    Senior Records Management Officer

    PURPOSE

    The Senior RecordsManagement Officer will be responsible for: management of the Boards records;filing, archiving and retrieving of the Boards records; indexing and updating;in charge of retention, preservation and destruction of the Boards records.

    DUTIES AND RESPONSIBILITIES

    Theduties and responsibilities of the officer will entail: -

    • Developing and ensuring implementation of records management policies andprocedures;
    • Ensuring security of files and information;
    • Ensuring proper handling of documents,pending correspondences and bring ups;
    • Preparing disposal schedules in accordance with relevant governmentlaws and regulations;
    • Ensuring classification and indexing of records;
    • Ensuring effective mail management; and
    • Maintaining, verifying and evaluating existing records management system.

    PERSONSPECIFICATIONS

    For appointment to this grade, an officer must: -

    • Have a minimum of four (4) years relevantwork experience;
    • Have Bachelors Degree inInformation Science Management, Records Management, Social Sciences orequivalent qualification from a recognized institution;

    Principal Supply Chain Management Officer

    PURSPOSE

    The Principal Supply Chain Management Officer will be responsible for implementation ofefficient and effective systems of acquisition of Goods, works and services aswell disposal Boards Asset.

    DUTIES AND RESPONSIBILITIES

    • Theduties and responsibilities of the officer will entail: -
    • Providing input into the annual procurement anddisposal plans;
    • Implementing the annual procurement and disposalplans;
    • Coordinating procurement and disposal activities;
    • Preparing contract documents for goods, works andservices;
    • Liaising with the user department to ensureeffective implementation of contracts for goods, works and services;
    • Providing secretariat to committees incidental toprocurement of goods and services, and disposal of assets;

    Principal Planning Officer

    PURPOSE

    The job holder will responsible for review the development of strategic plans, policies development, and research for the Board.

    Principal Auditor

    PURSPOSE

    The jobholder coordinates the development, monitoring and evaluation of internal audit strategies, policies and procedures to promotegood corporate governance, risk management and effective utilization ofresources.

    DUTIES AND RESPONSIBILITIES

    The duties and responsibilities of the officer will entail: -

    • Participating in the development of audit strategies, policies and procedures and ensure effective implementation;
    • Contributing to preparation of the risk based annual audit plan for approval by the Audit & Risk Management Committee;
    • Preparing audit reports on completion of each audit engagement to ensure timely issuance to Management for implementation of recommended actions;
    • Evaluating progress and effectiveness of action taken to implement audit recommendations received from both internal and external audits;
    • Assisting in preparation of quarterly audit reports to the Audit and Risk Management Committee of the Board;
    • Executing special audits/investigations;
    • Evaluating the performance of staff in the Department to ascertain efficiency and effectiveness in work performance in meeting the objectives of the function; and

    Principal Capacity Building Officer (Internship)

    PURPOSE

    The Principal Capacity Building Officer (Internship)will be responsible for successful implementation of the Boards Graduate Engineers InternshipProgramme.

    DUTIES AND RESPONSIBILITIES

    The duties and responsibilities of the officer will entail: -

    • Developing the curriculum for registration ofengineers.
    • Overseeing the development of tools necessary forconducting professional examinations for the purposes of registration;
    • Overseeing development of the requirements forestablishing the school of engineering and the opportunities for learning,professional exposure and skills acquisition; and
    • Developing tools for facilitating the graduateengineers internship programme.

    Manager, Compliance and Enforcement

    JOB PURPOSE

    The Manager, Compliance and Enforcement willbe responsible for formulating and implementing strategies for carrying out surveillance to ensure effective and efficient compliance and enforcement ofthe Engineers Act 2011 and the regulations thereof.

    DUTIES AND RESPONSIBILITIES

    The duties and responsibilities of theofficer will entail: -

    • Coordinating compliance checkson all engineering works and services
    • Coordinating investigations ofallegations of contravention of the Engineers Act 2011.
    • Investigating allegations ofcontravention of the Code of Conduct & Ethics.
    • Undertaking investigations oncomplaints and suspicion of non-compliance.
    • Liaising with County Governmentand other relevant agencies with respect to compliance and enforcement.

    PERSON SPECIFICATIONS

    For appointment to this grade, an officer must: -

    • Have at least eight (8) years of relevant workexperience three (3) of which should have been at supervisory level;
    • Bachelors degree in Engineering from a recognized institution;

    • Be a continuing member of an engineeringprofessional body;
    • Have a Certificate in Management Course lasting notless than four (4) weeks from a recognized institution;

    • Developing, managing, and overseeing the implementation of communication strategy and policy;

    Director, Corporate Services

    JOB PURPOSE

    The Director, Corporate Services will be responsible for the provisionof the leadership, guidance and overallcoordination of the Finance andAccounts, ICT, Corporate Communications and Human Resource and AdministrativeManagement departments for efficient, effective and sustainable implementationof their respective functions in the realization of the Boards mandate.

    • Formulate, interpret, and implementation of human resource, corporate communications, and information communication technology policies, strategies, and programmes;
    • Responsible for the prudent management and utilization of all the resources under the above departments;
    • Responsible for the development of a master strategy and business continuity management of the Directorate;
    • Responsible for the implementation of the Boards resolutions on matters affecting the departments under his or her oversight role;
    • Responsible for the consolidation of the departmental procurement plans and budgets;
    • Responsible for teamwork and collaboration among the various departments under his or her supervision;
    • Coordinating the preparation of respective board papers for Finance and Human Resource Board committees;
    • Ensuring efficient, effective, professional, and sustainable human resource and administrative systems within the Board; and
    • Responsible for the development and implementation of the strategies of the respective departments.

    • Have a Minimum of ten (10) years of relevant work experience with at least three (3) in a management Position;

    • Have a Masters degree in any of the following: Accounting,Business Administration, Commerce, Engineering or equivalent qualification froma recognized institution;

    Principal Accountant

    PURPOSE

    The Principal Accountant will be responsible for assisting the Manager, Finance and Accountswhere tasks include activities such as support for audit, budget and year endpreparation. This position will respond to general departmental inquiries,provide administrative and accounting support and coordinate designatedprojects designed to strengthen the finance and accounting functions.

    DUTIESAND RESPONSIBILITIES

    The duties and responsibilities of the officer will entail: -

    • Approving payment vouchers and committal documentsin accordance with laid down regulations;
    • Preparing financial reports and analyzing incomeand expenditure against budgets;
    • Preparing monthly bank reconciliation andreconciliation of debtors and creditors ledgers;
    • Ensuring safe custody of financial records,documents, cheque books and assets;
    • Initiating budget proposals and financial plans;and
    • Reviewing petty cash reconciliation and facilitatewithdrawal of cash for office use and ensuring safety of the same at all times

    PERSON SPECIFICATIONS

    Forappointment to this grade, an officer must: -

    • Have a minimum period of six (6) years relevantwork experience;
    • Have Bachelors degree in any of the followingdisciplines: Commerce Accounting/FinanceOption), Business Management (Accounting/Finance Option), Economics, orequivalent qualification from a recognized Institution.;
    • Have Masters degree in any of the followingdisciplines: Business Administration, Finance ,Commerce, or equivalentqualifications from a recognized university;
    • Be registered with a professional body such as CPA,ACCA from a recognized institution;
    • Be a Member of the Institute of Certified PublicAccountants of Kenya (ICPAK) or any other recognized professional body in goodstanding;
    • Have proficient in computer application skills:
    • Demonstrated competence in work performance andresults; and
    • Fulfill the requirements of Chapter Six of theConstitution.
