    Climate Analyst

    • The Climate Analyst supports the integration of climate forecasts into IRC existing suite of crisis analysis products (annual Emergency Watchlist, risk monitoring & emergency classifications). The Climate Analysis will be working within the Global Crisis Analysis team within the Emergencies and Humanitarian Action Unit (EHAU) and working closely with the Anticipatory Action Specialist (ERD), and Climate Advisors. The role involves liaising closely with Country Programs & Regions to interpret and action the forecasts that the analyst produces. A significant focus of the position is to ensure regular and timely production of reports. This is also a new role so its responsibilities may evolve as we build greater understanding of IRC needs in this area.

    Conduct Regular Climate Analysis

    • Review monthly forecasts from Columbia University International Research Institute for Climate and Society (IRI) to identify critical time periods based on livelihood calendars for regions where IRC has on-going programming.
    • Identify countries at high risk of above or below average rainfall (i.e. at risk of flood or drought), particularly where this could impact existing IRC country programs and/or may increase needs in a place aligned with IRC entry criteria.
    • Produce & disseminate clear & concise regular analysis identifying at risk Country Programs.
    • Explore options for automating monthly forecast analysis & reporting.
    • Flood Risk Analysis & Forecasting: in counties identified as being at high risk of a specific, forecast high rainfall event.
    • Run flood forecasts and disseminate reports as frequently as required during periods of heightened risk.
    • Drought Risk Analysis & Mapping: in counties identified as being at high risk of a specific, forecast low rainfall event.
    • Map historical drought extent & frequency
    • Run regular precipitation analysis based on CHIRPS data (or similar source)

    Engage colleagues to ensure they understand the climate analysis and support them to apply it to their work:

    • Host monthly call with Deputy Director of Programs (DDP) of climate hot-spot countries & Regional Emergency Directors (RED) to discuss monthly forecast and implications for utilization of established Crisis Modifiers, initiating Anticipatory Action / Early Action & preparing for a Humanitarian Response
    • Host regular call with Country Program Emergency Response Coordinator & Regional Emergency Director to discuss implications of flood and precipitation forecasts

    Collaborate With GCA, Wider Technical Excellence Team And External Partners To Build The IRC’s Expertise On The Intersection Of Climate And Other Crisis Risks

    • Contribute climate analysis to IRC annual Emergency Watchlist.
    • Support integration of climate risks to the Global Crisis Analysis team’s ongoing risk work and development of the risk radar.
    • Support relevant updates to the IRC’s Emergency Classification System and explore possible connections between the IRC’s Emergency Classification System and anticipatory action work.
    • The GCA team maintains the IRC's Emergency Classification system, which is a critical first step in all IRC emergency responses. Most classification requests are handled during working hours by other members of the team, but all team members participate in a roster system to share responsibility for handling classification requests at weekends. The Climate Analyst may, very occasionally, be involved in processing and issuing a classification at weekends where this is crucial to ensure a timely response to a new emergency.
    • Explore potential for automating CHIRPS analysis & integration with Household Economy Analysis (HEA) in collaboration with IRC’s Anticipatory Action Specialist
    • Explore potential for strategic partnership with IRI, or other similar institutions and organizations, such as GLOFAS or other NGOs.

    Minimum Technical Requirements: experience with at least 3 of the following technical areas and interesting in learning

    • Experience with climate forecast (e.g. IRI)
    • Experience with GIS tools & analysis (e.g. QGIS).
    • Experience with flood forecasting (e.g. GLOFAS)
    • Experience with Google Earth Engine, in particular for:
    • Surface water mapping
    • Precipitation time series analysis and short-term (CHIRPS)
    • Flood mapping using SAR imagery
    • Drought mapping usings long-term MODIS NDVI

