    Human Resource Officer

    JOB GROUP CBSB 09 (1 POST)

    DUTIES AND RESPONSIBILITIES

    Duties and Responsibilities at this Level will entail: -

    • Conduct and coordinate recruitment/selection processes including advertisement, position openings, screening applications, assist Departments with scheduling testing, assessment, interviews. Notifying the applicants of selection outcome, conduct employment reference checks and address concerns they may have about selection processes at the County Level.
    • Responsible for developing and maintaining job registers by working with Departmental Heads.
    • Responsible for comprehensive employee personnel records system for all employees and presenting benefit packages at the County Level.
    • Administration of all Human resource matters at the County Level.
    • Checking references and conducting background checks and forwarding disciplinary cases to the responsible authorities.
    • Providing policy training in conjunction with the County Human Resource Heads.
    • Authorizing pay change of station codes and allowances.
    • Handling Staff matters such as NSSF, NHIF etc.
    • Processing leaves such as compassionate, sick leaves, annual, maternal and paternal leaves.
    • Coordinating with other Heads Staff Appraisal

    REQUIREMENTS FOR APPOINTMENT

    • Bachelor's Degree in Human Resource Management from a recognized University in Kenya.
    • Full Member of the Institute of Human Resource Managers of Kenya (IHRM)Certificate in Computer Applications from a recognized Institution.
    • Have relevant experience of not less than five (5) years in public or private sector.
    • Should be a Kenyan Citizen.
    • Have demonstrated Managerial, Administrative and Professional Competence.
    • Have demonstrated Leadership Skills.

    Principal Accountant

    Reporting to the Head of Treasury (Accounting), will be responsible for timely and accurate preparation of Financial and Management Reports that fall under his/her Section.

    DUTIES AND RESPONSIBILITIES

    • Ensuring timely and accurate preparation of quality management report.
    • Preparation of revenue and expenditure returns in the County as required by Treasury regulations and law.
    • Preparation of annual financial statements.
    • Undertaking ad hoc assignment relating to accounting services.
    • Preparation of management financial reports which include; monthly expenditure,returns, monthly bank reconciliation statements. and revenue/AIA returns, cash flow statements, analysis of deposits and maintenance of up to date and accurate books of accounts.
    • Interpretation and implementation of financial regulations and procedures, Treasury circulars, letters and instructions.
    • Assist in preparation of responses to external audit reports on departmental financial matters.
    • Ensuring effective internal control systems.
    • Advice the Departments on financial matters.
    • Responsibility to authorize payments and sign cheques.
    • Verify returns, documents, vouchers, monitor revenue collection and safe guarding Government assets and records.
    • Perform any other duties that may be assigned from time to time.

    REQUIREMENTS FOR APPOINTMENT

    • Be a Kenyan Citizen.
    • Bachelor of Business Management/Administration, Commerce (Accounting Option or Finance Option) from a University recognized in Kenya
    • Must be a Certified Public Accountant of Kenya CPA(K)
    • Registered with the Institute of Certified Public Accountants of Kenya (ICPAK) and in good standing.
    • Certificate in Computer Application Packages.
    • Served in a comparable and relevant position in the Public Service for a minimum period of five (5) years.

    Accountant II

    DUTIES AND RESPONSIBILITIES

    • Dealing with accounting operations in an accounting unit or County Treasury.
    • Preparation and verifications of vouchers and committal documents in accordance with laid down rules and regulations,
    • Maintenance of Primary records such as cashbooks, ledgers, vote books, registers and preparation of simple management reports e.g., imprest and expenditure return etc.
    • He or she will be responsible for the safe custody of Government records and assets under him or her.
    • Writing cheques and posting payment and receipt vouchers in the cash books, balancing and ruling of the cash books on daily basis.
    • Arranging for withdrawal of cash for office use and ensuring safety of the same at all times.
    • Ensuring security of cheques and cheque books.
    • Preparation of expenditure and authority to incur expenditure (AIE) funding returns on quarterly basis at County treasury level.
    • Preparation of appropriation in aid (AIA) returns on quarterly basis at County treasury level.
    • Paying personal and merchant claims guided by cash balances in the cash books and treasury regulations.
    • Receipting of all money due and payable to Government.
    • And other duty as may be assigned by the Head of Treasury (Accounting)

    REQUIREMENTS FOR APPOINTMENT

    • Be a Kenyan Citizen.
    • Be a holder of CPA Part Two or Bachelor of commerce (Accounting or Finance Option).
    • Satisfy the requirements of Chapter Six of the Constitution.
    • Have knowledge in Computerized Accounting
    • Relevant professional experience of at least one (1) year in public or private sector.
    • Satisfy the requirements of Chapter Six of the Constitution of Kenya 2010 on Leadership and Integrity.
