    Manager Policy, Research and Partnerships

    Job Description

    Overall Purpose

    The position is responsible for managing the policy, research, partner relationships, resource obilization and communication aspects of the organization. The main role is to develop Shelter Afrique a repository of information on affordable housing solutions that will facilitate the development of affordable housing policies and capacity in the member countries. This position will be responsible for quantifying the impact that SHAF’s activities have in terms of numbers of units, impact on employment levels and other factors as laid out by key DFIs like IFC. The function will also be responsible for ensuring that all investments, loans and other activities of SHAF do not violate investor requirements (like the IFC standards). In addition, the position holder will develop partnerships with likeminded organizations and promote the reputation of Shelter Afrique a provider of impactful affordable housing solutions in Africa.

    Key responsibilities will include;

    • Carry out research and develop a repository of information on affordable housing policies, solutions and technologies by partnering with likeminded organizations and developing internal capacity
    • Identify and establish appropriate partnerships for joint programs on affordable housing.;
    • Develop and implement capacity building programs for member countries;
    • Develop and implement a monitoring and evaluation framework for measuring impact of Shelter Afrique investments;
    • Carry out impact assessments and disseminate lessons on Shelter Afrique interventions;
    • Develop and Implement a Resource Mobilization strategy aimed at enhancing
    • SHAF’s resource base to enable it further its affordable housing agenda;
    • Responsible for building SHAF’s strategy for public relations and corporate communications, working collaboratively with various departments and members of the executive team;
    • Develop a robust platform directly and through collaboration of information for member countries to aid them in policy decisions, and project execution
    • Develop initiatives and training that promote and improve the effectiveness of member country housing personnel and decision making.
    • Measure and communicate the effectiveness of SHAF to member countries
    • Ensure that initiatives meet the expected goals as well as do not transgress investor standards
    • In conjunction with business unit heads develops funding proposals;
    • Mobilize equity from both existing shareholders and new investors;
    • Responsible for leading and developing relationship building and visibility with SHAF’s key institutional donors and for diversifying and increasing funding;
    • Attends multilateral forums to network and builds appropriate relationships.
    • Responsible for development and implementation of strategies to enhance SHAF’s reputation and build its brand as a provider of impactful affordable housing solutions in Africa.

    Minimum Qualifications, Skills and Competencies

    • Master’s degree in Business Administration, Public Policy, Marketing, Communications, Public Administration, Development Finance or other related fields;
    • A Bachelor’s Degree in Urban Planning and Development, Monitoring and Evaluation, Public Policy Management or other related fields;
    • A minimum of ten (10) years’ experience working in working in policy, research, monitoring and impact investment measurement in real estate finance;
    • A post graduate qualification in Public Relations and Communication,
    • Monitoring and Evaluation or Resource mobilization will be an added advantage
    • Excellent interpersonal and communication skills;
    • Proven experience in policy related research, generation and dissemination of knowledge especially in affordable housing, strategic communication as well as monitoring and evaluation in a similar institution;
    • Proven experience and skills in resource mobilization;

    Head of New Business Services

    Job Description

    Overall Purpose

    Reporting to the Chief Operating Officer, the Head of New Business will plan, direct and manage the new advisory services and project management services for large scale Private Public Partnerships for affordable housing and upgrade of informal settlements. He/she will develop initial enabling policies, procedures and systems for the new business segments.

    Key responsibilities will include:

    • Develop and disseminate policies. procedures, systems and models for the new Shelter Afrique advisory services and project management business;
    • Lead the development of new business products including: large scale PPP projects, rental housing, slum upgrades, and other market related housing projects;
    • Engage with Governments and development partners to initiate, and structure low cost housing projects, mobilizing financing, and project management;
    • Provide advisory services in the conception, design and implementation of large scale affordable housing;
    • Develop internal capacity in the implementation of the new advisory and project management business;
    • Source and contract multidisciplinary teams of experts to deliver various technical services in affordable housing value chains;
    • Deliver deep technical expertise across the public and private real estate marketplace and deliver high quality client reports and presentations to "bring the best of" service for SHAF’s clients;
    • Work with Regional Business Managers to initiate advisory and project management services in their respective regions;
    • Oversee the wide range of technical deliverable requirements including real estate analytics, financial analysis, workplace strategy, portfolio strategy, operating structures and address any/all client requirements across in housing sector;
    • Oversee the operations of Advisory Services business unit in partnership with other SHAF internal groups;
    • Identify areas for improvement, evaluate existing policy, partners with peers and Lead Managers to offer suggestions for change, and implement any changes within the department;

