    Urban and Territorial Policy Expert

    • The consultant will provide expertise to PLGS in (A) National Urban Policy, programme management and implementation, program proposals, projects initiatives and processes, (B) Urban-Rural Linkages, organizing and facilitating collaboration, events, relevant documents and publications towards implementation of Urban-Rural Linkages: Guiding Principles and associated areas of work, where necessary.

    Selected Responsibilities/Activities 

    National Urban Policies

    • In order to advance the PLGS work of the National Urban Policy (NUP) programme, the consultant will contribute to the management and facilitation of NUP projects, especially in the implementation of NUP programme through generation and management of knowledge, data and background on Policy, Legislation and Governance, aligned with Strategic Plan and Flagship Programmes. The consultant will also support and liaise with Korean counterparts, including the Ministry of Land, Infrastructure and Transport (MOLIT) among others.

    For this area of work, the specific tasks of the consultant will include:

    • Facilitation and organization of the implementation of Korea National Urban Policy Programme (NUPP) Phase Two: Scaling up People-centred Smart Cities Through National Urban Policies”.
    • Development of a comprehensive monitoring tool for Korea NUPP Phase 2 implementation.
    • Provision of a project-related review and administration document to inform the donor about the project's execution status.
    • Organization and facilitation of donor meeting for the programme implementation, and documentations of relative activities.
    • Organization of demonstration projects in phase one countries (I.R. Iran, Myanmar and Niger State) including conceptualization, identification, plan and implementation.
    • Preparation materials of international Expert Group Meeting, to be executed by 2025, on innovation in National Urban Policy (tentative).
    • Development of supporting materials to facilitate collaboration with in-house partners.
    • Organization of webinar on regional comparison of the National Urban policy (NUP) process in different regions, including Korea NUPP participating countries and Francophone countries
    • Provision of project documentation materials for the advancement of Korean NUPP Phase Two and its donor reporting
    • Finalization of draft, review, collective process and consultation for the Korea NUPP Phase 2 first annual report.
    • Provision of advising materials in collaboration with partners to support the implementation of related programme activities and feed the Korea NUPP Phase II Work Plan.
    • Contribution to the edition, review and layout of documents related to the Korea NUPP Phase Two. 

    Urban-Rural Linkages

    • In order to advance the PLGS’ Urban-Rural Linkages (URL) programme, the consultant will work on the management and operation of selected URL programme, developing framework, programme and document and providing technical support to partners. 

    For this area of work, the specific tasks of the consultant will include:

    • Contribution to the collaboration with URL partners and stakeholders and the advancement of URL programme portfolio
    • Advancement and management of URL collaboration evaluation matrix with external partners
    • Development and dissemination of communication materials of URL to expand partnership 
    • Development of analysis template/matrix and co-development of the data and information analysis from the Value chain management between urban and rural areas: Optimizing the potential of intermediary cities for better food security and territorial cohesion
    • Preparation of a background paper to advance URL programme portfolio
    • Development of a draft concept note for resource mobilisation for URL
    • Provision of advisory documents and tools to support URL collaboration with partners to feed into URL programme roadmap and CN for 2023-2024
    • Initiation of preparation process for the 4th Compendium of inspiring practices on urban-rural linkages
    • Provision of technical materials for the Call for case studies for the 4th Compendium of inspiring practices on urban-rural linkages

    Other tasks within the Section:

    • Preparation of materials on Urban Corridor Development to propose strategies for future implementation and sharing in Member States
    • The impact story of the Urban Corridor Development Studies in Cameroon to be presented during the PLGS Community of Practices on Integrated Development Plan 
    • Monitoring and evaluation of the progress in the implementation of the Dibamba river corridor project
    • Preparation of workshops/events and give inputs to the following types of documentation for the Section: concept notes, project proposals, reports, background papers, including awareness materials, technical tools, case studies, etc. 

    SUPERVISION

    • The consultant will be part of, and work with the Policy, Legislation and Governance Section (PLGS) team located in UN-Habitat, reporting to the Chief of PLGS and the Coordinator of the Urban Practices Branch (UPB).

