    Child Protection Specialist - Children Associated with Armed Forces or Armed Groups (CAAFAG) -P3/NOC

    Key activities & duties

    • Monitor the trends and emerging evidence of child recruitment and use, and the response by Government, and analyze this information to advise on the child protection response. Contribute to the overall development of a child protection monitoring system, including violations of recruitment and use of children by armed forces or armed groups.  
    • Review and analyze capacities of existing programmes and support services for identification, screening, verification and separation of CAAFAG; interim care, psychosocial support and rehabilitation; family tracing and reunification; and community reintegration with a view to their strengthening and scale-up. 
    • Initiate and/or support dialogue with parties to armed conflict who recruit and use children with a view to developing an action plan with them to end the recruitment and use of children, and to set up a process for the screening and release of all associated children.  
    • Advise on and provide technical assistance to the design, preparation, scale-up, implementation, monitoring and evaluation of a protection programme for the release and reintegration of CAAFAG, including appropriate systems for information management., supporting capacity-building initiatives, including training of partners.  
    • Produce monthly summary reports (with data) on child recruitment and use in the affected areas, and programme progress (results) for CAAFAG.  
    • Identify opportunities to work with other sectors to strengthen overall protections for CAAFAG by integrating protection activities within their emergency response programmes. 
    • Advise on and enable opportunities for UNICEF and partners to engage in advocacy with parties to armed conflict on issues pertaining to child recruitment and use, including adherence to global standards. 
    • Assist in the development of appropriate communication and information-sharing on issues pertaining to child recruitment and use as part of an overall communications and advocacy strategy for child protection.  
    • Undertake field visits to monitor programmes on the release, interim care and reintegration of CAAFAG, and conduct periodic programme reviews with partners.  
    • Support procurement and distribution of supplies to support CAAFAG. 
    • Represent UNICEF CP in inter-agency working groups on child recruitment, release and reintegration and provide inputs in relevant inter-agency and government planning and reporting processes.

    Education-

    • Advanced university degree in social work, international relations, law, child psychology, or other relevant field. 

    Work Experience- 

    • A minimum of 5 years of experience with UN and/or other relevant actors, including experience with child protection programming for the release and reintegration of CAAFAG in situations of armed conflict. 
    • Background and familiarity with international human rights and humanitarian law, monitoring and reporting on grave violations against children  including experience in humanitarian negotiation and coordination,  highly desirable. 
    • Knowledge of UNICEF’s CCC’s in humanitarian action, key international standards and guidelines related to children associated with armed forces or armed groups, as well as the humanitarian cluster approach.

    Child Protection Specialist on Mine action, Armed Violence and Weapons-P3/NOC

    How can you make a difference?

    The purpose of this deployment is to support the UNICEF Country Office to scale up its emergency response programme related to the use of landmines and other indiscriminate or illicit weapons by state and non-state actors to ensure fulfillment of UNICEF’s CCC Commitment 8. This includes ensuring interventions are in place to prevent and address the use of landmines and other indiscriminate or illicit weapons.

    Key activities & duties

    • Design, prepare, implement, monitor and evaluate assigned Mine Action project.  
    • Prepare the sectoral documents for the Country Programme Recommendation (CPR) and Plans of Action, Country Programme Summary Sheet, and other programme documents, as required. 
    • Act as liaison to the other UN agencies involved in Mine action.  
    • Participate in intersectoral collaboration with other programme colleagues and ensure that mine action activities are well coordinated and integrated with other armed violence prevention projects  
    • Assists in development of appropriate communication and information strategy  
    • Undertake field visits to monitor project, as well as conduct periodic project reviews with government counterparts and other partners.  
    • Provide technical advice and assistance to government officials and other partners in the planning, implementation, monitoring and evaluation of programme/project(s).  
    • Assist government authorities in planning and organizing training programmes. Identify needs for capacity building, programme sustainability, as well as promotion and advocacy.  
    • Work with government counterparts to design and initiate implementation of a ‘transition plan’ to handover UNICEF responsibilities to government counterparts.  
    • Participate in the development of sectoral workplans, ensures the achievement of specific assigned objectives. Provide guidance and support to staff in meeting project objectives.  
    • Ensure the accurate and timely input of project information in the computerized programme system, and issues status reports for monitoring and evaluation purposes.  
    • Prepare programme/project status reports required for management, Board, donors, budget review, programme analysis, annual reports, etc.  
    • Provide inputs on justice for children in all UNICEF and broader UN/Government planning processes, and provide inputs to all relevant reporting mechanisms within UNICEF as well as interagency

    Child Protection Specialist on Alternative/Interim Care-P3/NOC

    How can you make a difference?

