    Senior Technical Advisor

    Responsibilities

    • Co-lead, with the STA for the Young Africa Works in Kenya-TVET program, in the overall management of CICan Operations in Kenya
    • Provide technical oversight and input into the preparation of the Program Implementation Plan (PIP) and the program’s baseline study, both key deliverables in the program’s first year, along with annual work plans, semi-annual and technical reports, and annual budgets in accordance with GAC requirements
    • Assist in the preparation of the Project Implementation Plan (PIP), annual work plans, semi-annual, financial, and technical reports, and annual budgets in accordance with the overall budget allocated by Global Affairs Canada
    • Supervise the Kenya-based SPO, Gender Specialist and KBEST regional coordinators and provide direction and mentorship for other staff members
    • Support the implementation of institutional/thematic partnerships between Canadian and Kenyan TVET institutions
    • Support Canadian and Kenyan partners in finalizing and launching newly developed curricula
    • Support the KBEST procurement process and installation of equipment at Kenyan partner institutions
    • Contribute to the evaluation of the adequacy and effectiveness of the various partnerships between Canadian colleges/ institutes and Kenyan partner institutions, organizations and agencies
    • Manage the relationship with the Kenyan implementing partner responsible for the project’s scholarship component
    • Participate in and chair KBEST committees and sub-committees and meetings, as required, and manage relationships between Canadian and Kenyan partners
    • Ensure attention is paid to the full integration of gender equality across all project activities
    • Support the effective coordination of Gender, communications and Monitoring, Evaluation and Learning (MEL) staff and activities
    • Represent the project on relevant working groups
    • Act as project’s main point of contact with Canada’s High Commission to Kenya
    • Act as the project’s public representative of the project in Kenya
    • Participate in KBEST monitoring and evaluation and risk management assessments and propose measures for improvement to achieve and sustain results
    • Provide information as required by CICan and Global Affairs Canada
    • Perform other duties as may be assigned

    Reporting

    • The employee will work under the direction of the Manager of Operations. The employee is expected to work with a high degree of independence and autonomy.

    Minimum Requirements

    • Full fluency in English and Swahili
    • Kenyan citizen or legally permitted to work in Kenya. Note: CICan will not provide a work permit or sponsor individuals
    • At least Bachelor’s Degree in a related subject area (international development/cooperation, project management, business administration, or similar)
    • Demonstrated experience working with donor-funded international cooperation/development programs
    • Minimum 5 years’ experience with the Kenyan TVET system and stakeholders
    • Demonstrated experience supervising staff and managing teams
    • Knowledge of and experience with local economic development and market systems development, in particular related to the Blue Economy
    • Extensive experience in skills training or TVET in the public and/or private sector with expertise in such areas as teacher training, planning, competency-based curriculum development and leadership and management training
    • Practical experience working in partnership with industry and TVET at a systems level to build effective training solutions to meet industry needs
    • Practical experience with MEL in managing international development programs funded by donors, including developing theories of change, developing and revising results-based management (RBM) tools, mobile data collection, working with M&E systems, and developing and using various reporting frameworks
    • Experience working with community-based organizations and grassroots partners working in Kenya
    • Demonstrated experience applying gender equality concepts in an international development and/or education context
    • Strong experience working with budgets and with financial management
    • Demonstrated leadership and problem-solving capacity in cross-cultural settings and participatory management context
    • Strong writing, reporting and presentation skills
    • Demonstrated ability using Microsoft Office Suite, Web and Information and Communication Technologies (ICT) tools
    • Specific experience and/or education in the area of the Blue Economy or marine sciences an asset
