    Terms of Reference Consultancy Services for Wash Engineer

    Purpose of the Consultancy

    1. Support Johanniter in the reviewing of the water pan tender documents received and advice on engaging an ideal water pan contractor.
    2. Ensure the contractor complies with the terms of the contract, safety, and environmental requirements and the specified technical requirements for the construction of the water pan and irrigation system.
    3. Provide technical oversight to the contractor in collaboration with the Turkana County WASH Engineer and ensuring all required standards for desilting and debris removal from the water pan and preparation and installation of the dam liner are met

    Timeframe of the Consultancy

    Expected Project duration: 7 days in March 2026.

    Scope of Work

    Under the supervision of the Johanniter International Assistance Programme Manager, the WASH Engineer will be responsible for carrying out the following functions and tasks;

    1. Together with Johanniter International Assistance team, review and evaluate the tender submissions for the desilting and removal of debris from the water pan and preparation and installation of the dam liner and assist in the selection of the ideal contractor.
    2. Ensure the contract complies with safety and environmental requirements and the specified technical requirements for the for the desilting and removal of debris from the water pan and preparation and installation of the dam liner

    Expected Output and Deliverables

    1. Support Johanniter team in selection of an ideal contractor to install a dam liner to a water pan.
    2. Submission of a final report to Johanniter providing a complete overview of the work done, follow-up activities for monitoring, challenges and any other information deemed relevant.

    Johanniter International Assistance (JIA) Responsibilities

    1. The JIA Programme Manager will provide the WASH Engineer with the relevant available data, reports, feasibility study on the water pan and any other required secondary information.
    2. JIA and its partner (AICHM) will provide contacts of relevant Ministry Departments in Turkana County if needed.

    Minimum Qualifications

    The proposals submitted must;

    1. Masters' degree in Civil Engineering, Water Engineering or related field.
    2. 10 years of experience in WASH
    3. Registration with a relevant professional body (Engineer Registration Board)
    4. Previous experience designing, constructing and supervising water pans and setting up of irrigation systems in drylands is ESSENTIAL.
    5. Experience working with International INGOs and County Governments in WASH and infrastructure projects in Kenya is also an advantage
    6. Experience working with Local Communities and structures in WASH related projects.
    7. Ability to meet the agreed timeline and provide technical feedback during the implementation period.
    8. Excellent communication skills.

    The proposals should include:

    1. The consultant’s CV
    2. Detailed financial proposal, linked to the work plan
    3. Detailed technical proposal/methodology and approach to be used to execute the assignment and work plan.
    4. Attach copies of contracts for three previous certified completed assignments
    5. Provide full contact details of three professional referees
    6. Attach copies of academic certificates and Professional membership certificates from the Kenyan Engineer Registration Board
    7. Attach Valid copies of KRA PIN and Tax compliance certificate
    8. Detailed Financial proposals should be in Kenya Shillings.

    • Supporting the team with general public relations tasks

    • Edit and transcode video footage; prepare short social-video formats (Reels, Shorts).

    Person Specification:

    Profession Qualification and experience

    • Bachelor’s Degree in journalism, media studies, public relations, international relations, or related field/or another relevant degree
    • 1 year or more experience in NGOs, media houses, campaign teams or university media outlets.
    • Language skills beyond English

    Administrative Officer

    Technical Responsibilities

    Finance

    • Manage the regional cash and bank books.
    • Record daily transactions in Cash & Bank books; ensure booking texts comply with financial guidelines and L codes are completed.
    • Ensure safe security and perform weekly reconciliations with Regional Finance Coordinator.
    • Process payment requests, prepare vouchers, and submit for approval with complete documentation.
    • Support monthly closing, bank and cashbook reconciliations; manage cash advances and follow up on expenditures.
    • Ensure purchasing procedures are followed; verify RFPs, PAs, NCPs, and payment vouchers are properly authorized.
    • Perform scanning and coding of finance vouchers to support month-end closing and ensured accurate documentation on the 4JUH platform.
    • File all invoices and financial documents; maintain an organized and up-to-date filing system.

    Human Resources

    • Inducts new regional staff on admin related procedures and processes
    • Disseminates and create awareness of staff guidelines to new regional staff
    • Manage all immigration processes for international staff including but not limited to processing of special passes and work permits for international staff in the region
    • Coordinate planning of annual leave for national staff of regional office
    • Prepare and consolidate the expats payroll for processing of local taxes and other statutory contributions
    • Prepare payroll schedules and handover the approved payroll to country office for consolidation of payment of taxes and other contributions

    Office management

    • Supports regional staff in administrative duties
    • Coordinate and process visas for regional office staff and staff traveling to other countries, ensuring timely submission of applications and compliance with immigration requirements
    • Supports the procurement and maintain a regularly updated databases on Johanniter shared office services (including TI, electricity, water etc…)
    • Confirms that all shared administrative expenses (utilities, telephone, internet etc.) are done through the respective procurement policies and set of required paperwork
    • Manages regional office supplies and keep stock record updated.
    • Keeps and update tracking sheet for all running contracts for regional office
    • Prepares meeting minutes, meeting notes and internal support materials
    • Supports with small office and programmatic purchases
    • Establishes and maintain a manual and electronic filing/record keeping system for easy storage and retrieval of documents
    • Contribute to a motivated, effective and organized working environment
    • Support with office and office equipment maintenance

    Travels and events

    • Scheduling and coordinating appointments and meetings for staff and those for stakeholders
    • Organise team travels to the field

    Person Specification

    Professional /Qualification

    • Bachelor’s Degree in Business administration, Management or any other related field

    Experience

    • At least 3+ years of work experience in a similar position in Humanitarian Organisation
    • CPA level 1 is an added advantage.
    • Knowledge of humanitarian principles, core humanitarian standards
