    Locum Psychosocial Counsellor

    Key Responsibilities

    • Provide age-appropriate and culturally relevant individual and/or group psychological counselling to clients by assessing client’s needs and presenting complaints and develop a care plan with the client based on those needs, including referrals to other services.
    • Implement internationally recognized standard methodologies for evidence based psychological interventions and the management of clients guided by the IRC Framework, IASC guidelines and counseling ethical guidelines. This includes upholding confidentiality of therapy sessions and respecting clients decisions.
    • Support the client(s) coping process and mobilize their internal and external resources for processing acute adversity.
    • Support in MHPSS based studies to help identify gaps and offer recommendations.
    • Maintain an effective working relationship and regular communication with other primary health care workers.
    • Maintain effective working relationships with relevant partners including referral organizations, community groups and other implementing partners (will be part of the MHPSS working group).
    • Complete daily case reports and data collection according to procedures provided by the MHPSS Technical Advisor.
    • Other duties as assigned by the supervisor.

    Key Result Areas

    • Provide counselling services to beneficiaries and documentation of care plans
    • Implement psychological interventions that recognized by the professional bodies and Ministry of Health
    • Communicate and collaborate effectively with team member and external stakeholders
    • Compilations and reporting of data for mental health
    • Ensure adherence to confidentiality and other IRC policies.

    Minimum Qualifications:

    • Higher Diploma/Degree in counselling psychology.
    • At least 2-3 years in field experience within a Humanitarian emergency setting in the same or similar position
    • Knowledge in conducting assessments, using screening tools and designing individual care plans for clients seeking mental health services.
    • Experience in offering PFA is strongly desired.
    • Knowledgeable on the Psychological testing and assessment tools
    • Familiarity with IASC Guidelines on Mental Health and Psychosocial Support in Emergency Settings
    • Knowledge of the WHO interventions like mhGAP, GPM+ or IP is desirable.
    • Additional trainings or certifications on related fields, such as alcohol/substance abuse, stress management, critical incident stress management, cross-cultural communication, conflict resolution, trauma, etc. will also be considered
    • Be registered with KCPA.
    • Proficiency in English and professional writing skills is a requirement.

    Protection Technical Advisor, Violence Prevention and Response in Emergencies

    Major Responsibilities:

    Response-Centered Support (50%)

    • In select Orange and Red classifications, provide emergency technical support and backstopping to partner-led and country team-led responses to ensure timely, robust technical support to emergency response and early actions, as requested and in line with the QiE Technical Assistance model.
    • Provide emergency-focused technical support to Risk Communication and Community Engagement (RCCE) interventions in outbreaks, and ensure regular maintenance, updating, and socialization of RCCE resource library. Contribute to socialization and capacity building on RCCE approaches across the VPRIE team.
    • Following emergency responses, collaborate with emergency Monitoring, Evaluation, Accountability and Learning (MEAL) and deployed staff to analyze emergency response metrics, support learning and After Action Reviews, and support subsequent actions to implement lessons learned and address identified gaps.
    • Once per year and / or as needed, deploy to start-up or support integrated protection programming in complex or large scale emergencies or for discrete technical deliverables (not covered by ERT), such as integrated needs assessments, evaluations / learning, contextualization of guidance and tools, trainings on emergency approaches, etc.
    • Collaborate with the Director for Program Quality and Performance, other EmU sections, and with regional teams to ensure appropriate preparedness planning, early action, and capacity strengthening, particularly in Watchlist countries.

    Strategic Objectives (30%)

    • In close collaboration with ERT Coordinators and other QiE technical areas, contribute to the strategic implementation, updating based on feedback / learning and consultation with partners, and maintenance of VPRIE emergency toolkits, including: Social Work in Emergencies, Focused MHPSS Interventions, Responsive Information Services in Emergencies, and Community Risk Mitigation and Access. Maintain and update VPRIE approaches based on industry practice and evidence of impact, scale, speed, and cost efficiency.
    • In close coordination with the STA VPRIE, VPRU focal points, and response teams, support the safe and timely deployment of Information Management Systems for case management interventions in acute emergencies.
    • Support protection analysis on emergency responses and strengthen coordination of context analysis practices conducted by protection, humanitarian access and security, and global crisis analysis teams.
    • Support standardization of emergency MEAL practices in VPRIE responses, centralized data analysis, and knowledge management.
    • Contribute to building a strong understanding of Partnership Excellence for Equality and Results System (PEERS) throughout the VPRIE team.
    • In collaboration with the STA VPRIE, support the recruitment and ongoing engagement of Emergency Surge Teams across protection specializations and facilitate a quarterly VPRIE community of practice. 