    Assess, design and initiate interventions to address the interim, medium and long term care needs of children. The care advisor will be responsible for ensuring that quality programmes and capacities are initiated to provide care and protection to children in a range of in-country locations. 

    Key activities & duties

    • Identify and agree within and between agencies and other stakeholders the roles, responsibilities and accountability for planned action and future decision-making around care issues. Ensure that care interventions are informed by and integrated with other core sectors of education, health, nutrition, food security and livelihoods. 
    • Facilitate coordination between child protection actors who have a role in the provision of interim and longer term care (e.g. through the child protection sub cluster and sub groups of the sub cluster) 
    • Initiate and/or carry out capacity-building of key international and national staff in specific care and child protection competencies including appropriate approaches, where needed 
    • Ensure planning and subsequent cooperation and program structures are done in partnership with key stakeholders, in particular the Government, and that they aim to establish/strengthen processes and mechanisms at local, district, national (and broader level) which support identification, monitoring and response to the care and protection concerns of children. 
    • Closely coordinate with the emergency family tracing intervention (Identification, Documentation, Tracing and Reunification - IDTR), to ensure the primary focus of children in care remains on family tracing and reunification. 
    • Assist with ongoing assessments of care providers and vetting of interim care provisions based on global standards, principles and practice. Adapt the assessment as necessary and feasible given the context.  
    • Ensure adequate monitoring and follow up for children in emergency care centres and advocate, plan and programme for longer term community-based care options for children in need of care. 
    • Design and initiate effective programme and advocacy interventions to address the risks and violations of children’s protection rights raised by the assessment of children in and in need of interim care. Taking into account short term/long term interventions within the framework of overall long-term programme goals as well as a systems approach.

    Child Protection Specialist (Monitoring and Evaluation) -P3/NOC

    How can you make a difference?

    The Child Protection Specialist on Monitoring and Evaluation supports the rapid assessments and systematic monitoring on child protection issues before, during and after an emergency.  

    Key activities & duties

    • Support rapid assessments on child protection, including integration of child protection in multi-sectoral assessments. This includes adaptation of data collection tools in collaboration with partners, support to training of facilitators, technical support to data collection and analysis, and review of reports.  
    • Develop monitoring and evaluation framework for child protection programmes, in collaboration with programme colleagues and partners, and guide programme monitoring efforts, in line with Humanitarian Performance Monitoring system and Level 3 monitoring on Strategic Result Areas, building on existing monitoring mechanisms as appropriate.

    • Work closely with Planning, Monitoring and Evaluation Section and other Programme Sections to ensure that office wide monitoring and evaluation initiatives  and those in particular sectors incorporate and/or address child protection concerns where relevant, and liaise with Child Protection Information Manager (under the Child Protection sub-cluster), OCHA and other partners to ensure collaboration on monitoring and evaluation of child protection across the sector to the greatest extent possible. 
    • Support capacity building needs on child protection monitoring and evaluation within the CO and among relevant partners and provide technical support to other child protection monitoring and evaluation initiatives as necessary.

    Health Manager (Maternal and Neonatal) -P4/NOD

    Key activities & duties

    • Support UNICEF’s response in maternal and neonatal health (or reproductive health) as part of the overall health cluster/sector coordination mechanism including participation in the maternal/neonatal health working group.

    Social & Behavior Change Officer/Specialist-(P2-P3/NOB-NOC)

    Key activities & duties

    The Social & Behavior Change (SBC) Officer provides technical and operational support to the SBC in Emergencies Specialist and internal colleagues by administering, implementing, monitoring and/or evaluating a variety of SBC/Risk Communication and Commmunity Engagment (RCCE) initiatives and activities to promote community-centred, data-driven approaches in emergency preparedness and response. 

