    Senior Regional Project Advisor

    Overview

    • The Senior Regional Project Advisor will have the overall responsibility for keeping the project on scope, delivered on time and within budget. S/he will lead the management of and reporting on the implementation, making key decisions and solving problems in short timeframes while ensuring operational and program quality and integrity. This includes ensuring effective organizational management and communication interacting with other projects, Ministry of Health, County Health Management Teams (CHMTs), and national and district stakeholders. S/he will ensure timely and cost-effective project implementation, reporting of activities, and will be responsible for all project deliverables to the donor. S/he will supervise a team of highly qualified staff and will report to the Country Director. S/he will also liaise, coordinate and work closely with the US based team and especially the Project Director to ensure optimal project outcomes.

    Responsibilities

    • Provide leadership and strategic direction to ensure programmatic and financial integrity of project and to achieve rapid and sustained project goals, objectives and targets
    • Ensure compliance with the project award results and the oversight of project activities to achieve the stated goal, outcomes and outputs
    • Provide regional technical support to Nigeria and Zambia to ensure successful startup and implementation, drawing on lessons learned from Smiles for Mother’s Project and AMPLI-PPHI
    • Mentor Kenya AMPLI-PPHI staff appropriately to support continued excellence in project implementation
    • Develop and maintain strong working relationships and alliances with the Kenya Ministry of Health, especially Reproductive Health/Maternal Health/Community Health and District Health Management Teams, as well as other maternal health implementing partners, private sector partners and other key stakeholders in Kenya to maximize resources and avoid duplication of effort
    • Collaborate closely with project partners, PATH and FIGO to ensure effective coordination between across implementation efforts
    • Collaborate closely with Ministry of Health across all levels to ensure streamlined implementation to achieve project goal, outcomes and outputs
    • Represent Jhpiego’s interests and present progress, achievements and lessons learned to key Kenyan stakeholders and implementing partners in public and professional circles through meetings, conferences, and presentations
    • Provide technical leadership in the design, analysis, and synthesis of interventions
    • Ensure the quality and sustainability of interventions particularly in the areas of PPH coverage, implementation research and access to quality medicines
    • Drive project implementation towards sustainability, replication and scale up from Day 1 working closely with key stakeholders to build on to what is already in place as well as position key partners to expand efforts put in place under this project.
    • Directly implement the project scalability plan, working closely with the Ministry of Health, and other key counterparts
    • Participate in relevant national technical advisory groups with counterparts and partner institutions
    • Lead the annual work planning process in close collaboration with project leadership, Unitaid, Ministry of Health, District Health Management Teams, project team and project partners
    • Oversee preparation of periodic project reports to donor
    • Mentor, support, supervise and manage a team of highly qualified staff and align their efforts to ensure rapid and sustainable results
    • Write and/or review technical components of materials and publications related to integrated health and its development
    • Ensure resources for project implementation are available
    • Work with finance and project staff to develop and track project budgets
    • Work closely with all technical staff including clinical Technical Advisors, Market Shaping Advisors to help support high quality outcomes and technical integrity of the project.
    • Work with Monitoring and Evaluation (M&E) staff to generate and document data; b) conduct data analysis; c) document results to guide future implementation; and d) any necessary course corrections.
    • Ensure compliance with Unitaid operational policies and regulations

    Required Qualifications

    • Degree in medicine, public health or a related field
    • 10 years' experience in successfully implementing successful activities in areas such as maternal, newborn and child health, reproductive health, care and treatment and health systems strengthening
    • Understanding of the Kenya social and political context, and developments in the health sector
    • Expertise in research to practice—identifying best practices and adapting them to project realities
    • Previous experience working in Kenya, with intimate understanding of local health system and health systems strengthening, malaria care and treatment, and maternal, neonatal and child health care gaps and opportunities, and solid relationships at government agencies
    • Proven ability to steer at least 2 PPH project implementation successfully, as shown by results
    • Demonstrated programming, management and technical skills
    • Experience developing strategic and tactical plans in cooperation with others who represent a wide range of interests and needs
    • Proficiency in Microsoft Office
    • Fluent in written and spoken English
    • Proven expertise in providing technical assistance

    Knowledge: (functional or technical; i.e. federal legislation, finance, program planning, public healthcare standards, proposal writing, human resources practices, etc.)

    • Strong demonstrable programming, management and technical skills in MNH
    • Excellent verbal, written communications and presentation skills
    • Computer literacy, particularly in the use of MS word, Excel and PowerPoint
    • Familiarity with international donor policies and administrative procedures
    • A team player accustomed to building team capacity, delegating working teams and developing communities of learning among host-country partners and counterpart
    • Ability to travel nationally and internationally
    • Ability to work in a complex environment with multiple tasks, short deadlines and pressure to perform

    Abilities/Skills

    • Ability to coach, mentor and develop technical capacity in national programs and technical staff
    • Ability to work in a complex environment with multiple projects/tasks, short deadlines, competing deadlines and intense pressure to perform
    • Ability to interact with established networks of senior level international health professionals, donors, universities and other partners
    • Appreciation for socio-cultural differences in countries, preferably having lived and worked in one or more low resource settings
    • Awareness of, sensitivity to, and experience in working in multiple socio-economic settings and with multi-cultural staff and groups
    • Ability to develop productive working relationships with counterparts in other agencies and organizations nationally
    • Excellent skills in facilitation, team building and coordination
    • Experience managing a budget
    • Excellent verbal, written and presentation skills
    • Excellent interpersonal skills
