    Requirement for Appointment 

    • Interested candidates should have a minimum of a degree from a recognized University in the following fields: Accounting, Finance, Auditing, Economics, Risk Management or other related fields 
    • Have knowledge and experience of not less than seven (7) years in: Audit and or Financial Management/Accounting 
    • Be a citizen of Kenya 
    • Should possess strong interpersonal skills 
    • Have a good understanding of the County Assembly operations, Financial Management and reporting or Auditing 
    • Have a good understanding of the objects, principles and functions of the County Assembly 
    • Must be an affiliate of professional bodies’ e.g. ICPAK, ICPSK, ACFE, IIA or other relevant body 
    • Meet the requirements of Chapter Six of the Constitution of Kenya, 2010 
    • Have the requisite business and leadership skills and shall not be a political office holder 

    Responsibilities 

    • Set the agenda for each meeting with the Committee Members 
    • Provide oversight on risk management, controls and governance processes and Audit affairs of the County Assembly and make appropriate recommendations to the County Assembly regarding internal control and audit matters 
    • Follow up on the implementation of the of the recommendations of Internal and External Auditors 
    • Arrange for a periodic review of the effectiveness of the Audit Committee alongside its mandate 
    • Demonstrate independence and impartiality in decision making which accord with the legal constitutional and policy requirement 
    • Provide clarification to members on the audit committee’s responsibilities

    NOTE 

    • Members of Audit Committee shall serve on part-time basis for a period of three years 
    • The allowance payable to members of Audit Committee being a public Officer shall be as determined by Salaries and Remuneration Commission (SRC) 
    • The Chairperson of the Audit Committee shall be independent to the County government entities 
    • Members appointed to the Audit Committee shall not be past or present employees of the entity, and shall not have served as an employee or agent of any business organization which has carried out any business with the County Assembly in the last two years.

    Requirement for Appointment

    Internal Auditor II

    Duties and Responsibilities

    • Undertaking a variety of audit assignments relating to pre- audit of payments; 
    • Evaluation and review of internal control systems and report on any weaknesses;
    • Evaluating the effectiveness of existing financial regulations and establish the level of compliance in practice;

    Fiscal Analyst II

    Duties and Responsibilities

    Hansard Reporter II

    Duties and Responsibilities

    • Ensuring timely and accurate transcription; 
    • Undertaking independent verbatim reporting of county assembly proceedings and those of relevant committees/functions within or outside the county assembly; 
    • Handling queries relating to Hansard reporting; 
    • Preparing transcripts for editing;

    Duties and Responsibilities

    • Providing non-partisan professional research assistance and analysis to Members, Committees and staff of the County Assembly;

    • A thorough knowledge and understanding of the concepts and techniques of professional research, with particular emphasis on public policy analysis, ability to write, edit in a clear, concise and understandable manner; and
    • A Certificate in statistical packages for social sciences is an added advantage.

    Communication/Media Relations Officer II

    Duties and Responsibilities

    • Gathering and verifying information on topical issues within the mandate of the Assembly;
    • Editing and dispatching the information for dissemination to the public and media under the guidance of a senior officer;
    • Coordinating all public relations-related activities including publishing of brochures, handbooks, flyers etc.
    • Coordinating and receiving non-VIP visitors to the County Assembly;

    Administrative Officer II (Outreach & Citizen Engagement)

    Duties and Responsibilities

    • Assisting in coordination of county assembly’s outreach initiatives by providing communications, administrative, logistics or other support that is necessary to meet operational needs;
    • Implementing and ensuring dissemination of guidelines for best practice for outreach activities;
