    Programme Adviser, Humanitarian Sexual and Reproductive Health and Rights, Programme Division (PD)

    Job Purpose:

    • Under the overall supervision of the Maternal and Newborn Health Team Leader, the incumbent will work closely with the Family Planning and Maternal and Newborn Health team leads and will collaborate with counterparts from other Programme Division branches (particularly Gender Human Rights and Inclusion Branch and  DDDB), Regional Technical Advisors and country office teams, as well as counterparts in Humanitarian Response Division (HRD) and the Supply Chain Management Unit (SCMU).
    • The incumbent will be responsible for leading and monitoring UNFPA Programme Division’s integration of SRHR across the humanitarian-development-peace (HDP) continuum in line with UNFPA’s Strategic Plan 2026-29. This includes, but is not limited to, developing guidance to support the integration of humanitarian preparedness into country programme documents and national preparedness plans; institutionalizing and monitoring implementation of MISP readiness assessments (MRA) and MRA Action Plan reviews; and working with countries and regions to ensure that effective and quality HDP continuum approaches are incorporated into USP - MNH Fund integrated workplans. S/he will work with countries to ensure continuation and scale-up of quality SRHR programming in post-acute (protracted or recovery) phases and integration into national programmes. As a key member of the USP team, s/he will provide leadership in strengthening the programme’s crisis prevention and response activities across the 54 USP countries. 
    • The incumbent will provide technical support and leadership to the development of strategies, guidance, and policy briefs related to SRHR in climate and other humanitarian crises, ensuring alignment with global norms and guidelines and will ensure documentation of best practices and lessons learned, fostering cross-regional and cross-sectoral knowledge sharing and learning on HDP continuum approaches. 
    • S/he will represent UNFPA Programme Division in internal and external fora related to SRHR and HDP-continuum approaches for SRHR, including with country and regional offices, implementing partners, UN agencies, governments, and donors.

    The incumbent will be responsible for:

    Strategic Leadership and Policy Guidance

    • Providing strategic direction and thought leadership to UNFPA’s Programme Division for the integration of quality comprehensive SRHR interventions, including FP, MNH, HIV and CAC across the HDP continuum;
    • Demonstrating leadership and advocating for UNFPA’s continued positioning as the UN’s lead agency for SRHR and SRH in Emergencies, through internal and inter-agency fora and with relevant partners.
    • Developing policy briefs and programming guidance documents and resources on issues relevant to comprehensive SRHR, including MNH, HIV and FP across the HDP continuum;
    • In close collaboration with Regional offices, supporting countries to integrate MISP preparedness, national preparedness plans, and humanitarian considerations into national SRHR policies.

    Technical and Programme Support

    • Lead the development and implementation of USP’s humanitarian strategy and action plan, ensuring that the programme capitalizes on its potential to strengthen humanitarian preparedness and response in acute and protracted crisis situations;
    • In collaboration with ITSO, developing and implementing a global database and tracking tool to monitor MISP readiness assessment (MRA) and action plan implementation improve preparedness for SRH commodities, supplies, and service delivery across UNFPA country offices;
    • Working with DDDB and humanitarian counterparts at global, regional and national levels, ensure that national and sub-national population data are updated and aligned with needs for humanitarian planning and response for SRH and GBV;
    • Working with DDDB and humanitarian counterparts at global, regional and national levels, strengthen data systems for SRH including maternal and newborn health, including MPDSR, in humanitarian and fragile settings;
    • Collaborating with SCMU and HRD to refine, coordinate, and streamline approaches to ensure the timely availability of life-saving commodities and supplies at the last mile during all phases of a crisis;
    • Collaborating with PD-GHRIB to strengthen SRH-GBV integration in Humanitarian-Development-Peace  (HDP) continuum approaches;
    • Liaising with the Humanitarian Results Manager to ensure alignment of Programme Division-SRHRBs HDP continuum strategies and approaches aligned with agency-wide humanitarian priorities under SP 2026-29 priorities and reporting on progress as required.

    Partnership, Advocacy, and Resource Mobilization

    • Actively engaging in advocacy and resource mobilization activities to advance UNFPA’s work in ensuring continuation of quality SRH commodities, supplies, and services across the HDP continuum;
    • Represent UNFPA in high-level inter-agency fora, coordination mechanisms (e.g., Global Health Cluster, IASC), and with donors on humanitarian SRHR issues, positioning UNFPA as the lead agency;
    • Cultivate and maintain strategic partnerships with UN agencies (WHO, UNHCR, UNICEF, OCHA), civil society organizations, donors, and academia to promote joint programming, advocacy, and resource mobilization for SRHR in emergencies;
    • Contribute to the formulation and execution of ambitious resource mobilization strategies, developing compelling proposals and high-quality donor reports on humanitarian SRHR results.

