    Urban Planning and Design Consultant

    Duties and Responsibilities
    Under the overall supervision of the Head of the Urban Lab and the direct supervision of the Programme Manager, in coordination with the UN-Habitat Regional Offices and in close collaboration with UN-Habitat thematic Sections, the incumbent of the post will have to fulfil the following duties and responsibilities:

    • Provide technical expertise in relation to the Naryn project in Kyrgyzstan by developing a city profile, strategic plan documents and urban design proposals in selected areas.
    • Research and compile best practices related to environmental and socio-economic resilience to inform the strategic plan and urban design proposals in Naryn.
    • Contribute to the development of Capital Investment Planning methodology for Naryn in relation to the strategic plan proposals.
    • Develop training material and capacity reinforcement activities and deliver workshops/training in relation to the project deliverables and applied methodologies.
    • Provide technical expertise in relation to the normative production of the Urban Lab, including My Neighbourhood, Evidence-based Urban Planning and Spatially informed Capital Investment Planning.
    • Provide technical expertise in relation to sustainable urban and regional development for Urban Lab projects.
    • Advise and work with the Urban Lab team to analyse, collect, compile and interpret data to guide and inform the urban planning and design projects.
    • Support and contribute to the development of methodologies and guidelines to be tested and implemented in the Urban Lab projects.
    • Develop planning analytic and diagnostic maps, drawings and related reports for partner cities.
    • Develop clear planning proposals, drawings and related reports for partner cities.
    • Develop and organise participatory, multi-stakeholder processes tailor-made for the projects in a specific context.
    • Provide input to Urban Lab and PFES documents and publications.
    • Support the technical development of country proposals and development frameworks.
    • Contribute to the development of the Urban Lab and PFES project portfolio on urban planning and design.

    Qualifications/special skills
    Academic Qualification:

    • Advanced university degree (master’s degree or equivalent) in Architecture, Urban Development and Planning, or a related field. A first-level university degree, in combination with two (2) additional years of qualifying experience, may be accepted in lieu of the advanced university degree.

    Work Experience:

    • At least 2 years of relevant work experience in the field of sustainable development and spatial analysis (and/or related fields) with direct proven experience in drawing and preparing plan graphical material using computer-assisted design tools, with special attention to data management and processing with GIS software is required

    Languages

    • English and French are the working languages of the United Nations Secretariat. For this advertised position, fluency in English is required. Knowledge of another official United Nations language is desirable.

    Urban Planning and Spatial Analysis Expert

    Duties and Responsibilities

    Under the overall supervision of the Head of the Urban Lab and the direct supervision of the Programme Manager, in coordination with the UN-Habitat Regional Offices and in close collaboration with UN-Habitat thematic Sections, the incumbent of the post will have to fulfil the following duties and responsibilities:

    • Provide technical expertise in relation to the Urban Recovery project in Ukraine by providing guidance on the spatial analysis for profiling and recovery planning. 
    • Guide the discussions associated with data collection, processing, analysis and production of digital platforms for delivery to local partners in Ukraine.
    • Coordinate spatial analysis process with the implementing partners in Ukraine and develop a data management system that facilitates coordination. 
    • Provide guidance to the development of geodatabase for partner cities in Ukraine. 
    • Provide technical expertise in relation to the normative production of the Evidence-based Urban Planning Guidelines.
    • Advise and work with the Urban Lab teams on the application of the evidence-based approach in projects.
    • Provide technical expertise and develop methodology to support Spatially Informed Capital Investment Planning.
    • Develop training material and capacity reinforcement activities and deliver workshops/training for the Evidence-based Urban Planning and Capital Investment Planning workstreams in the Urban Lab.
    • Support and contribute to the development of methodologies and guidelines to be tested and implemented in the Urban Lab projects.
    • Analyse, collect, compile and interpret data, and develop analytic and diagnostic maps, drawings, and related reports for partner cities to inform the urban and territorial planning.
    • Develop methodologies for open-source data platforms for UN-Habitat and Partners.
    • Provide guidance to the GIS professionals in the PFES to innovate workflows to improve the efficiency and quality of developed products.
    • Provide input to relevant Urban Lab and PFES documents and publications.
    • Contribute to the development of the Urban Lab and Section project portfolio on urban planning and spatial analysis.
    • Qualifications/special skills

    Data Scientist

    Scope of Work
    Under the overall supervision of the Programme Management Officer, the consultant will be responsible for designing, implementing and deploying highly relevant and targeted digital tools and platforms that are:

    • Using and strengthening existing data and processes 
    • Built in compliance with local data governance and potential technical requirements (e.g. standards)  
    • Ready to be transferred to a local owner, who will assume responsibility for operations, maintenance and continued enhancement / adjustment of the tools. 
    • Capable of sharing data between relevant and potentially interested parties 
    • Designed in such a way that they are commensurate of the local context with regards to scaling, operations, security and resilience. informing the development of digital platforms that enable open and restricted sharing of information related to informal settlements, as well the capacity building, skills and training requirements of local towns and stakeholders.

    Duties and Responsibilities include:

    • Provide appropriate technical support to implement activities related to  digital government, open government, transparency, innovation, open data, social mobilization and participation, public policies, and effective advocacy.
    • Identify datasets and map data sources within the data ecosystem of this project.

    Collaborate with the UNITAC team, other consultants, contractors and relevant key stakeholders to identify the digital and data opportunities and needs of the following key stakeholders:

    • Ministry of Urban and Rural Development
    • Partner towns: Rundu, Rehboth, Opuwo, Helao Nafidi and the City of Windhoek
    • Shackdwellers Federation of Namibia (SDFN) / Namibian Housing Action Group (NHAG)
    • GIZ
    • Namibian Statistics Agency (NSA)
    • Namibian University of Science and Technology
    • Collaborate with the UNITAC team, other consultants, contractors and relevant key stakeholders to ideate, shape and co-create digital and data solutions within the scope of the project. 
    • Collaborate with the UNITAC team and other consultants / contractors to develop and deploy working tools.
    • Conduct user testing and track user feedback, analytics and performance metrics. 
    • Draft user manuals.
    • Contribute to the development and implementation of a technically appropriate Capacity Building Plan.
    • Identify datasets and map data sources within the data ecosystem of this project.
    • Maintain, organize an accessible information file.
    • Develop technical publications, project briefs, concept notes and more.
    • Prepare reports to partners, internal reports, etc. at various stages of the project.
    • Participate and produce mission/workshop reports if requested.

    Qualifications/special skills

    • A minimum of  Bachelor's degree in computer science or related is required. Educational background in project management or experience with Scrum methodologies is an added advantage.
    • A minimum of seven (7) years’ experience in software development and engineering (with proven experience of previous successful work on software development projects) for public and private institutions is required.
    • Demonstrated experience in the development of a minimum of 3 – 5 digital solutions currently in production.is required.
    • Experience with developing, testing and operationalizing digital applications and software is desirable.
    • Demonstrated expertise in Human-Computer Interaction (HCI) with a proven track record of designing and implementing user interfaces, conducting user research, and applying user-centered design principles is desirable.
    • Experience and knowledge of innovation processes and methodology, including challenge-driven innovation, design thinking, user research, product design and systems thinking is desirable.

    Languages

    • English and French are the working languages of the United Nations Secretariat. For the post  advertised, fluency in written and oral English is required. Working knowledge of another UN language and/or one or more national languages of the region would be an asset
