  • The National Council for Population and Development (NCPD) was established in 1982 as a department in the then office of the Vice President and Ministry of Home Affairs. Its role was mainly to advice on all matters pertaining to population. NCPD’s mandate was further enhanced under Sessional Paper No. 4 of 1984 on Population Policy Guidelines, and was later revised, to form the backbone of Sessional Paper No. 1 of 2000 on National Population Policy for Sustainable Development.

    Senior Population Programme Officer

    ADVERT NO: 001/2021

    JOB GRADE: NCPD 5

    Reports to: Assistant Director of Population.

    Duties and Responsibilities:

    Duties and Responsibilities in this division will entail:-

    Research, Policy Planning and Development Division.

    • Undertaking research on population issues; analysis of Research documents prepared by stakeholders and development of research papers;
    • Implementation and updating of National Population Policy;
    • Development of Policy briefs; and data entry and analysis.

    Programme Coordination and Monitoring Division

    • Collecting, receiving and analyzing programme data and assessing their impact on population issues; formulating and appraising project proposals; developing annual and quarterly work plans; assisting in coordinating international and regional programmes; and developing Plans of Action.

    Communication, Advocacy and Public Education Division

    • In this Division the officer will assist in development of Information, Education and Communication (IEC) population messages and materials; development of advocacy materials; dissemination of information to the public through publications, barazas, Newsletter, mass media, electronic media, Public Shows and exhibitions, conferences etc,; and participate in carrying out advocacy for support of population programmes.

    Minimum Qualifications and Experience:

    • Masters degree in any of the following disciplines:- Population Studies or Demography;

    OR

    • Masters in Public Health, Sociology, Anthropology, Geography, Economics, Population Health, and Political Science with post graduate diploma in Population Studies or Demography from a recognized institution;
    • Bachelor degree in any of the following disciplines:- Population Studies or Demography, Public Health; Sociology, Anthropology, Geography, Economics, Population Health, and Political Science qualification from a recognized institution;
    • Member of Population Association of Kenya, Union of Africa Population Studies or International Union for the Scientific Studying of Population;
    • A total of at least 5 years’ experience and 3 years in supervisory level.
    • Senior Management Course or its equivalent lasting not less than four (4) weeks or its equivalent will be an added advantage
    • Shown merit and competency in data collection, data processing and report writing;
    • Met Chapter six of the Constitution;
    • Proficiency in Microsoft Office applications.

    Senior Records Management Officer

    ADVERT NO: 002/2021

    JOB GRADE: NCPD 5

     

    Reports to: Deputy Director – HR & Administration

    Duties and Responsibilities:

    • Guides Formulation, implementation and review of Records Management Policies, standards, strategies, guidelines and procedure and programme
    • Provide technical advice on filing classification schemes, records retention and disposal schedules
    • Guides the Council on security of records and appropriate storage
    • Coordinates automation and digitization of the Council`s records
    • Advises users of records on available information for planning and decision making purposes
    • Initiates surveys, appraisal and disposal of records in line with the Council’s records management policy and Public Archives and Documentation Act.
    • Implements and maintains ISO management systems and other standards in the unit.
    • Develops and implements the unit work plan and budget.
    • Mentors and coaches staff in the unit.

    Minimum Qualifications and Experience:

    • A Bachelor’s degree from a recognized university in Records Management, Information Management Science, or equivalent qualifications.
    • Served in the grade of Records Management Officer I or in a comparable and relevant position in the Public Service for a minimum period of (3) years and
    • Senior Management Course or its equivalent lasting not less than four (4) weeks or its equivalent will be an added advantage