    Knowledge Management and Innovation

    • Lead the generation, management, and dissemination of evidence and best practices on effective humanitarian SRHR programming, including operational research and lessons learned;
    • Foster a culture of innovation by identifying and piloting new approaches (e.g., digital health, cash-based interventions) to overcome barriers to accessing SRHR services in volatile contexts.

    Any other duties:

    • Performs any other duties as may be directed by Family Planning team lead, the Maternal and Newborn Health team lead and/or the SRHR Branch Chief.

    Qualifications and Experience:

    Education: 

    • Advanced university degree in health with clinical qualifications or a Master’s degree in Public Health or related discipline.  Clinical experience is an added advantage.

    Knowledge and Experience:

    • Minimum 10 years progressive professional experience managing SRHR programmes in development and/or humanitarian contexts;
    • Extensive experience in ensuring quality SRHR programming and service delivery, in particular maternal and newborn health, contraceptive and family planning services, comprehensive abortion care, and clinical management of rape and intimate partner violence in humanitarian and development contexts;
    • Experience managing health teams with the ability to motivate and encourage staff;
    • Experience in training and capacity strengthening;
    • Excellent ability and flexibility to understand the cultural and political environment and demonstrated capacity to communicate and uphold UNFPA’s mandate and priorities in this context;
    • Experience leading initiatives, creating, and maintaining networks, and liaising with key stakeholders including donors;
    • Experience in resource mobilization;
    • Demonstrated ability to manage multiple priorities, deadlines, tasks efficiently with strong attention to detail;
    • Ability to work independently and collaborate as part of a team.

    Programme Specialist, Quality Assurance, P3, Nairobi, Quality Programming Branch, Programme Division

    Job Purpose:

    The main tasks and responsibilities of the Programme Specialist, Quality Assurance,  include: 

    • Develop, manage, revise, and implement organizational policies, procedures, guidelines, standards, and tools, including AI-powered tools, formats, assessment criteria, and rating methodologies, to support results planning, monitoring, reporting, and programme quality assurance, particularly those for the development, review, and approval of country programme documents and global and regional programmes, ensuring alignment with UNFPA strategic plan priorities and adherence to established guidelines and standards.
    • Develop guidelines, standards, and tools for results planning, monitoring and reporting, in particular, those related to quality programming, and facilitate corporate Strategic Dialogues and theory of change processes for programme strategic visioning and design;

    • Conduct critical quality analyses on results planning, monitoring and reporting of programmes, identifying gaps, bottlenecks, lessons learned, and best practices, promoting innovative tools, approaches, and strategies (such as programme costing, strategic interventions, and leveraging artificial intelligence analytical brainpower) to inform quality programming and executive decision-making, while also providing strategic analysis and technical advisory support to the Programme Division for engagement with the Executive Board on UNFPA programmes and related agenda items, including drafting remarks for approval of new programme documents and extensions.
    • Support the management and facilitation of strategic partnerships internally and at inter-agency levels related to the derivation, alignment, and sequencing of United Nations Sustainable Development Cooperation Frameworks and country programme documents, including facilitating coordination for Executive Board approval processes.
    • Support the roll-out of collaborative actions with field offices, including newer programme design initiatives

    Qualifications and Experience: 

    Education:  

    • Advanced university degree (master's or higher) in international relations, social sciences, international development, information management, data science, computer science, artificial intelligence, demography, public health, development studies, political science, sociology, or other related field.

    Knowledge and Experience: 

    • At least five years of relevant professional experience;
    • Job knowledge and expertise – the incumbent is expected to have in-depth knowledge of UNFPA mandate areas;
    • Professional experience in programme data management and quality assurance experience;
    • Demonstrated expertise in data management software, application of AI and digital solutions, and analytic skills;
    • Involvement in and understanding of UN intergovernmental and interagency systems would be an asset.

    Languages:

    Job purpose:

    The main tasks and responsibilities of the Programme Analyst, Quality Assurance include:

      Support coordination with other UNFPA offices on collaborative streams of work on key programming issues.

