    Program Officer, Treatment and TB/HIV

    Job summary

    The overall function of this position is to ensure effective implementation of quality HIV Care and Treatment and TB/HIV services to pediatrics, adolescent, young people, and adults. The incumbent is responsible for ensuring attainment and maintenance of high-quality clinical patient care through strengthening of the clinical care delivery systems and processes, ensuring implementation of recommended clinical protocols and national guidelines and application of recommended standards & practices. They also support site level Continuous Quality Improvement (CQI) and strengthen capacity of site level MDT to increasingly use their data to support improvements for patient case management. The program officer will ensure provision of full comprehensive HIV prevention, care and treatmentearly initiation of treatment, retention into care and achieving full viral suppression. Ensure provision of interventions that are patient-centered through tracking of viraemic patients, community ART groups, facilitating differentiated service delivery, involving treatment champions supporting and engaging stakeholders through advisory committee meetings and technical working groups. Engaging Healthcare providers including adherence cousellors and peer educator and updating on new ART guidelines updates and advanced HIV disease.

    Roles and Responsibilities

    • Organize and oversee effective and efficient implementation of HIV care and treatment; and TB/HIV services in all relevant service delivery points and supported health facilities as per MoH policy guidelines
    • Support efficient and effective strategies that ensure immediate ART initiation, retention, defaulter management, access to viral load testing and viral suppression.
    • Provide onsite mentoring of clinical teams with the goal of performance improvement in the overall patient care
    • Support site level clinical teams in management of HIV, TB/HIV, and related diseases as per the recommended national guidelines
    • Support health facilities and other service delivery point’s implement effective retention strategies including proactive appointment management system and enhanced defaulter management system across population groups and facilities.

    Required qualifications

    • A bachelor’s degree in Clinical Medicine or bachelor’s degree in Nursing with at least three (3) years’ experience in providing and /overseeing HIV treatment and TB/HIV services or other HIV services at facility and county/subcounty-county level OR Higher diploma in clinical medicine or nursing with at least 5 years’ experience in providing and /overseeing HIV treatment and TB/HIV services or other HIV services at facility and county/subcounty-county level
    • Active/ current registration with professional body.
    • Training in paediatric, adolescent, and adult care and treatment
    • Training in advanced HIV care and treatment is an added advantage
    • Training in paediatric and adult TB/HIV
    • Very good knowledge of HIV treatment and TB/HIV guidelines
    • At least three (3) years’ experience in providing and/or overseeing HIV treatment and TB/HIV services or other HIV services at facility and County/Sub-County Level
    • Good report writing skills and ability to use data to inform programming.
    • Good communication skills, written and verbal, in English and Kiswahili languages.
    • Proficiency in Microsoft office application including Word, Excel, Power Point
