO, accordingly.
• Collect meteorological data.
• Issue weather warnings ships.
• Issue, as appropriate, weather information suitable for shipping.
• Prepare and issue meteorological publications.
• Arrange for a selection of ships to be equipped with tested marine meteorological instruments and to encourage other ships to take, record and transmit observations.
• Arrange for the reception and transmission of weather messages from and to ships.
• Develop standardized procedures for meteorological services in line with international requirements.
• Establish, as necessary, Ships' Routeing Systems, in accordance with IMO requirements.
• Establish, as necessary, Ship Reporting Systems, in accordance with IMO requirements.
• Establish, as necessary, Vessel traffic services (VTS), in accordance with IMO requirements.
• Establishment and operation of aids to navigation, in accordance with the recommendations and guidelines of the IMO and of IALA.
• Establish appropriate Minimum Safe Manning for Kenyan ships.
• Process applications and issue Minimum Safe Manning document or equivalent, to Kenyan ships.
• Provide the legal and regulatory framework, including policies, strategies or programmes, for the safe navigation of ships.
• Enforce the laws, regulations, and statutory instruments relating the safe navigation of ships.
• Promote and facilitate technical co-operation, scientific and technical research, and transfer of technology, knowledge and skills, relating to the safe navigation of ships.
• Oversee hydrographical surveys to develop, update and correct charts and publications;
• Liaise with International Hydrographic Organization (IHO) in preparing and issuing of nautical charts, sailing directions, lists of lights, tide tables and other nautical publications;
• Collection and compilation of hydrographic data and data management arrangements to support hydrographic services.;
• Publishing, dissemination and keeping up to date of all nautical information necessary for safe navigation;
• Promulgate notices to mariners.
• Ensure the greatest possible uniformity in charts and nautical publications.

• Certificate in Management
• Certificate of Competency – Marine Engineer Officer (STCW)
• Certificate of Competency – Deck Officer (STCW)
• Bachelor’s Degree Nautical Science
• Master’s Degree Maritime Affairs
• Craft Library Science
• Master’s Degree Nautical Science

Experience

• At least 3 years of which should have been at the level of senior officer.