    Education:

    • Advanced university degree (master's or higher); preferably in international relations, social sciences, international development, information management, data science, computer science, artificial intelligence, demography, sociology, political science, development studies, public health, public policy, gender, law, human rights, and/or related disciplines. 

    Knowledge and experience:

    • At least two years of relevant experience, preferably in international development, public health, or other related fields; prior experience at regional or country level is an asset;
    • Experience in data management, statistical analysis and quality assurance;
    • Demonstrable  expertise in qualitative and quantitative data analysis; application of AI and digital solutions, monitoring and evaluation and organizational skills are a plus;

    Senior HR Business Partner, Client Services and Outreach Branch, Division for Human Resources

    Job Purpose:

    • The HR Business Partner (HRBP) is a key member of the global HR team and facilitates the identification and meeting of the Human Resource needs and objectives of the organization in the client area (Region/HQ) supporting the effective implementation of the Human Resources aspects of the UNFPA Strategic Plan. The HRBP maintains an effective level of business acumen and aligns HR initiatives and programs to support the clients’ business objectives. The HRBP manages the business-HR interface and guides client managers in applying HR policies and practices effectively and equitably, also invites them to contribute to development of policies and HR initiatives in support of new and evolving ways of doing business. The HRBP will ensure delivery of timely, client focused HR support in a spirit of partnership with the business. In close collaboration with the HR Programme manager, you will lead and coordinate the efficient, consistent implementation of key HR processes in the above Regions. You will strengthen the team's ability to provide value-adding advice to managers and staff regarding policy application in all areas of Human Resources.
    • You will supervise a team of Human Resources Specialists and Assistants who support managers and staff based in the field. Together with the Deputy Director, Client Services the Regional HR Business Partner will be responsible for ensuring that the delivery of HR services globally meets clients' expectations with regard to efficiency and consistency. The position is a rotational and roster post.
    • The HRBP works with Client managers, including Directors and Representatives or equivalent level, and staff at all levels in the country offices and in New York, and participates in Regional/Division leadership/management teams. You will also work closely with other DHR Units, Legal, Staff Association, the Ombuds Office, and the Ethics Office, as well as other relevant networks within the UN system and other major international organizations to find synergies, benchmark and promote the progress in modernizing HR policies and practices.

    You would be responsible for:

    Policy Advice:

    • Serve as the lead interlocutor with the Policy Adviser on compelling business cases for new or revised policies, based on consultation with, guidance to, and/or feedback from, other HR Business Partners;
    • Advise staff and managers on HR policies, guidelines, and practices;
    • Provide quality advice to develop innovative HR approaches and solutions to complex problems;
    • Manage the implementation of HR policies and practices by managers, HR Focal Points and other non-HR staff involved in implementation of HR policies and processes at the local level providing timely technical advice, guidance, follow-up and training as appropriate.

    Performance and Staff Development:

    • As a senior member of the DHR Team provides strategic advice on performance management and career development systems to HR Programmes.
    • Manage the implementation of all corporate talent management programmes, while ensuring local relevance (performance, talent reviews, succession, global mobility, staff development) and initiatives in the client area working closely with the Specialists in the HR Programmes Unit;
    • In collaboration with the Programmes Unit, support leadership in strengthening the links between individual performance and delivery of strategic priorities, and effective management of under-performance; advise staff on career development, and support client managers in continuously building up and developing their people management capabilities;
    • Take the lead in identifying, assessing and resolving issues, problems, and conflicts at the Regional and CO levels, including guidance on informal and formal avenues of conflict management;
    • In collaboration with the Directorate, provide support on identifying and managing complex cases (e.g. performance, health, medevac and separations);
    • Work directly with staff members in at the regional and country offices on skill/learning needs assessments, and contribute to design and implementation of customized learning interventions;
    • Working closely with the Programme Unit and the regional / Divisional Learning Focal Points ensure strategic regional learning needs are met.