    • Support to design of SBC/RCCE activities in emergency preparedness and response 
    • Support comprehensive situation analysis of social, communication, cultural, economic and political dimensions in the affected areas. 
    • Collect and synthesize qualitative and quantitative SBC data, including community feedback, to support response activities.

    • Support development of UNICEF’s RCCE strategy/plan in line with government response plans 
    • Monitor and contribute to assessing the impact of SBC/RCCE strategies and activities on the CO and UNICEF goals for emergency response. 

    Support to the implementation of SBC activities 

    • Collaborate and/or consult with internal and external partners to provide operational and technical support to research, develop, and produce evidence-based strategies and test, produce and use quality risk communications materials, organize events and activities to maximise community engagement and participation, and maximum outreach and impact for commu  
    • Provide technical, administrative and logistical support and background materials to for implementation of SBC strategies and activities by UNICEF and partners and recommend operational strategies, approaches, plans, methods and procedures to ensure community engagement and participation, and optimum outreach and impact. 
    • Assess and recommend potential contacts, networks, resources and tools to support maximum impact and outreach of SBC initiatives. 
    • Follow up and monitor the production of SBC materials to ensure technical quality, consistency and relevancy of communications materials that are developed, produced and disseminated to target audience (e.g., individuals, communities, government officials, partners, media etc.). 
    • Provide frequent reports as requested by the supervisor on the situation, RCCE activities, partners, challenges and opportunities. 
    • Collect, assess and organize information for budget planning and management of programme funds and prepare documentations and related materials for financial planning for SBC initiatives. Monitor/track the use of resources as planned and verify compliance with organizational guidelines, rules and regulations and standards of ethics and transparency. 

    Advocacy, networking and partnership building 

    • Build and maintain partnerships through networking and proactive collaboration with national and international civil society organizations, community groups, leaders and other critical partners in the community and civil society to reinforce cooperation through engagement, empowerment and self-determination and to pursue opportunities for greater advocacy to promote UNICEF mission and goals for child rights, social equity and inclusiveness.  
    • Collaborate with internal global/regional communication partners to harmonize, link and/or coordinate messaging to enhance SBC outreach and contribution to programmatic outcomes 

    Innovation, knowledge management and capacity building 

    • Institutionalize/share best practices and knowledge learned/products with global/local partners and stakeholders to build capacity of practitioners/users and disseminate products to key audiences including partners and donors. 
    • Support the organization, administration and implementation of capacity building  initiatives, including partnerships with training and academic institutions, to enhance the competencies of clients/stakeholders/partners across programme sectors in S&BC planning, implementation and evaluation in support of programmes/projects.  
    • Develop training materials for training activities, and revise and update them as necessary

    Social & Behavior Change (Data Analyst) -P2-P3/NOB-NOC

    Key activities & duties

    Under the technical guidance of the  SBC Specialist Emergencies, the consultant will: 

    • Build high-quality evidence system for emergency response by collating, analysing and synthesizing SBC data into periodic reports and dashboards, catering to the needs of different internal and external stakeholders; 
    • Provide support to build capacities at national and subnational levels and on all elements related to SBC/RCCE data analysis 
    • Support the monitoring and evaluation components of SBC interventions in the country. 

    In close co-ordination with the UNICEF SBC unit, the data analyst will undertake the following tasks: 

    • Submission of an inception report with a data capacity assessment and workplan. 
    • Track and document the use of SBC/RCCE evidence emerging from the UNICEF supported interventions  
    • Act as liaison person in RCCE coordination mechanisms to encourage collaboration and exchange of information between programmatic interventions and social science and data specialists; provide weekly update on the findings collected and analyzed to support adjustments of interventions in RCCE and other pillars. 
    • Overview quality assurance of every data stream collected (including U-Report/Chatbot; hotline reports; social media monitoring; CRAs findings; anthropology related findings). 
    • Triangulate data from various data sources and main findings compiled on a fortnightly basis. 
    • Final report with an overview of key concerns and challenges with findings and recommendations. 

