    Health Systems Strengthening

    The USAID Stawisha Pwani is a 5-year program funded by the President’s Emergency Plan for AIDS Relief (PEPFAR) through the US Agency for International Development (USAID) to increase the use of quality county-led health services in four Coastal counties of Kilifi, Kwale, Mombasa and Taita Taveta. The aim of the program is to strengthen county health systems with a focus on HIV Prevention & Treatment, Family Planning, Reproductive, Maternal, Child and Adolescent Health (FP/ RMNCAH) and Nutrition. The program will support the four county governments toward sustainability in quality and systems of health services. The program objectives are:

    • Increased demand for and access to quality HIV prevention services.

    Job Purpose
    The Health Systems Strengthening (HSS) Specialist will provide technical support in building the capacity of the County Health Management Team (CHMT) towards ownership and utilization of high quality and sustainable HIV and FP/RMNCAH and Nutritional services as well as support the mainstreaming of HSS in all program areas. In addition, will ensure that HSS activities support the project transition/sustainability goals and objectives.
    Key Roles & Responsibilities

    • Lead the HSS Technical Support to the CHMTs and across project areas to ensure high quality HIV services and oversee overall HSS initiatives in project.
    • Develop and implement a HSS plan with clear milestones through the life of the project towards county ownership of health services under the USAID Stawisha Pwani.
    • Contribute to building the capacity of CHMT in key health system strengthening functions, including policy, planning, health care financing and resource mobilization, budgeting, Human Resources for Health(HRH) management (including transition plans) and supply chain management systems.
    • In conjunction with the technical staff, support health facilities in undertaking HSS capacity assessments (SIMS) gap analysis; setting priorities; and developing and implementing capacity strengthening plans.
    • Work closely with technical staff, to provide technical assistance in mainstreaming HSS into annual program work plans for all projects.
    • Support other project staff to identify technical assistance needs required to achieve the expected project results and develop the work plans for capacity strengthening activities.
    • In consultation with the chief of party (COP), provide technical and management support to technical staff in HSS with the aim of improving the management of HIV and FP/RMNCAH and Nutrition services.
    • Through mentorship, coaching and training, build the capacity of the USAID Stawisha Pwani and county technical staff in the mainstreaming of health systems in their technical service areas – service delivery, laboratory services, pharmacy services and strategic information
    • Provide expert support in the development and application of HSS tools (gap analysis, supervisory etc.).
    • Support technical staff to undertake regular Health systems assessments e.g. Site Improvement through Monitoring System (SIMS) in the project service delivery sites.
    • Coordinate identification of training and system improvement needs and support implementation of relevant training modules targeting health workers and CHMTs.
    • Take part in the donor review meetings on a regular basis and in the SIMS assessments.
    • Participate in the relevant technical working groups (TWGs) in the county and supra county levels.

    Minimum Qualifications and Requirements

    • A degree in Health or Social Sciences and a post graduate qualification in Public Health, Health Systems Management, public policy or related fields.
    • Minimum of 7 years working experience working in health systems strengthening.
    • Demonstrable knowledge of national and county health systems and policy development.
    • Ability to cultivate, develop and maintain good relationships with the county government and staff, colleagues and partners.

    Job Purpose

    Job Purpose

    Reporting to the Chief of Party, the role focuses on coordinating grants management and reporting processes, working in collaboration with other teams to produce high-quality and timely donor reporting and conducting staff capacity building on grants and reporting. The Grants and Compliance Manager will be responsible for providing program and support teams with general grants management support and advise on donor compliance and regulations to ensure grants are implemented on-track, on-time, and on budget. This position is ideal for a self-motivated and enthusiastic team player with strong grants experience who can produce quality deliverables within a limited time period.
    Key Roles & Responsibilities

    • Monitor and coordinate all phases of grants and restricted contributions from award through closeout, including grants administration, compliance, reporting, and compliance with approved budgets, contract terms, and legal or regulatory requirements.
    • Ensure grants and contract budgets align with institutional budgets and forecasts.
    • Work with finance team and program staff to ensure that key processes and systems are in place to manage grant risk assessments, donor financial compliance, and reporting management processes.
    • Revise all proposed grants budgets prior to submission to ensure consistency with proposal requirements; accuracy in the calculation of salaries, direct and indirect expenses; compliance with established regulations; and makes recommendationsto program staff for revisions when appropriate.
    • Coordinate with management to ensure compliance with due dates for submission of budget, technical and programmatic reports to federal agencies and private funders.
    • Read all proposed sub-contract and sub-grant agreements and applications to ensure compliance with terms of contract and grant agreements between LVCT Health and its funders. Actively monitors subrecipients, and serves as liaison between program teams and finance team.
    • Train all staff on the USG grant and compliance requirements and monitor adherence. Budget Management and Reporting
    • Engage with relevant staff to monitor personnel salary and benefit data for the purpose of identifying discrepancies, resolving problems and/or issues, and ensuring that expenditures are in line with budget limits.
    • Work with managers and other members of the Finance team to streamline internal financial reports and reporting processes to deliver more efficient, more effective, and more useful reports and analysis.
    • Collaborate with program staff in development of comprehensive annual program budgets incorporating funding from restricted and unrestricted sources.
    • Ensure compliance with current program budgets and spending policies, and proposes improved
    • policies and systems regarding spending guidelines, cost savings, cost allocation, and annual planning.
    • Engage with program staff across the organization to monitor and revise program budgets throughout the year and life of project(s)
    • Work with members of finance team during annual audit to ensure that relevant information is transmitted to the auditors in a timely manner.

