Duties and Responsibilities
An officer at this level will be reporting to the Head, Human Resource Management. Specific duties and responsibilities will entail: - assisting in planning, organizing, administration and control of activities in Human Resource Management division; assisting in initiating formulation of Human Resource Management policies; initiating preparation of divisions strategic plans; assisting in Human Resource planning and succession management; analyzing staff performance and career progression and making appropriate recommendations; managing staff capacity development programmes; assisting in preparation of PE budgets; assisting in managing Performance Management Systems (PMS); managing County competency framework; assisting in ensuring correct interpretation and implementation of Human Resource Management policies, rules and regulations including those relating to pensions, salary administration, labour laws, leave, staff Collective Bargaining Agreement among others.; managing staff medical schemes, WIBA, Group Life Assurance, Group Personal Accident cover, and OSHA

Duties and Responsibilities
Duties and responsibilities will entail: ensuring service delivery in the area of jurisdiction; facilitating mobilization and ensuring prudent utilization of resources; developing programmes and projects to empower the community; facilitating citizen participation in the development of policies, plans and delivery of services in the area of jurisdiction; facilitating intra and inter-government relations and conflict resolutions; overseeing safe custody of government assets in the area of jurisdiction; ensuring compliance with legal, statutory and regulatory requirements in the area of jurisdiction; ensuring compliance with national values and principles of good governance; identifying development projects; disseminating information to the Public and providing linkage between the office and the community.

Duties and responsibilities at this level will entail: - Overseeing transport management; planning and coordinating office accommodation; facilitating meetings, conferences, and other special events; supervising provision of security and office services; supervising record management and messenger services within various departments; handling public concerns and issues; managing utilities and office accommodation; managing of premises, assets and insurance policies; facilitating citizen participation in development activities; handling occupational health and safety issues; facilitating mobilization of resources at the local level; collecting and collating data on development activities and disseminating information to the public

Duties and Responsibilities will entail:-writing and editing content; designing webpage layout; determining technical requirements; upgrades site by updating content and graphics; monitoring performance and results; identifying and evaluating improvement options; introducing new technology; maintaining links; creating responsive web site templates using HTML5, CSS3 and JavaScript from existing and new designs, for use with existing web systems; testing of design elements and site functions aimed at optimizing user experience and improving user engagement; training other team members as appropriate to increase front end development knowledge and skills across the team.

Duties and Responsibilities
An officer at this level may be deployed at the County Headquarters or in a Departmental Communications Office. Duties and responsibilities at this level will entail: collecting information features and documentaries of on-going programs and projects; gathering information on programs and significant events, editing stories on topical issues in a specific sectoral area, liaising with media practitioners and the public on issues of mutual concern, scheduling interviews with Government officials and managing assigned projects and programs under the guidance of the head of the Unit/Section.

For appointment to this grade, a candidate must have:-
Duties and Responsibilities
This will be the entry and training grade for Public Communications Officers. An Officer at this level will be deployed at the County Headquarters or at the Department to assist in Public Communication services. Duties and responsibilities will entail: collecting information features and documentaries of on-going programmes and projects; preparing media briefs; press release/statements and supplements; assisting in organizing county or departmental events; liaising with media practitioners

Duties and Responsibilities
Specific duties will include:-Oversee drafting and filing of legal documents in Registries; coordinate the filing of service of legal documents in courts of Law; undertake routine errands to public registries courts and other relevant offices and perform any other duties as may be assigned from time to time

For appointment to this grade, a candidate must have:-
Duties and Responsibilities
The Director will be reporting to the Chief Officer. Specific duties will include:- Developing and implementing policies, programmes, projects and laws on Roads, Public Works, Transport and Mechanical sectors; monitoring, evaluating and preparing status reports on programmes, projects and activities of the Division; providing technical advice on road planning, roads management, transport, and mechanical Unit; managing consultations with development partners, private sector, civil society groups and other stakeholders; ensuring effective integration of activities, timely and effective implementation of all projects; ensure timely and appropriate utilization of the budgeted project resources; preparing, implementing, monitoring and 8 reporting on implementation of strategic plans, budgets, performance management system and coordinating staff management and development.

For appointment to this grade, a candidate must:-
Be in possession of a Bachelor’s degree in Architecture or an equivalent and relevant qualification from a recognized institution.
Responsibilities
This is the entry and training grade for this cadre. An officer at this level will work under the guidance of an experienced Officer. Duties and Responsibilities will entail preparation of sketches/scheme designs and production of drawings; interpretation of clients' requirements and post contract administration.

Duties and responsibilities entail preparation of cost estimates, bills of quantities, monthly valuations on-site, site re-measurement and preparation of variation orders.

For appointment to this grade, a candidate must have: -
Duties and Responsibilities
This is the entry and training grade to this cadre. An officer at this level will work under the guidance of a senior officer. Duties and responsibilities at this level entail:- carrying out angular and distance measurements and computation for medium and high density topographical, general engineering, sub-divisional schemes, medium area cadastral and photo control surveys.

Responsibilities
This will be the entry and training grade for this cadre. An officer at this level will work under the supervision and guidance of a senior officer. Duties and responsibilities will entail:- preparing physical development plans; undertaking feasibility studies on physical, social, economic and environmental characteristics; implementing physical plans for national, regional, urban areas and cities; processing development applications; and maintaining physical planning records