    Minimum Professional Requirements

    Violence Prevention and Response Regional Lead, Asia

    Job Overview

    • Violence Prevention and Response (VPR) Asia Regional Lead provides coherence and direction to the provision of technical support for Women’s Protection and Empowerment, Child Protection, and Protection - Rule of Law in Asia. As a member of both the regional team and the technical unit senior management team, the VPR Asia Regional Lead has accountability for technical quality and responsibility for assuring the advice from Technical Advisors is taken into appropriate action by the country office.
    • The VPR Asia Regional Lead will lead a highly effective, strategic violence prevention and response regional team to ensure the Asia Region has high quality, sound technical support needed to deliver on global program goals and effectively serve our clients. The role will serve as a functional leader, advisor, and a thought partner to both TU leadership and Regional leadership, with a particular focus on leading the operationalization of the Safety strategy in Asia, multi-sector and sub-sector program integration, mainstreaming of Gender Equality, Diversity, and Inclusion across programming, evidence-based design, business development, and quality assurance for high-impact and scale strategic projects. The VPR Asia Regional Lead will coordinate across individuals and projects, ensuring clear priorities are set and communicated, and navigating the challenges inherent in being an advisory function.     Major Responsibilities
    Functional Leadership, Coordination and Implementation Support:

In collaboration with the DRD, Regional and CRRD HQ P&C, and Global Practice Leads, plan and implement professional development for staff ensuring targeted learning.

    Program Design and Business Development

    • Provide technical leadership and oversight to region-led (multi-country) business development, as well as particularly large single-country opportunities, together with the Technical Advisors, Global Practice Leads and others as relevant.
    • Support and promote technical and programmatic innovation in the region, based on technically-sound and contextually grounded creativity and/or insights.
    • Collaborate with other technical area Regional Leads and Technical Advisors to promote regional uptake of solutions that are proven to increase scale and deepen impact, with close attention to where integrated programming would multiply efficacy and efficiency.
    • Work with DRD, Director of Awards Management and DDPs for country programs to understand the region’s donors for the protection sectors, the donors’ priorities in the region, and the regional funding priorities of Country Programs for the Safety Outcomes
    • Support regional donor engagement to deepen donor understanding of IRC’s work the region, strategically foster and develop new donor relationships in close coordination with the regional team, and support the development of regional business development opportunities.

    Environmental Health Global Practice Lead

    Job Overview

    • The Global Practice Lead, Environmental Health is the organizational leader for Environmental Health for the Crisis Response, Recovery and Development (CRRD) department and is a core member of the Health Unit’s Leadership Team. They are responsible for devising and leading strategies to raise the quality, impact, and scale of IRC’s Environmental Health programming.
    • The Global Practice Lead in Environmental Health will ensure the scope, quality and relevance of global technical standards, including the generation and promotion of evidence in their technical area. Global Practice Lead will closely collaborate with Regional Leads , EH Technical Advisors, and Technical Coordinators in promoting technical best practice in CRRD programming. They will facilitate Technical Unit-led and high impact strategic business development by providing excellent technical insights and developing and maintaining strategic relationships and networks. In line with the Health strategy, the Global Practice Lead will lead strategic planning for the environmental health practice area. The Global Practice Lead, Environmental Health reports into the Senior Director, Health Unit and may manage highly specialized experts/specialists colleagues to generate global evidence and best practice as their portfolio requires.
    • The EH lead is responsible for establishing a center of excellence on water and coordinate the Health Unit efforts on addressing climate change in health programming.

    Major Responsibilities
    Strategy, Program Design and Business Development

    • Act as the organizational leader for CRRD in Environmental health internally and externally
    • Lead strategic direction and delivery planning for Environmental Health in line with the organizational global strategy (both S100 and Health Strategy)
    • Lead the development of sustainable and scalable water solutions, mitigating the impacts of climate change on water security and human health.
    • Responsible for identifying global areas of programmatic risk in EH and elevating issues to Regional Leads and Health Unit leadership.

    Job Overview

    • Health Unit East Africa Regional Lead provides coherence and direction to the provision of technical support for Health Unit in the East Africa Region. As a member of both the regional team and the technical unit Leadership team, the Regional Lead has accountability for technical quality and responsibility for assuring the advice from Technical Advisors is taken into appropriate action by the country office.

