    Site Engineer

    ESSENTIAL DUTIES:

    1. Preventing any claim from the EPC Contractor linked to failure of performance of the Owner’s obligations in due time.
    2. Detecting any request (Operator, Authority, and Owner’s Engineer) that could open a ground to claim due to deviation to the EPC contract and to take step to mitigate such risk with the Site Manager as required.
    3. Coordinating the contractual management of the EPC through the Owner and Owner’s Engineer teams. This includes detecting and notifying the items that can be used against the EPC contractor to balance potential future claim and making sure (over the Project and at site) that sufficient records is taken around the elements that can be subject of claim from the EPC contractor, to facilitate the further related analysis and negotiation.
    4. Ensuring that our client’s O&M team is satisfied with the plant and has received all necessary documents and training for the operation of the power plant.
    5. Helping the site team to coordinate the establishment of the punch items lists with the involved entities (Operator and the Authority).
    6. He works in very close cooperation with the Construction Director who is the Contract Manager for the EPC Contract and helps him strongly in this role.

    In particular, the Site Engineer:

    • Monitors and supervises the design review with sight to:
    • Compliance to the review time.
    • Incorporation of Operator and GDC comments and inputs for the power plant. The Site Engineer is a key interface between these two parties and the Owner’s Engineer and the EPC Contractor.
    • Keeping organized records of the design review and of the agreements made with the Authority regarding any aspect of the Project.
    • Reviewing the compliance of the comments received from the Operator and from the Authority to the EPC Contract and negotiate them as required (under cover and if necessary, with the help of the Site Manager or Construction Director) to avoid any deviation to the EPC Contract in the comments,
    • Detecting any EPC contractor deviation to the EPC contract that shall be highlighted for further use.
    • Monitors and supervises the manufacturing process on base of the EPC Contractor reporting, of the Owner’s Engineer reporting and follow up the factory inspections and the factory acceptance test with objective to:
    • Monitoring the timing for the manufacturing on base of the EPC Contractor’s reports and of the Inspection and FAT report, to detect any deviation in the manufacturing schedule which could jeopardize the arrival of components at site.
    • Ensuring that the Authority is attending to all the FAT they want to.
    • Checking if any reported NCR can jeopardize the delivery of components to the site.
    • Monitors and supervises the transport of equipment to site, on base of the EPC Contractor reports and of direct permanent contact with the EPC Contractor’s representatives during the transport phase, with sight to:
    • Interfacing with the EPC Contractor and with the Insurer for the smooth delivery of insurance certificates at the time necessary for not jeopardizing the transport schedule. This includes recording the fulfilment of each party duties and reminders to insurance company as required for matching the timing objectives.
    • Interfacing with the EPC Contractor and with the Insurer for setting up on time the potential “pre-shipment” inspections by Insurer’s representative.
    • Interfacing with the EPC Contractor and the Insurer in case of transport accident, for making sure that no responsibility of the Owner can be put forward in case an insurance claim is not fully addressed.
    • Supporting the Construction Accountant with the tax exemption process steps (e.g. verifying the relevant documents submitted by the EPC Contractor are complete and obtained within the required time frame).
    • Liaising with the Site Manager and the Site team to capture all elements necessary to fulfil the key main responsibility. This covers:
    • Assistance to the site team to properly record all the elements necessary to balance the content of any claim. This includes the grounds for claim (for example adverse weather or running plant operational requirement where exact materiality must be recorded) and the consequences of any event for which the contractor can be entitled to claim (number of staff idle, equipment affected, time duration, etc.). o Assistance to the Site Manager to prevent any event consisting of a breach or a deviation of the EPC Contractor’s obligation under the EPC Contract or an advantage not foreseen in the contract that can be used to balance any discussion.

    Experience, Knowledge & Qualifications:

    • A background in engineering (BS/MS engineering degree or substantial equivalent technical training), preferably electrical or civil engineering.
    • Experience in power projects with an emphasis on project execution (construction & completion).
    • Experience in the development & construction of power generating facilities. Preference will be given to candidates who have participated to thermal projects.
    • Experience in EPC contract management, construction management, plant management, manufacturing, heavy industry, construction, or utilities.
