    Program Manager, Global and Multi- Country Projects Unit

    Summary of Role:  

    Working closely with Country and Project Directors and the Director, Global and Multi-Country Projects Unit, the Program Manager is principally responsible for providing strategic leadership and managerial oversight of the administrative, programmatic, technical, financial, and operational aspects of Pathfinder International’s global and multi-country projects and contributes to the oversight and implementation of key technical strategies. Partners with the unit director to manage and execute unit objectives, guidelines, and processes and engages with other Business Units so that the unit may work effectively within Pathfinder’s structure, systems, and processes. Provides overall program management to global and multi-country projects by establishing and supporting sound project and program management practices to ensure effective implementation of activities and achievement of deliverables and results. Works with Country or Project Director to increase visibility and funding for Pathfinder International’s programs. Positions Pathfinder as a leader in the field of sexual and reproductive health and rights services and as a successful partner in the development of cost-effective implementation of programs. May supervise Program Coordinators, Program Officers, Senior Program Officers, and Program Advisors within the assigned portfolio.

    Key Responsibilities

    • Program Management: 
      • Project Implementation: In collaboration with Project Directors, ensures that project performance objectives and mandated deliverables such as the design phase, technical activities, annual work plans, monitoring and learning activities, and programmatic/financial/technical reports are carried out in a timely fashion, meet the needs of the project participants and end users, and meet the highest quality standards.
      • Provides technical guidance and direction as needed to execute the project.
      • Identifies resources needed and provides guidance and tools to manage day-to-day operational aspects of a project and scope.
      • Reviews deliverables prepared by team before passing to client. Contributes to the development and monitoring of project workplans and supports finance team to track project spending.
      • Overall compliance with donor and Pathfinder policies: Ensures that appropriate security standards, guidelines and procedures are established, maintained, updated regularly, and adhered to by the staff in all project offices in compliance with all donor and Pathfinder rules and regulations.
    • Organizational and Unit Strategies:
      • Advancing unit strategic plan: Engages in the development and implementation of Global and Multi-Country Project Unit strategy, management, and budget development, including annual goals and objectives.
      • Pipeline analysis and donor positioning: Participates in and responds to pipeline analysis and contribute to donor positioning and proposals for global and multi-country project opportunities where Pathfinder technical strategies align with donor priorities.
      • Represents projects and/or unit in external and donor meetings and with business development partners.
      • Contributes to organizational strategies and initiatives that advance the organization’s move to a more country-led leadership model.
      • Brand Ambassador: Meets regularly with donors, partners, local government agencies, and other key stakeholders to share progress, accomplishments, and challenges. Provide periodic updates to the Pathfinder staff worldwide or at conferences on the country program progress, technical direction, approaches, challenges, successes, and lessons learned.
      • In partnership with the unit director, reports project and unit updates to the President, Africa, represent the unit in organization-wide meetings, and provide updates to leadership and Board as requested.
    • Financial & Administrative Management:
      • Financial and Administrative Operations: Collaborates with country and project staff to establish and maintain the ongoing administrative and financial operations of the project budgets and ensure compliance with Pathfinder’s policy and contract provisions. Manages funds and approve expenditures in accordance with Pathfinder procedures, cost principles, and regulations. In collaboration with Project Directors and finance teams, identifies, troubleshoots, and resolves issues and mitigates risks in a timely fashion.
      • Contracts: Supports the global and country Grants, Contracts, and Procurement teams and project team to manage the necessary contractual agreements with partners.
    • People Management:
      • Management and Supervision: Contributes to recruiting staff. Supervision of Program Coordinator, Program Officer, Senior Program Officer, or Program Advisor. Provides strategic guidance to Project Directors and teams.
    • Technical Management:
      • Contributes to program excellence for the project, providing input and review on technical strategy related to adolescent and youth health, gender, and sexual and reproductive health and rights.
      • Assesses technical and professional development needs of project teams and ensures that the project team draws on state-of-the-art knowledge and practices as well as cross-project learnings specific to the program area(s).
      • Collaborates with Project Directors to coach and build teams to optimize staff performance programming, target setting and project workplan and scale-up. Contributes as member of internal technical strategy teams.

    Required Education and Work Experience

    • Master’s degree in public health or related field.
    • 8+ years of experience in international development and/or sexual and reproductive health and rights
    • Project Management: Advanced skills in program and project management and planning to fulfill performance objectives, including the timely implementation, and reporting of donor-funded program activities.
    • Proposal Development
    • Finance & Operations Management: Advanced knowledge of operations and financial management in developing countries.
    • Networking: Proven experience collaborating closely with relevant government departments, local organizations, and peer organizations.
    • Monitoring & Evaluations: Solid understanding of Monitoring, Evaluation, Learning (MEL) and data use for programmatic decision making.
    • Funding Sources: Knowledge of and experience with USAID, other USG, and non-USG donor agencies and their funding priorities and associated regulations
    • Communication: Advanced oral and written communication skills using different forms of media.
    • Research and development: knowledge of current issues, emerging funding trends in SRHR.
    • Software applications: Advanced knowledge of MS PowerPoint, Excel, Access and Adobe Acrobat

    Preferred Competence and Work Experience

    • Experience working with INGOs.
    • Sexual and Reproductive Health and Rights: knowledge and experience in the principles of Sexual and Reproductive Health and Rights, practices, and services, including program strategies and indicators.
    • Experience living in or providing extensive short term technical assistance in developing countries that aids in understanding of program context, field realities, and technical needs.
    • Experience with global USAID-funded projects.
    • Experience with projects working concurrently in multiple countries.
    • Experience in project design.

    Other Information: 

    • May assist in the proposal development process on major high value efforts.
