    Finance Officer

    DUTIES & RESPONSIBILITIES

    Reporting to the Finance Manager and based in Nairobi, duties and responsibilities of the Finance Officer shall include but not be limited to;
    Finance

    • Maintain the organization’s financial integrity, prepare all financial reports efficiently and in accordance with International Financial Reporting Standards, International Accounting Standards, and other relevant donor requirements. 
    • In consultation with the Finance Manager (FM) regularly review and implement budgets and take part in resource mobilization activities based on the Resource Mobilization Guide and Strategic Plan. 
    • Ensure that accounts payable and receivable are up to date by adhering to the set payment cycle timelines.
    • Ensure that the organization procurement policy is adhered to by assisting in checking on compliance of documentation for payment. Prepare all vouchers (disbursement, receipt, and general journal vouchers) for expenditures and ensure that expenses are reasonable, allowable, and allocable to the specific program(s). 
    • Support finance to Produce budget projections, analysis, and reports for review and action by the Finance manager. Coordinate all audits within the organization and coordinate financial and contractual requirements for grants to local organizations and technical services provided to the program(s).

    General Compliance

    • Read, understand, and ensure compliance with organization policies, read understand and ensure application of key resource materials for staff
    • Uphold and ensure compliance with the organization’s core values in dealings with staff and partners
    • Ensure user compliance and adherence to SharePoint workflows and OneDrive.

    Data Management

    • Maintain financial and accounting documentation, literature, forms, data, and databases in a manner that is secure (especially where data is confidential), and conducive to the efficient retrieval and revision of content
    • Ensure that financial and accounting data is managed, stored, and destroyed in compliance with the requirements of data management, legal, regulatory, and financial standards.

    Administration

    • Prepare, present, and submit quality and timely weekly plans, quarterly and annual reports of the work relating to your work
    • Coordinate and participate in weekly, quarterly, and annual planning meetings as organized.
    • Any other duties and responsibilities as may be assigned by the Finance Manager from time to time.

    EDUCATION SKILLS & COMPETENCIES DESIRED

    • A Bachelor’s Degree in Finance, Accounting, Economics, Commerce or any other relevant field;
    • At least three (3) years of experience in a finance and or accounting function within the NGO environment with demonstrable experience in managing a diverse range of stakeholders within an organization
    • CPA qualifications
    • Hands-on experience with accounting software packages like QuickBooks
    • Good knowledge of basic accounting procedures
    • Good understanding of Generally Accepted Accounting Principles (GAAP)
    • Must be in good standing membership with ICPAK
    • Advanced understanding of Microsoft Office365 applications
    • Deep understanding of Finance & Administration organizations and models
    • Good knowledge of basic accounting procedures
    • Good understanding of Generally Accepted Accounting Principles (GAAP)
    • Familiarity with financial accounting statements
    • Experience with general ledger functions and the month-end/year-end close process
    • Hands-on experience with accounting software packages, preferably QuickBooks
    • Advanced MS Excel skills including Vlookups and pivot tables 
    • Outstanding analytical, critical thinking, and problem-solving skills
    • Good stakeholder management experience
    • Good interpersonal, communication and presentation skills with a good focus on organization, and enhanced multitasking abilities
    • Excellent organizational skills, with emphasis on priorities and goal setting
    • Ability to communicate information, whether technical or non-technical to staff members and customers, in a clear and concise manner
    • High level of integrity, confidentiality, trust, and dependability with a strong sense of urgency

    Expression of Interest to Develop a Shadow Report on the State of Tb and Human Rights in Kenya Using the Results of the Legal and Human Rights Scorecard as Well as Reported Issues on the One Impact Platform

    PURPOSE OF THE CONSULTANCY

    • This consultancy is constituted under the Stop TB Partnership Challenge Facility for Civil Society Grant Round 11 project titled, “Strengthening the TB response in Kenya through participatory community led monitoring for accountability in TB and human rights. The main purpose of the consultancy is to develop a shadow report on the state of TB and Human Rights in Kenya using the results of the Legal and Human Rights scorecard as well as reported issues on the One Impact Platform.

    CONSULTANCY OBJECTIVES

    The specific objectives of this consultancy are to: 

    • To analyze the results of the legal and human rights score card and reported issues on the One Impact Platform
    • To develop a shadow report.

    SCOPE OF WORK AND MAIN TASKS

    The Consultant shall be required to;

    • Participate in an inception meeting and prepare an inception report detailing the methodology to be employed and the work plan. 
    • Finalize a jointly agreed work plan and map out timelines for activities. 
    • Develop a template for the final report.
    • Conduct research and develop a draft report.
    • Participate in a report validation meeting.
    • Incorporate comments by the client and other stakeholders; and
    • Develop a final report highlighting findings. 

    KEY DELIVERABLES

    The Consultant will complete and submit a draft inception report in soft copy, a draft work plan therein. The Consultant will finalize the report in line with the comments/suggestions of the client. The key deliverables for the assessment are as follows; 

    • Inception report, prepared after an inception meeting, detailing the general understanding of the assignment, approach, work plan, budget, and deliverables. 
    • Final work plan with timelines as agreed on with the client. 
    • Develop a results and resources framework for the plan period.
    • Conduct comprehensive data analysis and research.
    • Develop a draft and final report highlighting findings; and
    • Finalize and submit the final report.

    PROPOSED METHODOLOGY

    • The proposed research will employ desktop research and a comparative analysis of findings through secondary data sources.

    TIMEFRAME

    • The assignment should be completed within 10 days of signing the Agreement. The consultant will be engaged for a period of 10 consultancy days in accordance with the work plan. 8 days shall be dedicated to the data analysis of the results of the Scorecard as well as reported issues on the One Impact Platform, comparative analysis and development of the draft report and submission and review of the first draft. 2 days will be dedicated to finalization of the assignment.

    CLIENT ROLE

    • Our Client shall provide overall supervisory support for the assignment and administrative support in relation to the validation meeting. These roles shall be further defined at the inception meeting.

    DESIRED COMPETENCIES 

    • Minimum of 7 years of relevant experience is required developing shadow reports
    • Post-graduate qualification in Law, public health, or related discipline.
    • Knowledge of human rights-TB response.
    • Knowledge of national, regional, and international legal frameworks in TB response.
    • Experience conducting Community, Rights and Gender (CRG) assessments.
    • Knowledge of TB care, management, treatment in Kenya, regionally and internationally.
    • Excellent and proven experience using Community Led Monitoring approaches grounded in empowering communities to actively participate in TB care towards enhancing the quality, accessibility, and effectiveness of healthcare services.
    • Demonstrate strong data analysis skills, specifically in interpreting and synthesizing reports from digital tools. 
    • Proficiency in translating data insights into actionable recommendations.
    • Excellent and proven research experience in the development of similar literature.
    • Ability to produce high-quality output in a timely manner while understanding and anticipating the evolving client needs.
    • Strong organizational skills; and 
    • Ability to work independently and produce high-quality output
    • Excellent written and spoken English.
