Position Summary:
ICAP at Columbia University is seeking an experienced and qualified expert to fill the role of Project Director (PD) for ICAP’s proposed CDC-funded project, Strategic Use of Surveillance and Epidemiology to Support HIV Epidemic Control in Kenya under PEPFAR (CDC-RFA-GH20-2042). This position will be based in Kenya and provide day-to-day leadership of planning, implementation, and evaluation for the project and ensures that all project activities are effectively supported in the technical, programmatic, financial, and administrative domains.
This position is subject to a successful funding application and final approval by the CDC.
The position is contingent upon availability of grant funding
Major Accountabilities:
- Directs all project efforts to support the Government of Kenya and its partners in strengthening their capacity to design, implement, analyze, disseminate, and use data from epidemiologic studies and surveillance to accurately measure outcomes and impact, while informing decision making and policy in the national and sub-national HIV response
- Oversees all activities, outputs, and outcomes related to project management and administration, including reporting, financial transactions, execution of project plans, and project performance monitoring and evaluation
- Guides technical and organizational capacity building initiatives with local partners
- Serves as a point of contact with CDC staff and ensures communications flow smoothly between the project and CDC
- Serves as the primary advocate for the project with national and international partners
- Increases the visibility of the project through representation at high-level visits with the CDC
- Leads and supports the dissemination of project findings, including the performance of rapid recency tests, description of the surveillance structure developed to monitor recent infections, and trends and patterns of recent infections across countries
Education:
- Advanced degree in public health, public administration, management or related field.
Experience, Skills, and Minimum Qualifications:
- 10+ years of project management experience, preferably in sub-Saharan Africa, of large-scale international health or development projects, with proven capabilities in building and managing a diverse team of technical and support staff
- Demonstrated experience in facilitating the dissemination and use of population-based and/or facility-based data in developing countries
- Demonstrated competence in the analysis of population-based and/or facility-based data.
- Demonstrated competence working within CDC or similar regulations and procedures
- Proven experience in establishing working relationships and collaborating with the U.S. government, other bilateral and/or multilateral donor agencies, and with host-country governments
- Excellent communication, writing, quantitative and interpersonal skills
- Fluent English oral and written communication skills

Reporting to the Strategic Information (SI) Lead, the Statistician/Analyst will oversee statistical activities including sample size calculations, weighting, statistical analysis related to surveillance and clinic-based and population-based surveys. The position is based in Kenya.
The position is contingent upon availability of grant funding.
Major Accountabilities:
- Directs sample size estimation and power calculations for project surveys
- Directs development of survey weights for general and key population-based and clinic-based surveys, and any subsampling requirements
- Provides technical inputs to health informatics team in the integration efforts of case-based surveillance (CBS) and recent infection surveillance digital platforms
- Collaborates with the health informatics team to improve data visualization tools for CBS, including recent infection surveillance, and clinic/population-based surveys
- Collaborates with geospatial analytics and cost analysis teams to enhance analytic content of surveillance and survey reports, presentations, and publications
- Supports activities to build local capacity, including providing mentoring and training in sample design, sample size calculations, first and second stage sampling and development of survey weights to local implementing partners and the Ministry of Health
- Develops protocols and guidelines of sampling and weighting plans and other relevant surveillance priorities
- Leads preparation of technical documentation as needed for surveillance and survey outputs
- Facilitates the aggregation, cleaning, and management of data

Education:
Advanced degree in epidemiology, statistics or related field.
Experience, Skills, and Minimum Qualifications:
- Minimum of 7 years of experience in statistical research in health; a minimum of 3 years working with large surveillance and survey data sets
- Demonstrated experience managing complex, large-scale databases, with a focus on research methods
- Expertise in survey statistics, as evidenced by supporting publications, presentations, and other accomplishments
- Expertise in information and communication technology and data management software.
- Excellent communication, writing, and quantitative skills, including the development of measurable objectives, operational plans and measurable indicators/targets for public health programs and projects

- Proven experience with analytical and epidemiological skills ane preferably some experience in geospatial analyses and cost analyses, and strategies for capacity-building at national and sub-national levels
- Minimum of 8 years of experience working on international public health projects either in the headquarters of an international organization or in resource-limited settings in the field
- Minimum of 5 years of experience in conducting surveillance and survey projects
- Ability to analyze issues, draw valid conclusions, and make recommendations; to prepare and present comprehensive statistical and narrative reports; to conduct effective presentations
- Strong knowledge of statistical and database software, including SAS and MS Access, preferred

Major Accountabilities:
- Serves as primary contact with the Ministry of Health (MOH) and CDC on epidemiology, statistics, data analytics and health informatics and enhances the strategic relevance and quality of surveillance and survey activities
- Supervises the Epidemiologist, Statistician/Data Analyst and manages the geospatial, costing and health informatics partners
- Closely collaborates with laboratory teams to ensure data capture and analytic plans meet the needs and standards of biomarker data, including rapid test for recent infection and viral load
- Directs the SI domains of the preparation and conduct of surveillance and survey implementation trainings
- In collaboration with the MOH and CDC, defines a quality management strategy for case-based surveillance (CBS), recent infection surveillance and other surveillance/survey activities
- Closely works with the MOH, CDC and other stakeholders to develop data use and public health response strategy in Kenya using data from CBS and recent infection surveillance
- In collaboration with the MOH and CDC, develops and conducts activities to strengthen the capacity to design and implement epidemiologic studies as well as analyze, disseminate, and effectively use data from these studies to formulate programs and policies
- Leads and/or assists in the generation and presentation of project reports, publications, and presentations
Education:
- Advanced degree in epidemiology, demography, public health, humanities, or related discipline
Experience, Skills, and Minimum Qualifications:
- Minimum of 8 years’ experience in the senior management and leadership of monitoring and evaluation and/or strategic information of large-scale international health or development project
- Experience building and managing a diverse team of technical and support staff
- Ability to analyze issues, draw valid conclusions, and make recommendations; to prepare and present comprehensive statistical and narrative reports; to conduct effective presentations; to interpret departmental policies and procedures, grants, legislation, and regulations relating to research activities; to prepare concise reports, and to supervise the work of others
- Excellent organizational and project management skills, including the development of measurable objectives, operational plans, and measurable indicators/targets for public health programs and projects.
- Experience in conducting HIV surveillance and surveys
- Experience in directing surveillance, service delivery or survey projects involving large sets of data
- Demonstrated experience establishing, growing, and maintaining effective working relationships with donors, implementing partners and the ministry of health
- Experience working with CDC, PEPFAR, U.S. Government, or other bi-lateral donors preferable, with strong familiarity with CDC reporting requirements
- Excellent verbal and written communication skills required