    Qualifications/special skills

    • Degree level: Advanced University Degree (Master’s degree) in sustainable urbanization related disciplines: Urban Planning, Urban Management, Urban Policy, Urban Design, Architecture.
    • At least Three (3) years of work experience in urban or territorial/regional planning and design, urban-rural linkages, urban policy or governance, assessment related work, or related fields.
    • Experience in operational activities and research and/or policy development work related to formulation and implementation of urban policies is required.
    • Experience in international organizations and knowledge of UN activities and its current programmes would be an asset.
    • The applicant must have excellent communication, graphical and technical writing skills and be capable of working in a multicultural environment.

    Languages

    • Language(s): He/she must be fluent in both spoken and written English. Korean language is required for this post. Knowledge of other languages is an asset.

    Data Analysis Assistant – GS-5

    • The Data Analysis Assistant carries ou this/her functions under the direct supervision of the Programme Management Officer, Planning Finance and Economy Section, Urban Practices Branch. The Urban Practices Branch supports countries in developing urban planning methods and systems that address current urbanization challenges. It promotes urban planning approaches to address rapid urban growth and urban transformation processes in countries with rapid urbanization and where cities face a backlog of services and housing.  

    Responsibilities: Within delegated authority, Data Analysis Assistants will be responsible for the following duties: (These duties are generic and may not be carried by all Data Analysis Assistants.)

    • Assists with maintaining an inventory of organizational needs and requirements, and assists with reports and communication
    • Assists with process improvement mechanisms
    • Assists with data acquisition and data cleansing
    • Assists in maintaining databases, with data collection efforts, create statistics
    • Assists with the identification and analysis of patterns in data using standard techniques
    • Assists with the preparation of data sets and responds to queries; and maintains/updates web pages.
    • Performs other duties as assigned.

    Qualifications/special skills

    • Academic Qualification: High school diploma or equivalent is required. Technical or vocational certificate in Data Analysis, Data Science or related learning credential is essential. Project Management certification in Prince2 or PMP is required
    • Work Experience: At least 5 years of experience in data science, data analytics, applied mathematics, information management or related areas is required. Experience in Advance Excel and PowerPoint is required

    Languages

    • English and French are the working languages of the United Nations Secretariat. For the post advertised, fluency in oral and written English is required.

    Local Urban Planning Consultant – Naryn, Kyrgyzstan

    REPORTING AND COMMUNICATION

    • The consultant will be hired under the overall supervision of the Head of the Urban Lab. The consultant will report to the Project Manager for Naryn in the Urban Lab according to the activities need. The consultant is expected to continuously liaise and coordinate with the Urban Lab, and a minimum of one follow-up calls a week will take place to discuss the activities development at the country level. The activities developed by the consultant, including meetings and communications with local stakeholders at the country and city level, will be discussed and agreed in advance with the Project Manager in the Urban Lab.

    DUTIES AND RESPONSIBILITIES
    Under the overall supervision of the Chief of the Planning, Finance and Economy Section, the Urban Lab manager, in coordination with the UN-Habitat Regional Offices and in close collaboration with UN- Habitat thematic Sections, the incumbent of the post will have to fulfill the following duties and responsibilities:

    • Provide technical support to the project team with stakeholder engagement and communication.
    • Facilitate the communication between stakeholders and overcome potential linguistic barriers.
    • Keep informed and communicate changes (in national, regional, and local regulation/planning) with the project team, that might impact the project activities and outputs.
    • Provide technical support to city authorities with policy recommendations.
    • Provide technical input to prepare sustainable urban plans.
    • Provide technical support to the project team to collect accurate data from city authorities to be used in the preparation of urban plans.
    • Advise and work with the Urban Lab team to analyse, collect, compile and interpret data to guide and inform the Naryn project;
    • Provide technical expertise in urban design proposals for the Naryn project;
    • Provide technical expertise for the urban design guidelines and building codes for Naryn. 
    • Review project outputs and provide technical recommendations.
    • Adapt and develop methodologies and approaches for sustainable urbanisation and resilience planning.
    • Provide technical advice for the development of the capacity building activities and thematic learnings to build capacity of city authorities.
    • Host multi-stakeholder workshops, including organization and moderation.
    • Coordinate with project partners on participants attendance and arrangements of any logistical needs for engagement events like workshops, focus groups, exhibitions.
    • Translate key documents in English and Kyrgyz.
    • Safeguard the cross-cutting issues of the project that are considered in each project: Climate Change, Gender Equality, Human Rights, Youth, Children and Elderly Persons, and Disability. 
    • Engage on other activities with the Urban Lab and the Planning, Finance and Economy Section if required.