    Regional Finance Director

    Scope of work

    • As a member of both the Global Finance Team and the Regional Leadership Team, the Regional Finance Director provides the leadership and management necessary to ensure that the organization has the appropriate financial infrastructure and systems in place at the country programs to support the strategic vision and mission of the organization. S/he will contribute to the development of the country programs strategic and operational plans and be accountable for ensuring and monitoring delivery against the financial plans through targeted and comprehensive financial analytical review. The Director is responsible for overseeing the financial and accounting management of the country programs and regional office within an assigned region. Emphasis will be placed on maintaining financial management practices and systems that are compliant with US and local laws across the Central Africa region, as well as donor requirements but are also conducive to effective implementation of country programs.
    • As Regional Finance Director, s/he will have responsibility for all aspects of strategic and operational finance across the region, acting as the principal finance business partner to the Regional VP, as well as conforming to IRCs financial control environment and CFO standards and objectives.
    • Based in Nairobi, Kenya, the Regional Finance Director will have dual reporting to the VP Program Finance and the Regional VP. S/he will work closely with the field-based Deputy Directors, Finance, Country Directors, as well as regional counterparts in AMU, GSC, HR, IT and other functional departments.

    Key Areas Of Accountability
    Strategic Planning & Analysis

    • Provide financial information which supports the Regional VP in making business decisions in line with IRC, Regional & Country Program strategies.
    • Provide analysis on the overall financial health of the country programs to the RVPs and HQ Finance and collaborate across the regional teams and with country programs on corrective actions and support plans.
    • Contribute and provide feedback to the development of Country Programs Strategic Annual Plans and annual operating budgets.

    Financial Management Oversight

    • Provide high quality financial and accounting support to IRC to ensure:
    • Country Programs provide accurate and timely recording of accounting transactions.
    • Country Programs financial controls are in place and adhered to
    • Country Programs comply with IRCs financial standards.
    • Regional team has visibility on financial health of country programs.
    • Prepare and review internal financial reports and ensure that management at headquarters and the regional and country office level are kept abreast of financial related issues of the country programs.
    • Provide technical guidance and support as requested by the country offices.
    • Ensure timely dissemination of new initiatives and polices to the field and monitoring of implementation.
    • Develop an expertise and maintain current on the rules and regulations of all donors and provide guidance in the area of donor compliance.

    Financial Systems & Business Process Improvement

    • Contribute to discussions on financial policy issues including the maintenance and development of the International Finance Manual.
    • Serve as Integra Super user and support the roll-out of the new system which will include training and technical support.

    Regional Finance Support and Risk Mitigation

    • Conduct periodic support visits to the country programs following an approved scope of work.
    • Review non-USG final financial reports, and European donor financial reports prior to submission to either the donor, IRC Germany or IRC-UK.
    • Respond to ad hoc requests.
    • Monthly Reviews of the financial health and risk identification shared with the Regional VP and VP Finance Programs for action.
    • Proactively identify potential risks and develop mitigation strategies in conjunction with the Regional VP.
    • Internal/External Audit closure and corrective action plan development and tracking
    • Attend all audit opening and exit meetings for audits conducted in region.
    • Perform the final financial review of the proposal document prior to approval and submission to the donor.
    • Participate in regional SMT with strategic thinking, risk analysis and other engagement as needed.

    People Management

    • Contribute to establishing and strengthening capacity, systems and processes at the country level directly or through direct reports.

    Requirements

    • Bachelor’s degree in accounting or finance - Master’s Degree, CPA or equivalent experience a plus.
    • Minimum five years progressive finance/accounting experience in the non-profit sector.
    • Previous work experience in a multi-cultural international environment abroad is highly desirable.
    • Demonstrated familiarity with GAAP and proven general knowledge of Fund Accounting.
    • Previous work experience with a major general ledger software package – experience with MS D365 preferred.