    Minimum Qualifications, Skills and Competencies

    • Master’s degree in business studies, finance, economics, project management or equivalent;
    • Bachelor of Science degree or professional qualification in civil engineering, real estate, architecture, quantity survey or equivalent will be an added advantage;
    • A minimum of ten (10) years of relevant experience, out of which five (5) must have been in a senior management role;
    • Must be a member of a relevant professional institute;
    • A proven track record of providing real estate advisory, and/or corporate real estate advisory services to the Africa Region through a reputable professional services firm ,or structuring , financing, and overseeing large scale housing projects in emerging markets;
    • Leadership capability to drive growth and performance to deliver results for a high performance real estate service delivery team;
    • Proven track record in provision of real estate professional services, cutting across both the public and private sector, including governments, real estate operating companies, financial institutions, corporations and other market participants.

    Chief Operations Officer

    Job Description

    Overall Purpose

    Reporting to the Managing Director, Chief Operating Officer will provide leadership in planning, implementation and monitoring of the Company’s business; market and product development; projects and portfolio management; portfolio quality, customer relations; and loan recovery. In addition, he/she will develop appropriate strategies aimed at enhancing the business operations of Regional Offices and delivery of the institution’s mandate as a provider of affordable housing in Africa.

    Key responsibilities will include:

    • Lead the planning, development, and implementation of company business strategy;
    • Develop and ensure effective implementation of enabling business policies, procedures, and systems for delivery of Shelter Afrique mandate;
    • Develops strategies to identify prospective customers, strategic partners and collaborative relationships that will drive revenue growth and market penetration, profitability and shareholder return;
    • Provide strategic direction for product development, opportunity assessment, and business development models;
    • Liaise with the relevant departments and committees to determine pricing for facilities to ensure commensurate return for credit risks and investments undertaken by SHAF;
    • Lead in market and product opportunity assessment including customer and competitor analysis, market trend analysis, compliance to policy and proposal design;
    • Review project appraisals reports and investment proposals for consideration by
    • Management and approval by the Board;
    • Liaise with the Risk Management and Compliance department to formulate strategies and guidelines to ensure good quality lending portfolio, equity and joint venture investments;
    • Liaise with the Risk Management and Compliance team to continuously review facilities granted and investments undertaken to highlight changes in risk profile and undertake remedial or risk mitigation action if required;
    • Manage and monitor the implementation of on-going projects to ensure implementation is in accordance with policy, contract and design;
    • Develop and maintain beneficial relationships between Shelter Afrique and institutions in member countries and between Shelter Afrique and partners in order to ensure mutually beneficial relationships;
    • Review and approve requests for loan disbursements and subsequently monitor to ensure sponsors comply with contractual obligations;
    • Review exception reports to ensure timely decision making where remedial action needs to be undertaken;
    • Oversee the management of non-performing loans including meeting with relevant stakeholders to discuss options to debt recovery;
    • Responsible for building and leading effective and cohesive team;
    • Collaborate with direct reports and the executive team to develop a comprehensive strategy and provide the effective and inspiring operating leadership necessary to grow the regions;
    • Attain the financial objectives of the business through effective management of people, product, service and facility processes, including a focus on the revenue and profit components;

    Minimum Qualifications, Skills and Competencies

    • A Master’s degree in civil engineering, architecture, quantity survey or building economics, Business Administration, Project Management or related field with at least ten years’ experience in managing large scale real estate projects;
    • Minimum twelve (12) years’ senior management experience in leading credit management, large scale real estate, and/or development finance;
    • Should be skilled in project appraisal, investment analysis, and risk analysis and hedging;
    • Demonstrated experience and skills in credit management and management of none performing loans especially in a development finance or housing finance institution;
    • Financial management skills especially in relation to equity investment and joint venture investments;
    • Strong communication, analytical, decision making, and negotiation skills are required;
    • Should be fluent in English or French with a good working knowledge of the other;
    • Must have demonstrated ability to handle department budgets, resources, processes, projects and relationships;
    • Has ability to manage and control a multi-disciplinary team;
    • Must demonstrate exceptional communication skills that will ensure clear conveyance of the business’s messages and a positive portrayal of the business in general.