    Organizational Effectiveness/Business Consulting:

    • As a senior member of the DHR Team, participate in and coordinate corporate level, organizational-wide HR initiatives, pilot programs, workshops, training sessions, etc. as determined by the Deputy HR Director or the HR Director.
    • Lead the development and implementation of talent management programmes, in consultation with the Programmes Unit, while ensuring local relevance (performance, talent reviews, succession, global mobility, staff development) and initiatives in the client area working closely with the Specialists in the HR Programmes Unit;
    • Advise and support in the design and implementation of interventions to support organizational effectiveness and high performing teams;
    • Participate as a team member on HR projects, working groups, task forces, etc. in the client area and/or at corporate level;
    • Provide guidance to client units on the review of GSS feedback, related action planning, implementation and follow-up;
    • Act as member of the UNFPA/PSD Internal Consulting Group (ICG), drive organizational development across the organization by advising management on change processes and developing HR related initiatives to facilitate change, liaising with relevant stakeholders both in DHR and in the client system;
    • Support Country Offices in the transition to new modes of engagement as required to deliver on the Country Programme. This may include assessment, realignment/shifts in staffing patterns, skills profiles and/or organizational structures;
    • Undertake assessment and realignment of other business units as needed;
    • Act as an integral member of the Regional Office Leadership Team, providing input on workforce planning, staffing trends and needs, implementation of HR initiatives/programmes and current people issues/solutions.

    Planning and Analytics, and Workforce Management:

    • As a senior member of the DHR Team participate in HR Corporate Initiatives providing technical leadership on workforce planning, staffing trends and needs, implementation of corporate HR initiatives/programmes, development of local HR initiatives and leading open discussions on current people issues and possible solutions;
    • Proactive use of HR analytics to understand the staffing trends in the client area;
    • Advise and assist managers in analyzing staffing needs, taking into account existing and anticipated work requirements and institutional goals/objectives;
    • Contribute to the development and implementation of the Annual Regional or Divisional HR Plan (e.g. workforce analysis, recruitment, staff performance, staff development, career development and succession) in consultation with key stakeholders in the client area as well as in DHR to support the delivery of UNFPA’s People Strategy.

    Recruitment and Staffing:

    • Manage all recruitment activities and administration of national and international staff, including high level national posts at Country level, in the client area and provide advisory services as required;
    • Oversee and provide guidance to Country Offices, as need, staffing matters;
    • Manage recruitment and administration of national and international Individual Consultants (ICs), and provide quarterly reports;
    • Provide guidance and facilitate the induction, orientation, and integration of new staff members in the client area as needed; ensure staff exit interviews are conducted;
    • Work with UNDP BES Team, local and HQ, on HR administrative matters.

    Humanitarian Capacity and Capability:

    Working closely with the DHR Humanitarian Unit to:

    • Assist in cases of humanitarian and medical emergencies, in collaboration with the Humanitarian Office and DHR Humanitarian Unit, DHR/Duty of Care, Security, and other relevant interagency counterparts;
    • Manage the provision of timely support to countries under fast track. Assist in talent acquisition for urgent humanitarian/other situations not in fast track countries requiring rapid response;
    • Support capability development efforts on humanitarian response.

    Knowledge building and knowledge sharing:

    • As a senior member of the DHR Team actively facilitate sharing of business knowledge and capacity building related to the evolving business operations and responses in DHR;
    • Contribute to the relevant networks within the UN system and other major international organizations, representing DHR, as assigned, to find synergies, benchmark and promote the progress in modernizing HR policies and practices within the UN system, including recommendations to UNFPA/DHR.
    • Facilitate knowledge building and knowledge sharing in the client area (Region/Division) through active participation in the HR Business Partners community of practice.
    • Contribute to building awareness and understanding of HR policies through knowledge sharing across the Region;
    • Provide oversight and guidance to staff/team members supervised.
    • Serve as OIC as required for the Client Services and Outreach Branch (CSOB) and perform any other duties as may be required by the Deputy HR Director or the HR Director.

    Qualifications and Experience: 

    Education:  

    • Master’s degree in Human Resources, Business Administration, Public Administration, Organizational Development or related discipline.

    Knowledge and Experience: 

    • Ten (10) years of progressively relevant experience in HR management of which five (5) years at international level and five (5) years in a similar role are required;
    • Experience in a supervisory/managerial role is required;
    • Mastery of modern concepts and approaches in the field of Human Resources;
    • Proven ability to deliver effective solutions to complex HR challenges in a multicultural environment;
    • Strategic mindset coupled with strong analytical skills and a proven ability to handle big picture perspectives, as well as day to day operational matters;
    • Excellent organizational, multi-tasking and project management skills;
    • Ability to handle confidential information and gain trust;
    • Strong communication, collaboration and team skills;
    • Field experience is an asset;
    • Experience with international development/humanitarian organization, multilaterals or INGO’s is an asset;