    Key Expected Results

    The position will be responsible to embed and strengthen SBC data capacity in UNICEF and the RCCE pillar with the aim to strengthen community-centred approaches in the overall public health response. The position will contribute to evidence-based decision-making by UNICEF and partners in emergency response through building and strengthening systems for SBC data collection, analysis, triangulation, visualisation and utilisation including building capacity of UNICEF and partners.  

    To qualify as an advocate for every child you will have

    Education-

    • A Master’s degree in social sciences, information management, public health with experience in quantitative data analytics and presentation or any other related field.
    • A first level university degree in combination with an additional two (2) relevant experience may be accepted in lieu of the advanced university 

    Work Experience- 

    • Minimum 2 to 5 years responsible work experience in social sciences research and data analysis, including experience in large scale public health response, working with NGOs/UN in/with developing countries, with practical experience in developing methodologies and tools to inform action/programmes/ policies. 
    • Must have excellent skills in excel and data analytics 
    • Demonstrated experience in developing dashboards and presenting findings from different sources (methods, tools etc.) 
    • Experience analysing data from social monitoring systems, monitoring and evaluation work, or other survey work. 
    • Experience performing data extraction, cleaning, analysis and presentation for medium to large datasets. 
    • Excellent writing skills planning and coordination skills, with proven ability to work independently. 
    • Skills in building the capacity of a range of stakeholders including UN, NGOs and local organizations to collect, analyze and utilize data for action. 

    Additional qualifications: 

    • An inquisitive and creative mindset, as well as excellent written and verbal communication skills for coordinating across teams and countries. 
    • Ability to communicate complex ideas in data science to relevant stakeholders.

    Social & Behavior Change Emergency Specialist (Accountability to Affected Populations (AAP) ) -P3-P4/NOC-NOD

    Key activities & duties

    Provide technical support for inclusion of AAP practices in UNICEF and partner programmes. 

    • Conduct/review a rapid assessment of UNICEF and partner AAP/CCE practices throughout the programme cycle to measure current performance against global commitments (for both programmes and operations). Depending on the operational modality and context, the performance of implementing partners could also be assessed. This process could use the IASC Commitments on Accountability to affected Populations, the Core Humanitarian Standard, or agencies’ own internal frameworks as benchmarks.  
    • Assess the impact of the UNICEF and partner accountability practices, from the community’s perspective, through in-person qualitative research methodologies where possible, depending on access to the communities; otherwise through other, non- face-to-face methods. Particular attention should be paid to vulnerable, or traditionally marginalized groups.  
    • Document context-specific good AAP practices within UNICEF and partner programmes, to enable replication by other programmes.  
    • In the absence of relevant secondary data, conduct a SBC/community engagement needs assessment to understand community information needs, communications preferences, community dynamics, social norms, cultural beliefs, superstitions and other anthropological factors that could impact programmes.  
    • Develop a context-specific agency action plan to improve AAP performance, based on operational modalities, community preferences and global best practice that has clear deliverables, indicators and timeframes to enable a timely marked improvement in AAP performance, with a focus on closing the loop and providing feedback to the community about how their views and inputs were used.  
    • Identify additional resources (human, financial, technical, etc.) needed to implement the AAP plan and explore options to mobilize these.  
    • Monitor the implementation of the action plan, including assessing impact from communities’ perspective, to enable course corrections as needed.  
    • Regularly provide analysis of feedback collected by different programmes to identify trends in community perspectives and priority issues. Advocate with programmes to act on the feedback and make programme changes and course correction as needed.  
    • Provide on-call technical advice for agency staff and partners on AAP-related issues.  