    Qualifications/special skills
    Academic Qualifications/Education

    • Minimum advanced university degree (Master's degree or equivalent) in Architecture, Urban Planning and Design, Urban and Environmental Studies, or related field that is relevant for sustainable urban development is required. A first-level university degree in combination with two years qualifying experience may be accepted in lieu of the advanced university degree.

    Work Experience: 

    • A minimum of 2 years of experience in all levels of urban planning and design with direct proven experience in drawing and preparing plan graphical material using computer assisted design tools is required.
    • Strong writing and text editing skills in English required. 
    • Experience working with government entities and/or international organizations will be an asset. 
    • Good hand drawing / sketching of macro-scale plans is an advantage. 
    • Experience in regional and territorial scale planning will be considered an advantage. 
    • The candidate may present a portfolio of plans and designs of which he/she is the author.

    Languages
    Language skills: 

    • For this consultancy, fluency in oral and written English and Kyrgyz is required. Knowledge of Russian language will be an asset.

    Scientific Coordinator of the Local2030 Knowledge Hub

    Organizational Setting

    • The consultant will work under the direct supervision of the Senior Programme Officer (SPO)/Head of Secretariat (HoS) of the Local2030 Coalition and under the overall guidance of the Chief of the Urban Practices Branch and UN-Habitat senior focal point for SDG localization and local governments. In addition, the consultant will work in close coordination with the SDG Localization and Local Governments Team within the Urban Practices Branch of UN-Habitat and with the relevant UN-Habitat’s Regional and Country Offices.

    Duties and Responsibilities

    The consultant will carry out the following tasks and responsibilities:

    • Liaising with the National Liaison Officers and UN-Habitat Country Offices in the pilot countries to provide overall technical assistance in connecting relevant Ph.D. students and university courses with local administrations.
    • Mapping and producing engagement strategies for the relevant Ph.D. and Masters’ programs in the pilot countries, including facilitating dialogue with university coordinators.
    • Setting up the cluster on SDG localization, including selecting PhD students and young researchers in pilot countries.
    • Identifying priority thematic focuses related to SDG Localization to build the research activities of the Ph.D. cluster.
    • Providing technical expertise to organizing workshops and events contributing to the global “Knowledge Community”. This includes developing background material, concept notes, and talking points as well as the mobilization of relevant partners towards the Knowledge Community.
    • Systematizing the experience and the knowledge produced by the Ph.D. cluster and transforming it into key policy recommendations for local administrations.
    • Provide technical expertise to the preparation and implementation of "On-Demand SDG Localization Trainings" at CeSPI.
    • Provide content for the development of communication material on the activities of the Local2030 Knowledge Hub.

    Deliverables

    • Mapping of university courses and stakeholders in Jordan and Tunisia 
    • Stakeholder engagement strategies for the two pilot countries
    • SDG localization Ph.D. cluster ToRs, workplan and selection criteria
    • “On Demand SDG localization training” ToRs, training material and workplan.
    • Report on priority thematic focuses for the Ph.D. cluster
    • At least four (4) workshop concept notes and agendas
    • Two (2) systematizations (one per pilot country) of the Knowledge Hub experience, including policy-oriented recommendations.
    • Two (2) Report on progress activities on engagement between the Ph.D. cluster, the academic network and the local administrations

    Qualifications/special skills

    • An advanced university degree in International Development, Social Science, Development Cooperation, International Relations, or a related field is required.
    • A minimum of 10 years of working experience in Sustainable Development, International relations, Development cooperation, or a related field is required.
    • Demonstrated professional experience with relevant universities or think thanks, and specifically in relation to international university networks, is desirable.

    Languages

    • Fluency in oral and written English is required. Knowledge of French and Italian, oral and written, is desirable.