    Business Development and Grant Management (20%)

    In coordination with the STA VPRIE and Global Practice Leads:

    • Contribute to business development and delivery of strategic projects that contribute to emergency safety outcomes and learning objectives, such as: prepositioning and support to strategic partners in emergency-prone contexts; generating evidence and learning in acute emergency settings; development of new resources for protection interventions across the emergency continuum; etc.
    • Share emergency-focused technical support, promising practices, and learning with VPRU-led strategic projects and workstreams, inclusive of awards focused on partners.

    Team Culture

    • Build and maintain strong working relationships within the EmU, TechEx and Regional colleagues and continually promote a culture of partnership and collaboration
    • Cultivate and maintain a positive, collaborative, safe and protective work environment, while additionally setting an example of ‘One IRC’-way of working within the team, EmU and the wider organization.
    • Contribute to efforts across EmU to promote gender equality, diversity and more inclusive practice across our programming and our ways of working

    Job Requirements:                                                                                                                                

    • Work Experience: At least 5 years of experience of program strategy development and implementation at country and global level in child protection, GBV, protection, and related humanitarian programs.
    • Field Experience: At least 3 years of direct experience managing program teams in humanitarian settings

    Consultancy - Cash and Voucher Assistance (CVA) Training

    Specific Objectives

    • To conduct the Training needs assessment
    • Develop a curriculum contextualized to our program delivery strategy  and prepare for the training materials and content.
    • Carry out pretest, facilitate the training course in 5 days and a posttest evaluation at the end of course in collaboration with a co facilitator.
    • Prepare a final training report including action plan and post training support framework.

    Methodology

    The training with be face-to-face training and guided by CaLP methodology for the Core CVA training course curriculum (5 days) . As this will be a combined training for program and non-program staff, variations to the curriculum and mode of delivery will be agreed in advance with the CALP team.

    Target Audience

    • Programs: Technical Coordinators, Program Coordinators, program Managers, Senior Officers and officers as applicable
    • Grants and Accountability: Grants coordinator, MEAL Coordinator, Partnership coordinator  and managers
    • Operations: Supply Chain, and IT Coordinators and Managers
    • Finance: Coordinators and Managers.
    • County representatives from NDMA and Cash Working Groups drawn from Tana River, Garissa, Turkana and Nairobi Counties
    • Partner organization representatives drawn from SHOFCO, PGI and TUPADO.

    Key Deliverables/Outputs

    • Delivery of a high-quality training course, using CALP training materials - contextualizing materials as appropriate to the setting and participants.
    • Evaluation feedback and training report inputs: Written feedback and recommendations to inform training report an action plan.

    Minimum Qualifications:

    • Must be a CALP-Certified Trainer, certified to deliver the Core CVA Skills for Programme Staff course.
    • Proven experience of delivering high quality training and learning events related to cash transfer programming.
    • Good understanding of current good practices with regard to CVA and, preferably, experience in Kenya and East Africa.
    • Substantial knowledge and experience in capacity building: adult learning methodological approaches and tools and strong skills in facilitation; designing trainings; collecting and analysing secondary information; conducting surveys, consultations and key informant interviews; synthesizing qualitative and quantitative information; and evaluating training impact.
    • Strong interactive facilitation skills and an adaptive, dynamic instructional approach to ensure learning remains tailored to evolving discussions and questions.
    • Knowledge and work experience of the ways of working of humanitarian NGOs (local and international), state actors (e.g. National Disaster Management Authorities and social welfare departments), UN agencies, and private sector actors (e.g. financial service providers).
    • The ability to communicate technical subject matter (in oral and written form) to people with varying technical knowledge/skills and from different educational and cultural backgrounds.