    Coordination 

    • Convene/lead an internal cross-sector group to share AAP/RCCE experiences, develop common tools, and agree internal referral pathways for community feedback and resolution protocols.  
    • Develop/update a 4Ws (who does what, where and when) matrix on AAP/CCE activities with input from each of the clusters/sectors. Focus on activities which have an impact beyond a specific project/programme and are of concern to other organisations and need to be coordinated.  
    • Participate in/(co)lead interagency AAP/RCCE coordination mechanisms and actively share planned information campaigns, findings from AAP/RCCE assessments, analysis of community feedback, or monitoring of community engagement strategies to enable shared learning. Actively promote national actors’ membership in the WG – where possible helping broker partnerships with international actors.  
    • Support the internal AAP/RCCE group’s information management functions by enabling a common system to share, aggregate and analyze community feedback to identify trends and priority issues.   
    • Identify capacity gaps for AAP, especially on the collection and analysis of community feedback and plan for support. 
    • Ensure processes are in place for referring community feedback to relevant sector leads or managers, so that such feedback can be resolved – including reporting back to communities, or ‘closing the feedback loop’.  

    Representation 

    • Serve as a primary focal point within UNICEF on AAP/RCCE related issues and be able to provide a summary of current practice within the agency and community feedback about programmes.  
    • Ensure high profile for community feedback, concerns and priorities during internal meetings and planning processes.  
    • Represent UNICEF at inter-agency coordination meetings on AAP/RCCE.  
    • Provide advice and support to UNICEF partners on AAP/RCCE issues and approaches.  

    Capacity building 

    • Assess the priority skills gaps and learning needs relating to AAP/RCCE within UNICEF and partners. This should include frontline workers and volunteers and ‘support’ staff such as HR, administration, security, etc., who all have a role to play in improving the accountability of the agency.  
    • Design and implement a capacity building strategy to build the knowledge of, and commitment to AAP/RCCE approaches within agency staff and partners.  
    • Develop context-specific capacity building materials by contextualizing global and/or national tools.  
    • Identify opportunities to integrate AAP/RCCE elements into existing training and tailor content to target the specific audiences.  

    Collaboration with PSEA activities 

    Coordinate closely and collaborate with the agency PSEA focal point to:  

    • Develop a harmonized approach to the participatory development and promotion of a complaint response mechanism, including for sensitive issues, which builds on assessed community preferences.  
    • Design a context-appropriate community engagement strategy for the agency that informs the community of the code of conduct for aid workers, their right to provide feedback, the support provided to survivors of SEA and the risks of SEA.  
    • Collaborate on an awareness raising/sensitization campaign for staff and partners on the issues relating to AAP/CCE and PSEA.  
    • Ensure that there is regular feedback to the community about how complaints are handled and what the outcomes were, to help build trust in the system. 

    Key Expected Results

    The selected candidates may be deployed to countries/regions experiencing public health emergencies (PHE) or disasters to proactively assist with Social and Behavior Change (SBC)/RCCE emergency response across UNICEF programmatic areas with a focus on promoting Accountability to Affected Populations (AAP).

    Emergency Specialist (Coordinator) -P3/NOC

    Key activities & duties

    Emergency Preparedness and response: 

    • Support CO to adopt adequate emergency preparedness and response measures through the development and updating of EPP, country contingency plans, and follow up on compliance of CO with the implementation of agreed MPAs. 
    • Dissemination/review of regional early warning. 
    • Coordination of emergency preparedness and response between ESARO sections and contribute to regional and cross boarder coordination foras for emergency situations including the regional Inter-Agency Standing Committee (RIASCO) and, SADC platforms. 
    • Provides advice to the country office in the implementation of emergency preparedness measures in the field to strengthen preparedness and response mechanisms in the country faced with impending emergencies.

    • Provide dedicated support to the preparation, documentation, and follow-up of emergency management mechanism within the RO including Emergency Management Team, Humanitarian Action Group, and other mechanisms as required. 
    • Plans, organizes, and conducts training for CO staff capacity building in emergencies preparedness and response. Assists in developing and conducting emergency training courses. Provides training and/or briefing, as required. 

     Emergency and resilience Project 

    • Participates in the implementation of plans of action and work plans for emergency and resilience projects. 
    • Support Risk informed programming, resilience, and Humanitarian development nexus regional work and support for CO based on programmatic needs, and regional resilience priorities. This can include also an analysis of key risks 
    • Lead reporting and preparation of briefing including maintenance of corporate action point from regional emergency coordination fora as well as for donor reporting. 
    • Coordinate with ESARO program sections and management to mobilize donor response and recovery/rehabilitation-related funding, including annual or multi-annual humanitarian appeals and documents (e.g., pitch documents, HAC, ...).