    Minimum Qualifications

    • Master’s degree in Business, Procurement, Accounting, Finance, Management, Auditing, Economics or related field.
    • A minimum of 7 years’ experience in NGO sector in Senior Grants/Compliance Management positions, preferably in USG funded projects.
    •  In-depth understanding and experience of working with proposals and contracts from institutional donors.
    • Experience in complex planning and budget processes including the ability to provide clear guidance on donor policies & procedures.
    • Ability to manage multiple projects simultaneously and meet time sensitive deadlines. Show a systematic effort to obtain needed data or feedback; and link long-range visions and concepts to daily work, ranging from simple understanding to an awareness of the impact at large on strategies and on choices.
    • Up to date knowledge and understanding as well as experience in forecasting, negotiating, implementing the US Government funding.

    Job purpose

    The Data Manager will provide day to day management of data issues to the project, giving various approaches to data retrieval, cleaning, collation and preliminary data analysis to identify potential data anomalies. The data manager will also support data quality improvement efforts to the project. The incumbent will ensure availability of quality data for surveillance monitoring, evaluation and learning to the organization, the Ministry of Health, funding agencies and stakeholders at both national and county levels.
    The position will be contracted initially for one year inclusive of three months’ probation period and renewable thereafter, depending on availability of funding.

    Responsibilities

    • Lead retrieval, cleaning, collation and organization of data from various sources and organizing it to
      = answer various research questions and for population of summary reports.
    • Support development of tailored dashboards and reports for specific audiences depending on their data use needs for program performance assessment and decision making.
    • Write and run appropriate queries from the databases and assist in implementing database developments that meet the data requirements for the project.
    • Test any new data management processes and systems, and advice the HMIS unit on ways to improve them.
    • Prepare quarterly, semi-annual and annual data summaries to be included in reports to the Ministry of Health and funding agencies.
    • Contribute to the design of collection protocols and/or SOPs.
    • Design and approve forms for data collection.
    • Support quality improvements by performing descriptive data analysis and data quality assurance checks to detect anomalies and advise the quality improvement teams with action points.
    • Contribute to data quality capacity building efforts within the organization and the Ministry of Health.
    • Contribute to dissemination of results through peer-review publications.
    • Archive data.
    • Any other duties as maybe assigned.

    Qualifications

    • Bachelor’s degree in Statistics, Mathematics, Computer Science or related fields is required. Additional Master’s degree in Public Health, Epidemiology, Demography, Data Science, Statistics,
      or Biostatistics will be an added advantage.
    • Must have least four (4) years of experience in statistical computing with quantitative heath data
    • Must be proficient in MS Excel and at least two statistical software packages e.g. Stata, R, SAS, SPSS, and EpiInfo.
    • Must be able to write and run queries for management and retrieval of data from databases, e.g. MySQL scripting language syntax.
    • Understanding of routine health data and health information systems in Kenya.
    • Understanding of data quality assessment tools and methods, and experience in addressing data quality issues related to routine health information data.
    • Proficiency in analyzing and interpreting routine and non-routine data, and effectively communicating results and findings.
    • Knowledge of data analytics and visualization tools, techniques, and methods.

    Data Officers

    Job Purpose

    To provide support in development of monitoring and evaluation plans and frameworks for the project activities, development and operationalization of data collection, aggregation and reporting tools. S/He will also be responsible for data entry, verification and analysis of programs routine and periodic data.

    Key Roles & Responsibilities

    Assist the Monitoring and Evaluation Officer in ensuring follow-up on EMR system issues in the facilities is done appropriately and timely to ensure smooth operation at these sites.

    • Ensure timely and correct data capture, analysis and reporting as per the data management SOP.
    • Support in development, review and implementation of monitoring and evaluation work plans.
    • Respond to training needs of service delivery and program staff and on the monitoring and evaluation components at the site as need arises.
    • In a timely manner, update the site level performance dashboards.
    • Provide inputs during design and implementation of institutional and project data collection instruments as well as monitoring and evaluation methodologies.
    • Support the analysis of qualitative and quantitative data and present fact sheets from programs.
    • Undertake data review activities at the service delivery level and give feedback to the sites/project on data and data quality issues.
    • Provide support in conducting baseline, midline and end-term evaluation of all the programs and researches conducted at the site.
    • Communicate closely with Sub-County Health Information Officer and Monitoring and Evaluation Officers to ensure priority tasks are completed.
    • Ensure regular daily, weekly and monthly backup of all active EMR databases is done on the organization’s server one drive.
    • Carry out basic data analysis to guide service delivery and implementation strategies.

    Minimum Qualifications and Requirements

    • Diploma/Bachelor’s degree in Health Records/Health Information/Computer Studies/Statistics or any relevant course.
    • At least 2 years’ experience in a similar position in a fast paced, multi-tasking environment
    • Training and experience in database management and statistical packages such as SPSS, NVivo, Excel, Access.
    • Experience in implementing programmes and working with EMRs will be an added advantage.