    Information Management Officer P1/NOA

    Key activities & duties

    Information management

    • Develop and maintain the results database to track core humanitarian indicators in the Ebola response and other hazards as needed.
    • Build the capacity of the emergency team to collect, record, collate and analyze data
    • Provide quality assurance of all data and results reported in HPM, including the sitreps, working closely with sections.
    • Using the database and dashboards, identify and report any gaps in humanitarian assistance to the emergency team and sections.

    Gender Programme Specialist -P4/NOD

    Key activities & duties

    Management and/or advisory support to Representative

    • Actively participate in Country Management Team (CMT); Programme Coordination Team;partnerships, research, financial and contract review committees; and other key country-specific leadership teams to ensure strategic inclusion of gender in all country-specific programming
    • Coordinate with the Regional Gender Advisors and the Headquarters Gender Section to plan, utilize, monitor and report on the Gender Thematic Fund, or other programmatic funds with large gender components that are allocated to the country-specific interventions for the Country Programme, under the Country Office senior management.
    • In collaboration with sectoral colleagues and under the guidance of Deputy Representative, participate in the planning and monitoring of the utilization of the budget allocated to sectoral and cross-sectoral gender interventions with sectoral colleagues
    • Lead the gender component of the reporting of the routine country-level programme expenditures, including the annual reporting and the RAM.

    Program development and planning (including emergency contexts)

    • Lead and/or support the evidence-based programme planning on gender, incorporating robust measurement and evaluation of results - especially in the event of the Country Programme development and Mid-Term Review.
    • Provide technical leadership on integration of gender into country programming phases, including strategic planning, SitAns, strategic moments of reflection, CPDs, CPMPs, mid-term reviews, extended annual reviews, programme component strategy notes and in the programmatic assessment and institutional strengthening components of gender reviews
    • In collaboration with sectoral colleagues, identify the areas of focus for gender programming with the greatest potential for impact and scale, in alignment with the GAP and the country/regional priorities.
    • Work with sectoral counterparts to incorporate sound gender indicators and measures in programme and policy initiatives, proposals, and advocacy efforts and assist in developing gender-sensitive theories of change models for sector and cross-sectoral programming inalignment with the MoRES framework.

    Program management, monitoring and delivery of results (including emergency contexts)

    • Provide technical support in indicator identification, measurement and performance tracking as it relates to gender mainstreaming and the Targeted Gender Priorities, in collaboration with Planning, M&E and planning section and sectoral teams.
    • Lead cross-sectoral collaboration and coordination on key programmatic results on gender, ensuring coherence, maximization of synergies and efficiency in utilization of resources and delivery of results
    • Support the strengthening of data systems and collection, as well as accountability mechanisms to monitor and evaluate progress on gender results.
    • Support high quality reporting on gender results, and a biannual performance review of GAP specified results.
    • Work closely with evaluation colleagues to effectively integrate data collection, tracking, analysis and reporting on the indicators for the GAP into programme results and gender performance benchmarks into M&E systems.
    • Support and strengthen the quality of research and evidence building on gender related programming, bringing in the latest learning and insights from the field of gender and development, and putting in place a coherent, well-prioritized research agenda in alignment with the GAP.
    • Oversee the planning and implementation of the gender reviews and make sure that the recommendations that come out of the gender review are integrated into the Country Programme strategy and action plans and humanitarian strategies and action plans in emergency contexts.
    • Actively represent UNICEF in relevant coordination bodies at the inter-agency level (gender theme group or other networks, GBV cluster if relevant), participate as a member of steering committees, and provide close oversight of inter-agency joint programmes.

    Advisory services and technical support Provide technical support and guidance to national government, NGOs, UN Agencies and other country-level and local-level partners on aspects of gender programming and to ensure incorporation of gender indicators and measures in programmes/projects, policy initiatives, proposals, and M&E systems.
